About this opportunity
The Department of the Air Force Air Combat Command, through the 9th Force Support Squadron at Beale AFB, seeks installation and replacement of commercial-grade window tint at the Dining Facility (DFAC), with quotations due August 27, 2026. This is a 100% small business set-aside under NAICS code 238150 with a firm fixed-price contract structure.
Place of performance is Beale AFB, California (2401 C Street, Building 2490). The scope encompasses 79 window panes totaling approximately 2,129 square feet, including removal of existing aged window film and adhesive residue. The installed tint must meet minimum performance specifications: 85% sunlight blockage (solar energy rejection), 99% UV rejection, one-way privacy capability allowing interior visibility while preventing exterior visibility during daylight, scratch-resistant coating rated for long-term indoor exposure, and neutral or smoke-tinted appearance consistent with Air Force facility standards. Security film is not required. High windows reach approximately 20 feet. Work must be completed within 45 calendar days from contract award (period of performance September 3 through October 18, 2026), Monday through Friday, 7:30 AM to 7:00 PM. The contractor provides all labor, materials, tools, equipment, and same-day trash disposal. Warranty requirements include minimum 5-year manufacturer warranty for material defects and minimum 1-year workmanship warranty.
Quotations must be submitted in two volumes: Volume I (technical capability including product specifications, warranty documentation, and detailed installation plan with quality control procedures) and Volume II (pricing). The lowest priced technically acceptable offer will be awarded. Technical acceptability requires "Acceptable" ratings on both sub-factors; any "Unacceptable" rating renders the entire proposal ineligible. HUBZone small business concerns receive a 10% price evaluation preference unless waived. Contractor personnel must complete Entry Access List authorization at least two weeks prior to work initiation and comply with Beale AFB base security protocols. Deliverables due within 48 hours of completion include product data sheets, warranty documentation, installation schedule, and before-and-after photographs. Amendment 0001, effective August 21, replaced the original PWS dated August 14 with a revised version dated August 20 and added Wage Determination No. 2015-5659 Revision 26.
