About this opportunity

The Department of the Army Corps of Engineers Engineering District Japan seeks construction of a bulk fuel storage tank facility at Yokota Air Base, Japan, with proposals due January 25, 2027, at 1400 hours JST. Award will be made on a Lowest Price Technically Acceptable basis. Offerors must be local sources physically located and authorized to perform construction in Japan, holding either a Japanese civil construction (doboku isshiki koji) or architectural construction (kenchiku isshiki koji) license by the proposal due date.

Place of performance is Yokota Air Base, Fussa, Tokyo 197-8503, Japan. The project requires construction of one 100,000-barrel cut-and-cover JP-8 storage tank with a reinforced concrete pump house on top, containing four 600-gpm and one 50-gpm vertical turbine pumps; high-level valve, independent level alarms, and automatic tank gauging system hardware; piping, valves, vaults, and appurtenances connecting to an existing filter separator building; and a product saver tank. The tank structure will be steel with concrete outer wall and rolling cover; the pump house roof will be low-slope concrete with built-up roofing and overhangs.

Evaluation factors are Construction Experience (minimum of one project completed within 20 years with contract value YEN1 billion, involving new fuel facility construction with bulk storage tanks), System Supplier Subcontractor Experience (minimum of five projects within five years demonstrating systems for dispensing liquid petroleum fuel with pumps, controls, piping, and valves), Past Performance, and Price. The period of performance is 1,020 calendar days after Notice to Proceed, with liquidated damages of YEN615,000 per day of delay. The estimated project magnitude is between YEN7.5 billion and YEN15 billion. Construction material must be U.S. or designated country (Japan) manufactured. Requests for Information are due October 5, 2026, at 2359 hours JST via MS-Forms. The NAICS code is 237120, Oil and Gas Pipeline and Related Structures Construction; PSC is Y1NA, Construction Of Fuel Supply Facilities.

Project Title: DESC2103C - Bulk Fuel Storage Tanks Phase II. Project Description: Construct one 100,000-barrel cut-and-cover JP-8 storage tank. A pump house is to be provided on the top of the tank and contain four 600-gpm issue vertical turbine pumps and one 50-gpm water draw off vertical turbine pump. The new tank will include a high-level valve, independent level alarms, and the hardware necessary for the automatic tank gauging (ATG) system. The new tank includes piping, valves, vaults and appurtenances connecting to an existing filter separator building. The new control system of the new tank will be connected to the existing filter building that houses pump control Programmable Logic Controller (PLC) and Human Machine Interface (HMI), automatic tank gauge (ATG) reporting module capable of reporting inputs from all Eastside Fuel Facility tanks. A product saver tank is to be provided for the new bulk storage tank. The Pump House will be of reinforced concrete construction and site adapted to meet local conditions. The roof will be a low slope concrete roof with built-up roofing with overhangs over doorways. The tank is to be steel with concrete outer wall with a rolling cover for access to tank mounted equipment. The product recovery pump will return reclaimed fuel back through receipt filtration to the bulk storage tanks.
