About this opportunity

The U.S. Army Contracting Command at Aberdeen Proving Ground, Maryland is soliciting proposals under W91CRB-25-R-007 for the Binocular Night Observation Device (BiNOD), formerly known as Night Vision Device-Next (NVD-N), to develop, produce, and test a low-cost, helmet-mounted, binocular night vision device with low light level amplification capabilities. The procurement seeks a complete BiNOD system weighing less than 904 grams that operates on two AA batteries for at least 12 hours, is compatible with military helmets and protective masks, and meets specific technical requirements including 38° field of view, visual acuity standards, and environmental durability specifications. Proposals will be evaluated using a best value trade-off approach across six factors: Technical Factor 1 (System Cost Reduction Strategy), Technical Factor 2 (Technical Maturity), Technical Factor 3 (Technical Program Management), Cost/Price, Past Performance, and Small Business participation, with Technical Factor 1 being the most important. Offerors must submit functioning baseline hardware samples at Technology Readiness Level 6 and demonstrate a minimum 13% small business participation commitment. The original proposal due date of March 31, 2025 has been extended through multiple amendments, with specific pricing submissions required by March 24, 2025.

This procurement is conducted under full and open competition with no set-aside designations, requiring contractors to be registered in the System for Award Management (SAM) database for consideration. The solicitation structure includes an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a maximum quantity of 42,885 BiNOD systems over a seven-year ordering period from July 2025 to June 2032, with an initial minimum buy of 61 qualification systems. The contract includes multiple Contract Line Item Numbers (CLINs) covering development phases, testing requirements, spare parts ($9M), Foreign Military Sales ($30M), and Engineering Change Proposals ($2.5M), with the total contract ceiling estimated at approximately $X.5 billion. The procurement timeline spans multiple program years, progressing from qualification systems in Program Year 1 through Low Rate Initial Production in Program Year 2 to Full Rate Production in Program Years 3-7. Performance will occur at the contractor's facility with government oversight, and the government reserves the right to award multiple contracts based on the best value determination.
