About this file

This is a Request for Proposals (RFP) from the Library of Congress for a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Braille Book Transcription and Duplication Services for the National Library Service for the Blind and Print Disabled. The contract will run from August 17, 2025 to August 16, 2030, with a minimum contract value of $12,000 and a maximum of $37,100,000. The Library anticipates awarding multiple contracts to provide braille transcription, tactile graphic creation, pressing/embossing, and binding services for books, with pricing structured for standard/priority and rush service levels across five one-year ordering periods.

Key submission details include a proposal deadline of April 14, 2025 at 12:00 PM EDT, with proposals required to be submitted electronically in three volumes: Technical Proposal (40-page limit), Past Performance, and Price Proposal. Offerors must be registered in the System for Award Management (SAM) and submit detailed information about their technical approach, corporate capability, management and staffing, and production capacity. The Library will evaluate proposals on a best value trade-off basis, with technical factors collectively being more important than past performance, and both being significantly more important than price. Non-profit organizations may receive a 10% price preference if they meet specific criteria.

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

Braille Book Production Statement of Work

C.1 Background

The National Library Service (NLS) provides reading materials in audio and braille formats to U.S. residents and U.S. citizens living abroad who are unable to use conventional print materials because of visual and physical limitations. NLS has over 170,000 audio and braille titles in its collection and adds over 5,000 titles annually. NLS provides a collection of reading material in braille and audio format available to residents of the United States and American citizens living abroad who cannot hold, handle or read standard print material because of a temporary or permanent visual or physical limitation.

For historical context, approximately 400 braille titles were produced in fiscal year 2024. The average braille book was between 462-500 braille pages and 3 volumes.

C.2 Scope

The contractor shall provide braille transcription and braille book duplication services for the National Library Service for the Blind and Print Disabled.

C.3 Specifications for Braille Transcription and Braille Duplication

The contractor shall perform all work in full compliance with NLS Specifications 410, 800, 806, and 1207, including any subsequent documents referenced within said specifications. A list of specifications and supplemental guidelines are provided in Section J. All NLS Specifications and guideline documents can also be found at:

https://www.loc.gov/nls/about/organization/standards-guidelines/contract-specifications/. See Attachment J5 – Braille Transcription and Duplication Definitions for a list of definitions.

C.3.1 Specification 800 - Braille Book and Pamphlets

The contractor shall transcribe and duplicate the source material specified in the Production Authorization Record (PAR) in compliance with NLS Specification 800. See paragraph C.6.2 for additional information on the PAR.

C.3.1.1 Braille Transcription

Transcription of the source material shall be produced in accordance with NLS Specification 800 and any special instructions provided on the PAR provided by NLS.

C.3.1.1.1 Tables and Columns

When all rows and columns of a table will fit within the braille line, the contractor shall use standard tabular format.

Vertical division or keying may be used to achieve this format. If standard tabular format cannot be used, the contractor shall employ linear format.

However, if either of the above choices would clearly limit the usability of the table by the reader, the contractor must contact the Contracting Officer Representative (COR) for instructions.

C.3.1.1.2 Unified English Braille (UEB)

All transcription shall follow the UEB guidelines set forth by the International Council on English Braille (ICEB), located at http://www.iceb.org/ueb.html.

C.3.1.1.3 Special Symbols

Special symbols shall be used when the literary code does not provide sufficient format guidance. The contractor shall contact the COR for instructions regarding materials for which any doubt exists. See specification 800 for additional guidance.

C.3.1.1.4 Pressing and/or Embossing

Duplication of NLS braille books produced on a press or embosser shall follow Specification 800.

C.3.1.1.5 Binding (Standard and Signature Bindings)

Bindings shall be produced in accordance with NLS Specification 800 and any special instructions provided on the PAR provided by NLS.

C.3.1.2 Specification 806 - Packaging of Electronic Braille Files

The electronic braille files and associated metadata shall be packaged in compliance with NLS Specification 806.

