Update #6 ·
7 Dec 2017 Posting of Amendment 0002 to add the pre-proposal conference/site visit minutes as an attachment to the solicitation, provide solicitation updates based on the questions (and subsequent answers) received in response to the solicitation and previously mentioned minutes, and extend the proposal due date.
Although already published on FedBizOps as part of the subject solicitation posting, the pre-proposal conference and site visit minutes are being included in the solicitation through amendment 0002. In addition to including the minutes as a part of this amendment, the questions and answers document are also made a part of the solicitation through amendment 0002.
Although included in the solicitation through amendment, neither the minutes or the questions and answers document take precedence over the requirements of the solicitation identified in sections A through M. In cases where either the minutes or the questions and answers document identify an area that requires a change to the requirements of the solicitation, the change is only made when the change is made in the identified section of the solicitation.
Listed below are the sections revised based on the identified changes and included in amendment 0002:
a. Cover Page
b. Sections A & B
c. Section C
d. Section I (Addendum only)
e. Section K
f. Section L
g. The Electronic Offer Sheet
Based on the timing of posting of amendment 0002, the Government has determined it in the best interest of all parties to extend the proposal preparation time. In addition, recognizing the holiday season, the Government has ensured the proposals are not due during or immediately after the conclusion of the holidays. Therefore, the closing date is moved from 19 December 2017 to 9 January 2018; the time remains unchanged at 2:00 PM EST. This change is reflected on the revised cover page and revised SF33; both included in amendment 0002.
In case of any conflict between this amendment and the original solicitation (other than those specifically addressed above), the original solicitation language shall take precedence.
Update #5 ·
The purpose of this update to the FedBizOps post for solicitation 47PD0317R0020 AV Bryan and Bostetter Courthouses Consolidated Facilities Management is to officially post the pre-proposal conference and site visit minutes.
The pre-proposal conferences and site visits were held on 14 Sep 2017, 21 ep 2017, and 7 Nov 2017. All three were conducted in as similar a manner as was possible given the availability of personnel and varying conditions of weather and operations within the facilities.
As such, the minutes for all three conferences were combined together with any variances identified in the minutes themselves.
With the official posting being done on Thursday, 9 Nov 2017, the date for the submittal of final questions can now be established.
All questions must be submitted via email to jeffrey.gibson@gsa.gov no later than 2:00 PM next Thursday, 16 Nov 2017.
In addition to the minutes, this post includes photographs intended to provide a sample of some of the equipment in the facilities. The intent of the photos is not to capture even a fraction of the equipment of the facilities but to show the types of some of the equipment in the facilities and give a visual representation of the condition of the equipment.
Due date for submittals of proposals remains 19 Dec 2017, 2:00 PM EST.
Update #4 ·
UPDATE: 20 Oct 17
The Government has confirmed the dates available for the next pre-proposal conference/site visit. The first date will be 7 Nov 2017. A second date of 8 Nov 2017 will only be used if the number of responses exceeds the capacity of the number of people we can process through the facilities and still avoid disturbing normal building operations. Attendees will be taken on a first come basis. All attendees will be assigned to attend the 7 Nov 2017 date until it reaches maximum capacity. Any responses received after that will be notified they are scheduled to attend on 8 Nov 2017. All attendees will receive a confirmation email stating their request has been received. Included in the email response will be verification of who is registered to attend and on what day.
This conference is open to all contractors. Individuals who previously were unable to attend the previous pre-proposal conferences and site visits are able to submit to attend. Additionally, any offerors who did attend the previous pre-proposal conferences and site visits may attend again with the option of only attending for either the conference or the site visit. Please note, the additional conferences will be held exactly as the previous conferences. No new information will be discussed and no other areas of the facilities will be shown that were not previously shown. no information will be provided or shown
Those interested in attending the pre-proposal meeting and/or site visit must submit the contractor clearance request form. All forms must be submitted via email to jeffrey.gibson@gsa.gov no later than 27 October 2017, 11 AM EDT. The form is available as part of the offerors' library.
Pre-Proposal Conference Details:
Starting Location:
A.V. Bryan U.S. Courthouse

Alexandria VA 22314
Date:
7 November 2017 (Tuesday)
Time:
Starting at 9:00 AM EST and concluding no later 4:00 PM EST
Pre-requisites:
Pre-requisites must be submitted via email to Jeff Gibson at jeffrey.gibson@gsa.gov by the date and time identified with each pre-requisite. All received pre-requisites will be acknowledged via reply email with confirmation of information received.
