About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the Binocular Night Observation Device (BiNOD) solicitation. The amendment requires offerors to submit two key items by specific deadlines: 1) pricing for PY-1 and PY-2 quantity ranges under the Step Ladder Pricing Tab of Attachment 5 by noon (12 PM Eastern Time) on 24 March 2025, and 2) send the baseline goggle according to paragraph 2.1.7.1. All other required solicitation document submissions, including the completed Attachment 5, are due by noon (12 PM Eastern Time) on 31 March 2025, with the stipulation that PY-1 and PY-2 pricing cannot be revised in the final proposal submission.
The amendment also includes updates to various Federal Acquisition Regulation (FAR) clauses, specifically modifying the Annual Representations and Certifications section. Notable changes include updating the North American Industry Classification System (NAICS) code to 333310, establishing a small business size standard of 1,000 employees, and modifying representations related to business size, ownership, and other federal contracting requirements. Two clauses (52.222-21 Prohibition of Segregated Facilities and 52.222-26 Equal Opportunity) have been deleted from the solicitation.