C.3.1.3 Specification 1207

The electronic braille files and associated metadata shall be uploaded in compliance with NLS Specification 1207.

C.3.1.4 Specification 410 - Mailing Carton Labels

The carton labels used for mailing shall be in compliance with NLS Specification 410.

C.3.2 Transcription of Foreign Language

There may be a need to transcribe languages other than English. The contractor shall follow the UEB code requirements of Section 13 in The Rules of Unified English Braille as well as any applicable World Braille Usage standards.

C.3.3 Tactile Graphics

The contractor shall create the most comprehensive and accessible representation of the source material. The contractor shall inspect the source material and make a request to the COR in writing, whenever it is believed that a tactile graphic would best serve the reader's comprehension. The contractor shall not create any tactile graphics without the COR's written authorization.

NLS may explicitly identify source material that requires production of tactile graphics as a special instruction on the PAR.

Upon NLS approval of the control copy, the contractor shall send, at their own expense, a copy of the file(s) used to create all tactile graphics and a hard copy of tactile master(s) to NLS.

C.3.4 Warranty

The contractor shall replace materials that do not conform to the contract requirements for a warranty period of two years.

The warranty period shall extend to the last day of the twenty-fourth month after which the material was approved by NLS.

C.3.5 Retention of Government Property

C.3.5.1 Physical and Digital Production Materials

All physical and digital materials produced under this contract are the property of the Library of Congress. The contractor shall securely dispose of any physical and digital materials after the warranty period. Disposal of these materials does not relieve the contractor from the requirement of the specifications regarding replacement of defective materials.

C.3.5.2 Source Material

All source material is the property of the Library of Congress and shall be retained by the contractor until the expiration of the warranty period. The contractor shall securely store source material until the expiration of the warranty period and ensure that the source material is not used for any purpose other than contract fulfilment. The contractor shall bear all associated storage and maintenance costs. After the warranty period, the contractor shall return, at their expense, all print source material to NLS, or destroy the print source material in a method approved by the production controller.

The contractor shall securely dispose of all digital source material after the warranty period.

C.4 Production Time Standards and Schedule

C.4.1 Production Time Standards

The Estimated Production Timetable (ESTPT) shall be used by the COR to determine the due date for each complete submission package. For each title assigned, NLS will provide an electronic PAR retrieved by the contractor through the Producer Data Exchange (PDE) website.

C.4.1.1 Braille Book Estimated Production Time (ESTPT) Table

NLS will base the delivery schedule on the book’s estimated number of pages, urgency, and difficulty factor. The contractor shall make a request in writing to the COR, should more time be required. The COR may approve or disapprove the request.

Contractors shall be notified through the PDE website of the quantity of copies to press/emboss and the number of bindings required as well as the libraries to which they are to be shipped. The quantity of copies and destination libraries will vary for each book. Contractors shall ship the completed braille books to the requesting libraries by the Scheduled Ship Date (SSD).

C.4.4 Reporting

Using the PDE, the contractor shall report the following information within two (2) business days of the corresponding activity:

• Actual start date (date transcription began)

• Date sent to QA

• Ship Date to Libraries

• Pages (total braille pages transcribed)

• Shipped Copies (number of copies shipped to libraries)

• Tactile Graphics Pages (only entered if greater than zero)

• Embossed (Y/N)

• The information reported through the PDE and the format for reporting this information is subject to change by NLS.

Contractors will be notified of any changes prior to implementation of the change.

The contractor shall designate a project manager as key personnel to be the point of contact for discussion of any concerns with the COR. The project manager shall be responsible for the communication, timeliness, and overall quality assurance of production. The project manager shall have a minimum of three (3) years of experience, managing at least two projects of the same scope and scale to the requirements identified in Section C.

