About this file
This document is a Request for Information (RFI) for Building 650 Vault, dated 16 September 2025, containing detailed technical specifications and clarifications for a federal contract. The project involves installing two 100KVA Uninterruptible Power Supplies (UPS) with A&B power configurations, supporting approximately 84KVA of equipment across 14 racks. Key requirements include vertical cable management, environmental monitoring with temperature and humidity sensors, and a raised floor system 10-12 inches high. The UPS systems must provide 15-20 minutes of battery backup, with power sourced from a generator-backed electrical system.
Additional project details include the requirement for a Daikin CRAC unit, fire stopping for wall penetrations, and potential for a physical centralized management platform. The RFQ due date was extended to 22 September 2025 at 1130 AM JST. The contractor will be responsible for disposal of existing equipment, preparing surfaces for raised floor installation, and managing potential asbestos-containing materials. The government emphasizes treating all baseboards, floor tiles, ceiling tiles, and cement as potentially containing asbestos, and the contract will be a firm fixed-price arrangement.

Bldg 650 Vault RFIs & Responses CAO: 16 September 2025
General
The PWS calls for UPS’s rated for 100KVA and in reviewing the anticipated load from the racks and rack PDU’s, each UPS is supporting an est. 98KVA load (14 racks x 7KVA). That only leaves 2KVA available to support any additional equipment or have room for future growth.
Will the UPS’s be supporting anything else in this space?
- 7KVA is an estimate. All of our equipment combined is 84KVA, we are not putting all this equipment in this space.
If so, please provide details re. what else will the UPS be supporting, and will these items be subject to discussion based on best practices for projects of this nature (e.g. – the CRAC units are normally not something that the UPS will be supporting. These will normally be on a commercial/generator backed power circuit)?
- No need for RE, total equipment is rated at 84KVA and half will be at a different location.
UPS will support, alarm panel, lights.
Is the site supported by a generator?
- Yes, the site is supported by generators. It is the vendor’s responsibility to come off the switch gear to the vault power panel then to the UPS, then racks.
If so, can you please provide details on the generator/ATS so the proper planning arrangements can be made with re. to the installation of the new equipment associated with this procurement?
- Generator is connected to gearbox
If the UPS’s will not be supporting any additional load, is 2KVA enough for future growth or are you looking for a UPS’s to support future growth?
- Answered above
If so, how much future growth (KVA or %) should the UPS’s plan to support?
- Answered above
Outside of the UPS’s supporting the load rating, are there any additional specs associated with the UPS’s that need to be factored into what is being provided (e.g. – modularity, internal redundancy, etc…)?
- Should have 2 / 100KVA UPS for A & B bus
How much battery backup/runtime do the UPS’s need to provide at full load?
- 15-20 minutes is preferred.
Docs associated with the RFQ indicate that the UPS’s will be supported by a 3P/300A breaker.
Based on these, will the input voltage into the UPS’s be 480V or 208V?
- Sent power diagram
Based on these, does the output voltage from the UPS’s need to be 480V or 208V?
- Sent power diagram
Docs associated with the RFQ indicate that the UPS’s will be supporting the racks/rack PDU’s in the room separated by the wall and vault door.
Does the site have GFE distribution panels in place to support the rack PDU’s associated with those racks?
- No, main panels (distribution panels) will be provided by vendor and wiring to switchgear.
If so, could you please provide details on these panels and where they are located so we can plan accordingly in how the UPS’s are to support these panels from an electrical perspective?
If not, can you please advise on where we can install these panels in the space so we can make the necessary arrangements for both of these panels and how the UPS’s are to support these panels from an electrical perspective?
- Vendor can place the panels in UPS room, location of their chosen. Please clear location with Comm. PM during installation phase.
Does the requirement call for a maintenance bypass associated with the UPS’s?
- Should be 2 UPS / A&B Power to each rack. If A needs to be taken down for maintenance, then B should pick everything up.
If so, do you have a preference as to where this should be located or is that something the prime will determine, and its placement will be reviewed in the post-award process?
