About this file

This is a Request for Quotation (RFQ) for commercial window film removal and installation services at Beale Air Force Base (AFB) Dining Facility (DFAC).

The solicitation is issued as a 100% small business set-aside under NAICS code 238150 (Structural Steel and Precast Concrete Contractors) with a size standard of USD 19,000,000 in annual receipts. The Government seeks one firm-fixed-price contract for Item 0001: Commercial Window Film Removal and Installation in accordance with the Performance Work Statement (PWS). The work must be completed during the period of performance from September 3, 2026, to October 18, 2026, at Beale AFB, California. Quotations must be submitted electronically to the Contracting Officer (Abigail Bartleson, 530-634-3369) and Contract Specialist no later than August 27, 2026, close of business. Delivery is FOB Destination to F1H3SD 9 FSS FSR, 6429 C Street, Beale AFB, CA 95903-0001. The contract will be inspected and accepted at both the source and destination, with inspection criteria detailed in the PWS. Acceptance will be certified by MSgt Mackenzie Lang (mackenzie.lang@us.af.mil, 530-634-5428) at 9 FSS FSCB.

Quoters must submit two separate volumes: Volume I must include a written capability statement addressing product specifications, warranty documentation confirming a minimum 5-year manufacturer warranty, and a detailed installation plan including old film removal, surface preparation, new tint installation processes, and quality control procedures per PWS Sections 2.1, 2.2, 2.3, and 2.5. Volume II must contain completed pricing fields for CLIN 0001 (Unit Price and Amount), a signed SF 1449 (page 1), and required representations and certifications if not previously completed in SAM.gov. Technical acceptability is determined on an "Acceptable" or "Unacceptable" basis; the Government will evaluate the lowest priced offer first for technical acceptability, and if acceptable, award the contract without further evaluation. If technically unacceptable, the next lowest priced offer will be evaluated in sequence. Payment will be processed through Wide Area WorkFlow (WAWF) using Invoice 2in1 document type for fixed-price services. The contract incorporates FAR and DFARS clauses including Service Contract Labor Standards (with Wage Determination No. 2015-5659 Rev. 26), health and safety requirements on Government installations, contractor base access requirements, and prohibitions on Class I ozone-depleting substances, covered defense telecommunications equipment, and certain business operations. HUBZone small business concerns receive a 10% price evaluation preference unless they waive the preference.
