About this file
This is a Performance Work Statement (PWS) for window tint installation and replacement services at the Contrails Dining Facility (DFAC) at Beale Air Force Base, California.
The scope encompasses a one-time, non-personal service project requiring installation of commercial-grade interior window tint on 79 window panes totaling approximately 2,129 square feet. The project includes removal of existing aged window film, surface preparation, and installation of new tint meeting specified performance standards: minimum 85% sunlight blockage (solar energy rejection), 99% UV protection, privacy film capability allowing outward visibility while preventing inward visibility during daylight, scratch-resistant durability rated for outdoor exposure, and neutral or smoke-tinted appearance consistent with Air Force facility standards. The tint is not required to be security film. The contractor must remove all existing film and adhesive residue, clean and prepare surfaces per manufacturer specifications, ensure installation is free of bubbles, creases, gaps, or distortions, and dispose of all trash the same day. Warranty requirements include a minimum 5-year manufacturer warranty for material defects and a minimum 1-year workmanship warranty. Installation shall be completed within 45 calendar days from contract award, Monday–Friday, 7:30 AM to 7:00 PM, coordinated at least two weeks prior with the Government Point of Contact. Contractor personnel must complete entry authorization lists (EAL) for Beale AFB access within two weeks of delivery, enter via Wheatland Gate, and possess two forms of identification or REAL ID. Deliverables due within 48 hours of installation completion include product data sheets, warranty documentation, installation schedule and completion report, and before-and-after photographs.