If the key personnel for whatever reason becomes, or is expected to become, unavailable for work under this contract for a continuous period exceeding thirty (30) work days, or is expected to devote less effort to the work than indicated in the proposal or initially anticipated, the contractor shall immediately notify the COR and Contracting Officer (CO) and the contractor shall promptly replace such personnel with personnel of at least equal ability and qualifications in accordance with LC52.237-1 – Key Personnel.

All requests for approval of substitutions hereunder shall be in writing and provide a detailed explanation of the circumstances necessitating the proposed substitutions. They must contain a complete resume for the proposed substitute, and any other information requested by the COR to approve or disapprove the proposed substitution. The COR or his authorized representative will evaluate such requests and promptly notify the contractor of his approval or disapproval thereof in writing.

If the CO determines that suitable and timely replacement of key personnel whom the contractor has reassigned or terminated, or who have otherwise become unavailable for the work, is not reasonably forthcoming or that the resultant reduction of productive effort would be so substantial as to impair the successful completion of the contract or the services ordered, the CO may terminate the contract for default or for the convenience of the Government as appropriate or, at the discretion of the CO, the CO may adjust the contract price downward to compensate the Government for any resultant delay, loss, or damage, in accordance with FAR 52.243-1.

C.6.2 Production Authorization Record (PAR)

For each book assigned, NLS will provide an electronic PAR, to be retrieved by the contractor via the PDE. This record provides detailed information and instruction specific to the individual book. The contractor shall use the information as provided in the PAR. If in the opinion of the contractor, the PAR requires revision, the contractor shall submit proposed changes in writing to the COR for approval. Approved changes to the PAR will be incorporated into the PAR by NLS and be communicated to the contractor in writing.

Rejection of proposed changes will be made in writing. The contractor is responsible for the accuracy of the PAR and must report any inaccuracies they find to the COR. Any errors found in the final product delivered to NLS will lead to a rejection.

The Contractor, or any entity or representative acting on behalf of the Contractor, may not refer to the equipment or services furnished pursuant to the provisions of this contract in any news release or commercial advertising, or in connection with any news release or commercial advertising, without first obtaining explicit written consent to do so from the Contracting Officer. Should any reference to such equipment or services appear in any news release or commercial advertising issued by or on behalf of the Contractor without the required consent, the Government will consider institution of all remedies available under applicable law.

H.3 LC52.204-3 INFORMATION SYSTEMS SECURITY (JUL 2024)

(1) Computer Security Policy. The Library requires anyone using or accessing its digital assets (including networks, servers, workstations, systems, data, web pages, and email) to protect them and use them only for official business, and only in accordance with Library regulations and applicable Library bargaining agreements. Unauthorized or inappropriate use may be grounds for termination or other contractual remedy.

(2) Privacy Policy. No one has the right to privacy while using any Library computer system, including internet or email services. Usage may be monitored.

(3) Level of Access. The Library’s Host Office will determine the level of access to the Library’s IT equipment, staff and software needed to successfully perform under this contract. Access may include, for example, email, word processing, internet, and intranet.

(4) Mandatory IT Security Training. Contractor staff must successfully complete mandatory information systems security training and access forms prior to use of or access to any of the Library’s digital assets.

(End of Clause)

H.4 LC52.204-4 CONTRACTOR EMPLOYEE FITNESS (SEP 2024)

“Contractor employee fitness” means fitness based on character and conduct for work for or on behalf of the Government as a contractor employee.

Work under this contract is unclassified. However, the Library of Congress shall conduct background investigations of contractor personnel who will have 1) regular, ongoing, unescorted access to the Library’s buildings, grounds, or collections, 2) access to Library information technology systems, and/or 3) access to Library information not available to the public, including information determined to be Controlled Unclassified Information (CUI), to ensure they meet basic standards of honesty and trustworthiness pursuant to Library regulations. The Library does not determine the fitness of employees to work for the contractor firm that hires them. The Library’s interest is in determining whether contractor personnel should be granted greater access than the general public to Library facilities, Library information technology systems, and/or non-public Library information.

