About this opportunity
The Department of the Air Force Air Combat Command is seeking a contractor to provide carpet removal and installation, asbestos abatement, and furniture moving services at Building 1319 on Beale Air Force Base. This combined synopsis/solicitation (FA468625QS001) requires the contractor to replace existing carpet with new 24"x24" carpet tiles and cove base covering approximately 307 square yards, while simultaneously removing asbestos-containing materials (ACM) from all carpeted office areas and preparing concrete subfloors. The contractor must follow Air Force Carpet II Ordering Guide procedures without markup, submit comprehensive asbestos abatement plans with certifications, provide air clearance sample results through a California-certified consultant, and submit NESHAP notifications to the EPA at least 10 business days before beginning work. The contract will be awarded using Lowest Price Technically Acceptable (LPTA) evaluation criteria, focusing on understanding of project requirements, completion timeline, and comprehensive work approach. Following multiple amendments, quotes are now due August 18, 2025 at 10:00 AM PST, with a mandatory site visit held on July 29, 2025, and questions due by August 4, 2025 at 9:00 AM.
This requirement is set aside for Woman-Owned Small Business concerns under NAICS code 238990 with a small business size standard of $19 million. The project scope includes moving and storing furniture from approximately 2,760 square feet of office space, with specific provisions that Room 7 requires only carpet removal and asbestos abatement without reinstallation. Work must be completed within 90 days after receipt of order and performed between 0700-1600 hours, Monday through Friday, during designated available periods including July 29-August 8, August 26-September 5, and several other specified timeframes while observing federal holidays. The contractor will be responsible for removing and disposing of ACM debris according to federal and state regulations, protecting fixed items during abatement, and coordinating with base environmental contacts throughout the process. Performance will take place at Beale Air Force Base, California, with the government removing wall hangings and personal items while the contractor handles all furniture relocation and storage in designated parking areas.
