About this opportunity
The Department of the Air Force Pacific Air Forces is seeking an electrical contractor to perform a comprehensive communication vault upgrade at Building 650 on Yokota Air Base, Japan. The project involves complete removal and disposal of existing infrastructure including desks, chairs, communication racks, carpet, electrical wiring, and floor tiles, followed by installation of a 10-inch raised floor system with ramps, two 20-ton CRAC units, two 100KVA uninterruptible power supplies, 14 communication racks, emergency shut-off switches, environmental monitoring systems, and extensive fiber optic distribution cables. Contractors must have at least three years of experience in construction and network cabling installation, possess valid telecommunications and construction business licenses for work in Japan, and provide comprehensive plans for hazardous material disposal and asbestos removal. The government will evaluate quotations based on lowest total evaluated price and contractor responsibility, with a pass/fail assessment of technical capabilities and licensing requirements. The original solicitation deadline was September 18, 2025, at 3:00 PM Japan Standard Time, though recent documents indicate an extension to September 22, 2025, at 11:30 AM JST, with a mandatory site visit conducted on September 12, 2025.
This procurement is classified under NAICS code 238210 with a small business size standard of $19.0 million, though no specific set-aside designation is indicated in the primary solicitation notice. No incumbent contractors or current service providers are identified in the available documentation. While no specific contract value is disclosed, the project's scope suggests a substantial investment given the comprehensive nature of the infrastructure upgrade, including high-value equipment such as dual UPS systems rated at 100KVA each and multiple CRAC units. The performance period is expected to be less than 12 months, with the contractor required to provide a two-year warranty on all installed systems and components. All work will be performed at Building 650, Yokota Air Base, located in Fussa, Tokyo, Japan, with the contractor responsible for coordinating with the Site Point of Contact (374 CS/SCXP) and adhering to Japanese telecommunications regulations and construction standards.