(1) Any access to non-public Library facilities, Library information technology systems, and/or non-public Library information will require a contractor employee fitness determination. All initial, existing, and reciprocal contractor employee fitness determinations will be subject to continuous vetting. Continuous vetting will vary based on position risk level. An example of continuous vetting is outlined in Trusted Workforce 2.0 (https://www.performance.gov/trusted-workforce/ and https://www.dcsa.mil/Personnel-Security/Continuous- Vetting/).

(2) A favorable contractor employee fitness determination requires completion and successful adjudication of a security application request (release forms, fingerprints, and a full background investigation). To facilitate the fitness determination, the prospective contractor employee shall submit to the Library complete and accurate information as identified on the National Background Investigation Services (NBIS)’s eAPP (https://eapp.nbis.mil) or other system as provided by the Personnel Security Division (PSD). Contractors should anticipate a minimum of two weeks for the process, provided all requested information is timely, accurate and complete and that no adverse information is received. A background investigation generally will require that the candidate has cumulatively resided in the United States for at least three of the past five years. This requirement is subject to certain exceptions assessed on a case-by-case basis by PSD in accordance with established federal personnel vetting standards.

(3) After the contractor employee fitness determination, each contractor employee with a favorably adjudicated background investigation shall be enrolled in and subject to the Library’s continuous vetting process. Enrollment in the Library’s continuous vetting process also requires enrollment in the Federal Bureau of Investigation (FBI) Record of Arrest and Prosecution Background (“Rap Back”) program, which provides the Library with notification of any criminal activity by the enrollee. Upon enrollment in Rap Back, the Library shall provide each enrollee with a notification of their rights with respect to the collection and use of their fingerprints and to the accuracy of the information obtained from Rap Back, as well as a copy of the FBI Privacy Act Statement that describes how FBI may use their fingerprint images.

(4) The fact that the Library may conduct background investigations and continuous vetting on assigned contractor personnel does not relieve the contractor of the responsibility to provide qualified, reliable personnel of sound character and conduct. This includes providing contractor personnel who can maintain compliance with the Library’s requirement of a drug-free workplace and federal laws regarding controlled substances (see the Controlled Substances Act, 21 U.S.C.

§ 801 et seq. for the definition of controlled substances). In the event that drug testing is required for a contractor employee to obtain a favorable fitness determination, the contractor will be responsible for bearing the costs of such testing, conducting the testing in a manner consistent with federal vetting standards, which are based on the testing protocols published by the Substance Abuse and Mental Health Services Administration (SAMHSA), and providing the results to the Library.

(5) The Library may require removal of contractor staff from Library facilities and revocation of access to Library information technology systems and non-public Library information if investigative results raise concerns regarding a contractor employee’s fitness or the contractor employee is non-compliant with the Library’s instructions or requests for information during the vetting process. In such cases, the Contracting Officer (CO) or Contracting Officer Representative (COR) will notify the contractor of the unfit determination and need for the contractor employee to return all government equipment such as badges, keys and network tokens if issued. Contractor management staff may be required to escort the contractor employee from Library premises.

(6) The contractor will ensure the COR and CO are notified of all changes to those contractor personnel performing work on this contract that require non-public access.

(End of Clause)

H.5 LC52.237-1 KEY PERSONNEL (AUG 2014)

The personnel designated as key personnel in this contract are considered to be essential to the work being performed hereunder. At least 30 days prior to diverting any of the specified individuals to other programs or contracts or as soon as possible if an individual must be replaced, for example, as a result of leaving the employ of the contractor, the contractor shall notify the contracting officer and identify proposed substitutions. No diversion or substitution shall be made by the contractor without written consent of the contracting officer.

The following personnel have been identified as Key Personnel in the performance of this contract:

Position/Labor Category Name

Project Manager TBD

(End of Clause)

H.6 LC52.237-2 CONDUCT OF WORK (MAY 2015)

The personnel employed by the Contractor shall be capable employees qualified in this type of work. The Contractor shall be responsible for all damage to Library property by the activities of his employees resulting from these operations.

