About this file
This is a Request for Quotation (RFQ) for commercial window film removal and installation services at Beale Air Force Base (Beale AFB) in California. The RFQ number is FA468626QS018, issued on August 14, 2026, with quotations due by August 27, 2026. This is a 100% small business set-aside solicitation under NAICS code 238150 with a size standard of $19,000,000 in annual receipts. The contract will be awarded on a firm fixed-price basis to a single contractor for one project to be performed between September 3, 2026, and October 18, 2026. Delivery is FOB destination to Beale AFB, with inspection and acceptance occurring at both the destination and contractor location. The contracting officer is Abigail Bartleson at 530-634-3369.
Quotations must be submitted in two separate volumes: Volume I addressing technical capability (product specifications, warranty documentation confirming minimum five-year manufacturer warranty per PWS Section 2.3, and detailed installation plan with quality control procedures per PWS Sections 2.2 and 2.5) and Volume II containing pricing for the single contract line item. The lowest priced technically acceptable offer will be awarded. Technical acceptability requires ratings of "Acceptable" on both sub-factors (product specifications/warranty and installation plan); any "Unacceptable" rating renders the entire technical proposal unacceptable and ineligible for award. A signed SF 1449 and required representations and certifications must accompany all quotations. Payment will be processed through the Wide Area WorkFlow (WAWF) system using an Invoice 2in1 document type. HUBZone small business concerns receive a 10% price evaluation preference unless they waive it, and joint ventures must ensure at least 40% of work is performed by HUBZone partners.

52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation 2026-O0038) (Feb 2026)
(a) The government intends to award a single firm-fixed-price contract. The solicitation will be solicited as a 100% total small business set-aside. The Government will award a contract on the basis of the lowest evaluated price of proposals meeting the acceptability standards for non-cost factors.
The lowest priced offer will be evaluated for technical acceptability. If technically acceptable, that offeror will be awarded the contract, and no other offers will be evaluated.
If the lowest priced offer is technically unacceptable, the next lowest priced offer will be evaluated, and so on, until a technically acceptable offer is found.
: Volume I Technical Capability
The following sub-factors will be used to evaluate technical capability:
: - Sub-Factor 1 Product Specifications & Warranty
The offeror meets this sub-factor when its provided product data sheets and warranty documentation confirm that the proposed materials meet the minimum requirements identified in PWS Sections 2.1 and 2.3.
: - Sub-Factor 2 Installation Plan
The offeror meets this sub-factor when its proposed plan clearly details the installation methodology and describes the quality control measures to ensure compliance with the requirements in PWS Sections 2.2 and 2.5.
: To be considered "Technically Acceptable," the offeror must receive a rating of "Acceptable" for all sub-factors. Any rating of "Unacceptable" for a sub-factor will NOTE render the entire Technical Capability factor "Unacceptable," and the offeror will not be considered for award.
: Technical Ratings
: The quote clearly meets the minimum requirements of the solicitation for all sub-factors. - Acceptable
: The quote fails to clearly meet the minimum requirements of the solicitation for one or more sub-factors. - Unacceptable

(c) .
