About this file

This is a Questions and Answers (Q&A) document for federal contract project B1043 Install Backup Generator. The document addresses seven key inquiries from contractors regarding project requirements and execution parameters.

The Q&A clarifies several critical project requirements: bollards are required around the generator pad due to the unit's location in a vehicle traffic zone near driveways and parking areas; the HVAC system does not require redundancy beyond the backup generator itself, as the generator serves as backup to existing units with redundant components to mitigate climate control failure risks in this mission-critical facility; and the Department of Responsibility (DOR) team will conduct all necessary field investigations and BTU load assessments for Rooms 107 and 108 rather than contractors. Regarding project staffing and documentation, a single superintendent may fulfill supervision, safety, and QAQC roles on this small, low-risk project provided attention is carefully managed to prevent oversight of safety hazards or quality defects. Contractors are required to submit both a contract-specific Quality Assurance/Quality Control (QA/QC) Plan and a contract-specific Safety Plan. The document also confirms that federal projects managed by private contractors do not qualify for tax exemption, with tax applicability dependent on the material purchaser and specific state law provisions regarding construction contracts and supplies.

B1043 Install Backup Generator: Questions

1. Confirm whether bollards are required around the generator pad.

a. Yes, the generator is in a vehicle traffic zone. Since the unit sits near a driveway, parking space, or vehicle thoroughfare.

2. Confirm whether the HVAC system is required to be redundant.

a. The generator is employed in mission-critical facility where climate control failure can result in substantial safety hazards or financial losses. To mitigate these risks, the generator serves as a backup to existing units and redundant components, eliminating the need for an additional backup system. It ensures continuous cooling or heating in the event of component failure.

3. Provide BTU loads of all existing equipment serving Rooms 107 and 108.

a. The DOR team will be responsible for visiting the site and conducting all field investigations that will allow the execution of a complete design.

4. In executing this project, can one superintendent fulfill the supervision, safety, and QAQC roles?

a. Yes, the superintendent can technically fulfill the supervision, safety, and quality control (QAQC) roles on a small or low-risk project. Low risk being the key. Attention must be carefully managed to prevent overlooking safety hazards or quality defects.

5. Are contractors required to issue a contract specific QA/QC Plan?

a. Yes, contractors are required to issue a contract-specific Quality Assurance/Quality Control (QA/QC) Plan

6. Are contractors required to issue a contract specific Safety Plan?

a. Yes, contractors are required to issue a contract-specific safety Plan

7. Is this project tax exempt?

a. Federal projects managed by private contractors do not qualify for tax exemption.

The applicability of taxes depends on the purchaser of the materials and the specific provisions of state laws regarding construction contracts and supplies.