The Contracting Officer may require removal from work on this contract any employee(s) that may be deemed incompetent, careless, insubordinate, unsuitable, or otherwise objectionable, or whose continued employment is deemed contrary to the public interest or inconsistent with the best interest of or the security of the Library.

(End of Clause)

H.7 LC52.239-1 INFORMATION SECURITY (APR 2021)

The work to be conducted is considered Controlled Unclassified Information (CUI) pursuant to National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53 (rev 4) or current version. The Contractor shall ensure that all non-public Library information processed under this contract shall be protected from unauthorized use and mishandling by the Contractor. (a) The Contractor shall store hard copies and soft copies contained on removable media (e.g., tapes, floppy disks, flash drives, CD-ROM/CD-R, etc.) in a government-approved storage container per the direction of the Contracting Officer Representative (COR) or the Library of Congress Project Manager when not under the direct control of Contractor Key Personnel.

(b) The Contractor shall treat any information developed on security vulnerabilities and any Government provided non-public information as “CUI”.

(c) The Contractor personnel shall label and protect this information as “Security Category: Moderate”, placing this designation in the footer.

(d) The Contractor shall ensure that all documents designated “Security Category: Moderate”, “Security Category:

High” and “Limited Official Use Only” are not emailed to or from an external email system. These documents may only be emailed between Library of Congress email accounts, or within a secured corporate email network.

(e) The Contractor shall ensure that all documents designated “Security Category: Moderate”, “Security Category:

High” and “Limited Official Use Only” are shredded, burned, or otherwise destroyed before being disposed of in accordance with applicable corporate and federal records management policies.

(f) The Contractor shall dispose of all documents designated “Security Category: Moderate”, “Security Category: High” and “Limited Official Use Only” remaining in the Contractor’s possession at the end of the contract term.

(g) The Contractor shall ensure that all Contractor workstations used to process Library information utilizes anti-virus and anti-spyware utilities that are configured to continuously monitor and to automatically update as well as having automatic operating system patching in place.

(h) The Contractor shall ensure that all Contractor workstations used to process Library information employ a firewall that can either be software running on the workstation or a stand-alone firewall that protects the workstation from unauthorized access from any other devices, including devices on the Contractor’s corporate network.

(i) The Contractor shall ensure that all Library information that is labeled “Security Category: Moderate”, “Security Category: High” and “Limited Official Use Only” is encrypted using a Federal Information Processing Standards Publication (FIPS) 140-2 validated application configured in FIPS mode. This includes information stored on internal hard drives and removable devices (e.g., CD-Rs, flash drives, etc.)

(j) The Contractor must provide a written list of anti-virus, anti-spyware, firewall, encryption products, versions and proof of licenses, along with the automatic operating system patching status, MAC address (if applicable) and user name for each system being used to process Library information.

(k) In accordance with NIST SP 800-61 (rev 2, as updated), the Contractor shall report to infosec@loc.gov, the Contracting Officer, and the COR any adverse events (adverse events are currently defined as events with a negative consequence, such as system crashes, packet floods, unauthorized use of system privileges, unauthorized access to sensitive data, and execution of malware that destroys data) that are computer security related or computer security incidents (computer security incident is currently a violation or imminent threat of violation of computer security polices, acceptable use policies, or standard security practices) concerning Library CUI within 24-hours of its discovery.

The contractor shall coordinate its response to such an event or incident with the Library.

(l) The Contractor shall not provide any government-furnished non-public documents, information, or licensed material in any form to anyone other than the Contracting Officer, the COR, or the Library of Congress Project Manager without the written approval of the Contracting Officer, the COR, or the Library of Congress Project Manager during the period of this contract or at any time afterwards.

(m) The Contractor shall not release any government documents or information related to IT Security in any form without the written approval of the Library’s IT Security Group.

(n) The Contractor shall ensure that all Contractor personnel sign nondisclosure agreements (NDAs).
