About this file

This is a Questions and Answers document for Building 797's Carpet, Asbestos, and Furniture Requirement project. The document addresses ten contractor questions regarding asbestos containing material (ACM) abatement and carpet replacement work.

Key project details include staff evacuation of all affected rooms during project duration, with Room 7 designated for carpet removal and abatement only (no carpet replacement). The government will remove all personal items, wall hangings, computers, and communication equipment, while contractors must protect immovable items from ACM contamination. Work schedule flexibility allows for 4x ten-hour shifts if coordinated with the Mission Partner. The project involves removing ACM from all offices and rooms with existing carpet (excluding areas with tiles and concrete), preparing concrete subfloors potentially requiring grinding, and installing new carpet with 6" rubber base accepted in place of 4" base. Additional abatement complexity was noted with discovery of yellow glue between existing adhesive layers. The question due date was revised from July 30th to August 4, 2025 at 9 AM. Building occupancy during work remains flexible based on mission requirements and contractor/user coordination, though government recommends no occupancy during abatement. Carpet selection follows Air Force Carpet Ordering Guide protocols requiring installers to choose one of seven options, negotiate with Tier I contractors, and provide CONS with per-square-foot pricing for carpet and adhesives that meets or falls below established Not-to-Exceed prices.

Building.797❺.Carpet.Asbestos.and.Furniture.Requirement.Questions.and.Answers

1. Will the staff vacate all affected rooms for the project duration?

a. ANSWER: Yes.

2. Please confirm removing Room 7 from the new work to replace the carpet.

a. ANSWER: Room 7 is carpet removal AND abatement only.

3. Can we work 4 x ten-hour shifts?

a. ANSWER: If the Contractor wishes to work outside of the normal operation hours mentioned above, they shall coordinate desired hours with the Mission Partner.

The SON has been updated to reflect this. As long as this is approved by the mission partner, this has been approved it shouldn’t be an issue.

4. We identified a yellow glue between the layers of green glue and black mastic. We want the contract record to show there is another layer that will increase the abatement time.

labor, and disposal costs.

a. ANSWER: Follow the SON - “Remove ACM”; “Prep Concrete Subfloor…”:

• Remove ACM in all offices and rooms with existing carpet except for areas with existing tiles and concrete.

• Prep concrete subfloor to ensure ACM is removed and new carpet tiles adhere to it. Grinding may be required if the underlying material is not easily removed.

5. Will the Govt. accept 6" rubber base in place of 4" base. Looks clean and eliminates paint lines above the base on walls.

a. ANSWER: Yes

6. Please confirm the occupants will remove all personal items along with computers and electronics.

a. ANSWER: The government will remove all personal items, including items on the walls, and computers and comm equipment. For immovable items on the walls and floors, contractor will protect these items from ACM as per the SON.

7. Please confirm occupants will remove pictures ect. that are hanging on the walls.

a. ANSWER: Yes

8. Please confirm questions due date. Sol. states July 30th by 10 am

a. ANSWER: Question due date was revised to 8/4/2025 at 9 AM.

9. Will the building be un occupied during abatement and carpet work.

a. ANSWER: In the site visit it was stated that the user can work in the building as long as they don’t interfere with the work being done in those areas. If that has changed then the user and contractor need to coordinate based on mission and operation requirements. It’s my recommendation that the user should not be in the building during the abatement process. Again, up to the contractor and user.

10. Are we required to select and price only one carpet tile option from the list provided?

a. IAW the Air Force Carpet Ordering Guide, installers shall choose one of the 7 carpet selections and negotiate with the Tier I contractors. Once the negotiation is complete, the installer shall provide a quote to CONS that includes the price for the carpet and adhesives per square foot, so that the CONS can validate those prices are at or below the NTE prices set in the Tier I contracts.
