Performance Work Statement Summary: Contrails DFAC Window Tint Installation and Replacement

This Performance Work Statement (PWS) specifies requirements for a one-time commercial-grade window tint installation and replacement project at the Contrails Dining Facility (DFAC) at Beale Air Force Base, California. The project encompasses 79 window panes totaling approximately 2,129 square feet, including lower and upper sections (24 panes each at 70" x 102" and 70" x 70" respectively), main entrance windows, and 24 remaining panes requiring field verification. The contractor must remove all existing degraded window film and adhesive residue, install commercial-grade tint meeting minimum 85% sunlight blockage and 99% UV rejection specifications, and ensure one-way privacy functionality allowing interior visibility outward while preventing exterior visibility inward during daylight hours. The material must feature scratch-resistant coating suitable for long-term outdoor exposure with neutral or smoke-tinted appearance consistent with Air Force standards.

Installation must be completed within 45 calendar days from contract award, with work performed Monday through Friday, 7:30 AM to 7:00 PM at the specified facility location (2401 C Street, Building 2490, Beale AFB, CA 95903). The contractor is responsible for all labor, materials, tools, equipment, and same-day trash disposal. Deliverables include product data sheets, warranty documentation, installation schedule and completion report, and before-and-after photographs due within 48 hours post-installation. Warranty requirements include minimum 5-year manufacturer coverage for material defects and 1-year workmanship warranty. Contractor personnel must obtain Entry Access List authorization at least two weeks prior to work initiation, comply with base security protocols, and adhere to AFOSH standards and OEM installation manuals. Performance verification includes 100% compliance with material quality and installation standards through Contracting Officer/Point of Contact physical inspection and operational privacy testing.

PERFORMANCE WORK STATEMENT (PWS)

Contrails DFAC Window Tint Installation and Replacement

Beale AFB, CA

1.0 SCOPE

1.1 Background. The dining facility experiences excessive solar heat, glare, and occupants experience discomfort due to unfiltered sunlight entering through exterior windows. Existing window film is aged, degraded, and no longer meets mission or energy-efficiency requirements.

Updated commercial-grade window tint is required to improve energy performance, enhance privacy, and maintain a professional appearance consistent with Air Force facility standards.

1.2 Scope of Work. The Air Force requires a one-time, non-personal service project for the installation of commercial-grade exterior window tint on all glass windows and doors around the Contrails dining facility at Beale AFB. The tint must reduce sunlight penetration, improve thermal efficiency, and provide one-way privacy to protect personnel and equipment inside the building. The contractor shall provide all labor, materials, tools, and equipment necessary to complete the project, including the removal of all existing window film prior to installation.

1.3 Window Inventory and Dimensions. The project consists of a total of seventy-nine (79) window panes, with an estimated total surface area of 2,129 square feet (SQFT). The specific locations and nominal dimensions of the primary window groups are detailed below:
