About this opportunity

Kirtland Air Force Base, through the Air Force Materiel Command Nuclear Weapons Center, seeks installation of a backup diesel generator system for Building 1043 communications infrastructure, with proposals due August 19, 2026. This procurement is a 100 percent small business set-aside under FAR 19.5, with a NAICS code of 238210 (Electrical Contractors and Other Wiring Installation Contractors) and a small business size standard of $19 million.

Place of performance is Kirtland Air Force Base, Albuquerque, New Mexico. The contract is a firm fixed-price design-build engagement (line item 0001, project MHMV 080079) with a 676-calendar-day performance period from Notice to Proceed. Scope includes design and installation of approximately 25 kW diesel-fueled 208V standby generator with 72-hour sub-base fuel tank, replacement of existing manual transfer switch with four-pole automatic transfer switch, removal and replacement of two existing HVAC units with new split-ductless system, concrete foundation with steel bollard protection, remote monitoring panel with alarm notification, and all associated electrical infrastructure including load studies and grounding systems. Generator manufacturer is specified as Cummins/ONAN. Design deliverables consist of 35%, 65%, and 100% submissions in CADD/BIM format with UFGS specifications. Contractor must be licensed professional engineer in electrical engineering. Contractor personnel must be U.S. Citizens with two forms of government-issued picture identification and mandatory OPSEC training; the facility is a secure location requiring Entry Authorization Lists and background checks. Contractor is responsible for obtaining Air Quality Permits (7–12 months lead time), Free Zone/Airfield Waivers (5–6 months), Dig Permits, Welding/Burn Permits, and other required approvals. Work hours are 7:00 AM to 4:00 PM, Monday–Friday, excluding federal holidays; overtime requires 14-day advance approval. Contractor must provide independent security personnel and establish Entry Control Points. Mandatory Davis-Bacon wage rates apply. Questions were due August 4, 2026 with answers posted August 10. Evaluation uses three factors: Factor 1 (Technical, most significant) requires a five-page Project Approach addressing prime and design team organization, power management strategies, HVAC replacement approach, electrical infrastructure design, and on-site design-build management—all six sub-factors must receive "pass" rating for technical acceptance; Factor 2 (Past Performance) requires minimum three relevant construction and three design projects completed at least 70 percent within the past seven years, emphasizing prime-Designer of Record teaming, ductless HVAC experience, and continuous power capability for military facilities; Factor 3 (Price, least significant) uses lowest-price-technically-acceptable methodology, evaluating batches of three lowest-priced proposals from those achieving "pass" ratings in Factors 1 and 2. The government will conduct field investigations and BTU load assessments; contractors must verify all field conditions and dimensions prior to work commencement. Mandatory site visit occurred July 24, 2026 at 9:00 AM MST; a secondary site visit was not scheduled. Amendment 0001 (issued July 31) extended question suspense to August 4 and proposal submission to August 19. Proposals must be submitted via email to Contracting Officer Abigail Crespin (abigail.crespin@us.af.mil) and Contract Specialist 2d Lt Jeffrey Tuscany (jeffrey.tuscany@us.af.mil) in PDF, DOC, or XLS format not exceeding 30 MB. Contractors must submit SAM UEI, CAGE code, payment terms, points of contact, warranty information, cost estimate breakdown on government form, and quality assurance/quality control and safety plan submittals.