- Should be 2 UPS / A&B Power to each rack. If A needs to be taken down for maintenance, then B should pick everything up.
Does the requirement call for an Emergency Power Off Button associated with the UPS’s?
- Emergency shutoff is listed in the PWS
If so, do you have a preference as to where this should be located or is that something the prime will determine, and its placement will be reviewed in the post-award process?
- Should be placed at exit by door. Can be evaluated after award during installation with Com.
PM.
Pleases advise with the specs associated with the racks and rack PDU’s as updated docs are not downloadable?
- Contracting will get PWS updated in SAM. Only mod made was switching CRACs to Daikin type.
Do the racks need to include any cable management?
- Yes
If so, could you please advise with these details (e.g. – vertical or horizontal cable management) so the proper arrangements can be made to meet what is called for?
- Please provide vertical wire management (D-ring type) both sides.
- 28 / 1U horizontal (2 for each rack) do not install.
Does the requirement call for any temperature and humidity sensors at the rack level.
- 4.4.4 Subtask 4 – Design and Install Environmental Monitoring and Notification System (example: Sensaphone). Install environmental monitoring that monitors temperature and humidity. Monitoring services shall provide phone call to local base number with prerecorded message when temperature and humidity are above the standard industry requirements.
Does the requirement call for a centralized management platform were equipment (e.g. – UPS, CRAC, rack PDU) can be monitored from?
- It does not. However, it is something we may look for in the future. If you wish to price it out as an option that is fine.
If so, please advise if there is a preference towards a physical or virtual monitoring server?
- Physical
Please advise if the equipment being procured will be installed in an environment with a raised floor or on a non-raised concrete floor? This will allow bidders to understand what equipment is needed to seismically brace the procured equipment.
- Vendor will raise the floor 10-12” but make sure top of racks and ladder rack are 18” below sprinkler system.
Are stamped drawings of the space and one-lines available? If so, can these please be distributed as part of the RFQ attachments package.
- No one lines. Both spaces are open.
In the interest of all involved being able to do their due diligence, could you please extend the RFQ due date out to SEP 26, 2025?
If not, could you please extend the due date out as far as you can past the current Sep 18, 2025 due date?
- The due date is extended to 22 September 2025, 1130 AM, JST.
Are there restrictions on working hours (e.g., after-hours or weekends for noisy/dusty work)?
- There are no restrictions. May have to put up plastic if coring to avoid contaminating other areas.
Is a laydown/staging area available near Bldg. 650 for disposal containers and material storage?
- we have a warehouse on the west side of base and a room inside B650 that can be used.
Vendor should consider small conex that can be placed in parking lot or in fenced in area outside of B650.
Should any desks, racks, or equipment be salvaged for Government reuse, or all disposed?
- Disposed
After tile and adhesive removal, must the contractor provide final surface finishes, or only prep for raised floor installation?
- Only prep for raised floor. Don't leave any residual dust as it might contain asbestos.
For slab/wall penetrations, must the contractor provide UFGS 07 84 00 Firestopping or equivalent compliance? Are there as-built drawings showing fire ratings of the enclosures (doors, walls, enclosures, etc.)?
- fire stopping is required whenever drilling/coring between floors and walls.
Will the required raised floor system manufacturer/type be Government-specified or contractor’s choice?
- Contractors choice. However, consider rack weights if fully loaded.
Are ramps required at all vault access points, or only at designated doors?
- Ramps are required where personal have the likelyhood of having to use a dolly to get equipment to the rack.
What are the dimensions, height, and wall thickness required for the outdoor CRAC enclosure?
- The vendor will make that determination. Walls should be a little taller than the outside component and the area should be large enough for a person to conduct maintenance.
For wall penetrations, should the contractor restore fire rating per base fire safety requirements?
- Yes
After ceiling tile removal (possible asbestos), should contractor replace with new tiles or reinstall salvaged ones?
- No ceiling tile removal in PWS
