About this file
This is an Official Questions and Answers (Q&A) document for Solicitation FA468626QS018, a federal contract opportunity for window tint removal and installation services at Beale Air Force Base Dining Facility and Administrative Office. The document clarifies scope, technical specifications, operational requirements, and contracting rules for bidders.
The project scope encompasses 82 total window panes across the main dining area (distributed across south, north, and west walls with middle, lower, and upper panes), main entrance (both exterior and interior sets), three doorways (north wall, west wall, and office entrance), and office area windows, totaling approximately 2,129 square feet. The contractor must remove existing 10-year-old interior window film and adhesive, then install new commercial-grade interior film meeting minimum performance standards of 85% solar energy rejection, 99% UV rejection, and one-way privacy with neutral or smoke-tinted appearance. Any equivalent film brand is acceptable provided it meets these core performance criteria and includes a minimum 5-year manufacturer warranty. High windows reach approximately 20 feet, requiring contractor-provided ladders, scaffolding, or lifts. Standard working hours are Monday through Friday, 7:30 AM to 7:00 PM, with weekend work available by customer coordination. The successful awardee will receive post-award site access for final dimension verification before material ordering. This is a commercial services contract under Service Contract Labor Standards with applicable Wage Determination requirements. Payment will be made in full as a single invoice through WAWF upon 100% completion and government acceptance. Site visit attendance was non-mandatory; bidders must complete and return Standard Form 18 with their quotes. On-base lodging is available strictly on a space-available, self-pay basis only.

Section 1: Scope & Window Schedule (The 79/82 Pane Clarification)
• Q1: The PWS lists 79 total panes but only provides dimensions for 55 (leaving 24 "To Be Verified"). Can the Government confirm the final pane count and dimensions for pricing?
o Government Response: The project scope requires all windows within the specified dining, entrance, and office areas to be tinted. Based on final site verification, the official pane count is 82 total panes categorized in the schedule below. Contractors are responsible for verifying final dimensions during their post-award walkthrough.

Section 2: Technical Specifications & Performance
• Q2: Does the "85% sunlight blockage" specification refer to Total Solar Energy Rejected (TSER) or 15% Visible Light Transmission (VLT)?
o Government Response: The primary performance threshold is one-way privacy (preventing visibility from the exterior looking in, while maintaining clear visibility from the interior looking out) with a neutral or smoke-tinted appearance. The film must meet or exceed a minimum of 85% solar energy rejection and 99% UV rejection. Any commercial-grade film meeting these core performance requirements is acceptable.
• Q3: Is the film required to be installed on the interior or exterior surface of the glass?
o Government Response: The film must be applied to the interior surface of the glass, in accordance with PWS Section 1.2 and Section 4.1.
• Q4: Is the existing window film installed on the interior or exterior? Does it feature perimeter caulking/edge sealing?
o Government Response: The existing 10-year-old window film is installed on the interior surface of the glass. It did utilize edge sealing or perimeter caulking. Complete removal of the existing film and adhesive is the responsibility of the contractor.
• Q5: Will the Government accept equivalent film brands/manufacturers?
o Government Response: Yes. This is a performance-based solicitation. Any brand of commercial-grade interior film is acceptable provided it meets the performance criteria (85% solar energy rejection, 99% UV rejection, interior application, one-way privacy, and a minimum 5-year manufacturer warranty).
• Q6: What is the glass/glazing configuration (single-pane, insulated double-pane, Low-E)?
o Government Response: This information is not on file. Bidders should propose an interior film that is safe and compatible with standard commercial double-pane (insulated) glass systems to prevent thermal stress/breakage. The successful contractor will perform field verification post-award before ordering materials.
Section 3: Operations, Accessibility & Scheduling
• Q7: Are all windows accessible from ground level? Will the project require scaffolding, ladders, or a man-lift?
o Government Response: High windows (the upper panes of the dining facility) reach up to approximately 20 feet. The contractor is responsible for providing all necessary ladders, scaffolding, or lifts required to safely complete the interior installation.
• Q8: What are the authorized working hours for this project?
o Government Response: In accordance with PWS Section 7.2, standard installation hours are Monday through Friday, 07:30 AM to 7:00 PM (1900).
The dining facility will remain fully operational. The customer has expressed willingness to allow contractor to work during the weekend hours. The contractor must coordinate with the customer for hours outside the standard installation hours.
• Q9: Can the contractor perform a site walk to verify dimensions post-award?
o Government Response: Yes. The successful awardee will be granted access to the facility to field-verify all window measurements and glazing conditions prior to ordering materials.
Section 4: Administration & Contracting Rules
• Q10: Was attendance at the August 20 site visit mandatory to submit a quote?
o Government Response: No. Attendance at the site visit was non-mandatory. Bidders who did not attend may submit quotes based on the solicitation documents, PWS, and this Q&A amendment.
• Q11: The solicitation mentions Standard Form 1449, but the package was issued on Standard Form 18. Which form should we complete and return?
o Government Response: Bidders must complete, sign, and return the SF 18 provided in the solicitation package with their quote.
• Q12: Is there an SCLS Wage Determination applicable to this project?
o Government Response: Yes. Service Contract Labor Standards (SCLS) apply. The applicable Wage Determination is incorporated into the solicitation via this amendment.
• Q13: Are mobilization or progress payments allowed?
o Government Response: No. This is a commercial services contract.
Payment will be made in full as a single invoice through WAWF upon 100% completion and final government acceptance of the work.
• Q14: Are contractor personnel eligible to stay in on-base lodging at Beale AFB?
o Government Response: On-base lodging is not guaranteed or built into the contract. Contractor personnel may utilize on-base lodging strictly on a space-available, self-pay basis by coordinating directly with the Beale AFB lodging office. Otherwise, off-base lodging must be utilized.