The pre-requisites are:
1. All prospective contractors must submit a "Contractor Security Clearance Request Form" (available in the bidder's library in the FedBizOps solicitation post) for each member of their team attending the pre-proposal conference. Contractors are limited to only sending two (2) members of their team to attend the conference. This pre-requisite is due 11:00 AM EDT on 27 October 2017. Acknowledgement reply email will confirm the names submitted for access to the facilities.
Limitations:
Due to the expected number of attendees and the limitation of space in some of the areas to be toured, each prospective contractor may only send two (2) attendees. Only two members from each contractor will be granted access; contractors without access will not be allowed access to the facilities and will be unable to attend the briefing or the tours.
Prospective contractors should congregate in the lobby and will be escorted to the meeting room. Since the meeting will begin promptly at 9:00 AM, prospective contractors are encouraged to arrive early. The schedule calls for an initial briefing by the government for an hour, followed by a tour of the 2 facilities. A lunch break will be provided between the tours of the facilities. The government intends to hold a short meeting at the end of the tours to gather questions. It is highly recommended that prospective bidders attend the pre-proposal conference and associated tour.

Update #3 ·
UPDATE: 19 Oct 17 Posting of Amendment 0001 to increase potential contract length to 10 years and push proposal due date back to 19 Dec 2017, 2:00 PM EST
The Government has increased the scope of this contract by increasing the overall length of the contract. The proposed contract length is increased from five years to ten years. It is solicited as a one (1) year base contract with nine (9) one-year options, for a total potential contract period of ten (10) years.
Initial Base Period: 1 June 2018 - 31 May 2019
This amendment to the solicitation updates the following documents to reflect this change:
- Solicitation Cover Page
- Contract Line Items (Section B)
- Term of Contract (Section F)
- Electronic Offer Sheet (Section J, attachment 1)
With the doubling of the requirement, the Government has determined the change is significant enough to warrant an additional pre-proposal conference/site visit be conducted. The date and time for the additional conference has not been determined yet but will be published on FedBizOps as soon as it is scheduled.
Because of the change in contract length and the planning of an additional site visit, the proposal due date is pushed back to 19 December 2017; the time remains at 2:00 PM EST. This change is reflected on the solicitation cover page and a revised SF33 (both updated in the attached amendment).
The amendment does include the following additional changes but they are considered administrative in nature and do not change the services to be provided:
a. Section L, paragraph L.6. Inspection of Facility - updated to reflect multiple pre-proposal conferences with various dates
b. Section L, paragraph L.12. Format of Proposals and Submission Requirements (sub-paragraphs 1 & 6) - updated to allow electronic submission via CD (although flash drive is still the preferred media)
c. Section L, paragraph L.12. Format of Proposals and Submission Requirements (sub-paragraphs 5) - referenced subcontracting plan; since no subcontracting plan is required, this paragraph has been removed
In case of any conflict between this amendment and the original solicitation (other than those specifically addressed above), the original solicitation language shall take precedence.
Update #2 ·
This post is to provide an update to the status of this acquisition and populate the Offeror's library. No amendment is being published at this time and the minutes to the pre-proposal conferences are not being issued yet (so no date is set yet on when final questions must be submitted).
The Government is looking to make a change to increase the scope of the solicitation. If the scope is increased, another site visit will be scheduled and conducted. Individuals who previously were unable to attend the previous pre-proposal conferences and site visits will be able to submit to attend. Additionally, any offerors who did attend the previous pre-proposal conferences and site visits may attend again with the option of only attending for either the conference or the site visit. Any additional conferences or site visits will be conducted exactly the same as the two previous versions.
Because of the possibility of an additional pre-proposal conference and site visit, the government is holding off on posting the minutes of the previous pre-proposal conferences and site visits. Once any additional conferences and/or site visits are conducted, consolidated minutes will be published. Once published, a date of three business days later will be established as the final date for submitting questions.
Currently, the proposal due date is 27 Oct 2017. This will be pushed out to a later date but that date is still to be determined.
Special note: GSA Region 3 is moving towards the submitting of some past performance and prior experience information online. With the next amendment will be directions on the procedures for submitting portions of this information online.
Please continue monitoring FBO for determination on final scope of this effort, due date for submittals to attend an additional pre-proposal conference/site visit, the actual date of any additional pre-proposal conferences and site visits, continued posting to the offeror's library, and amendments to the solicitation.
