– Phase 2: Management Plan

• Price Proposal

– Signed Standard Form (SF) 33

*** A clarification was made concerning the phases of the technical proposal. Although an offeror would be made aware if their price or prior experience and past performance gave them little chance to achieve the award, it is not a competitive range determination. An offeror may continue to submit their management plan for evaluation and it will be evaluated according to procedures outlined in Section L of the solicitation. The notification to an offeror that they are unlikely to get the award is done for the offeror to decide if they want to continue to use resources to pursue this opportunity or use them elsewhere. If an offeror feels their management plan can overcome what is determined to be a significant weakness in another area, they can decide to continue to submit.

6. At this time, Jeff Gibson turned the floor over to Dustin Johnson to provide a scope overview, highlighting the following areas:

• Region 3 “Facilities Engineering” model

• Maintenance program

• Quality control

• Repair threshold

• Utility hours

• Environmental management

• Custodial and related services

The full text of the comments is shown below:

• Overview of the Region 3 “Facilities Engineering” model.

“Systems thinking” is a program philosophy that was incorporated into facilities engineering contracts by the GSA Mid-Atlantic Region beginning in the late 1990s …“It is a discipline for seeing wholes. It is a framework for seeing interrelationships rather than things, for seeing patterns of change rather than static ‘snapshots’”. It is a set of specific tools and techniques of feedback and engineering theory to understand systems.

The goal of applying systems thinking to facility management is to see that every action or decision in operating, maintaining, and retrofitting a building will result in an impact (financial, environmental, human resource), and to evaluate the “full circle” implications… The contractor does not evaluate the impact of actions, but merely provides services as directed by the owner. Details such as the how and when of building maintenance and operations are not defined, and are not questioned by the contractor. A systems thinking approach is performance oriented and questions all decisions and actions. The means and methods for providing building operations and maintenance are established through investigations, feedback, and by establishing a partnership with the owner to achieve joint performance objectives. Applying systems thinking develops an understanding and appreciation of global short-term and long-term consequences of any action or decision to be made. Systems thinking approach results in an integrated approach that creates system interfaces. Not applying systems thinking results in decisions and actions that are made in isolation. These decisions are made in a void without determining the consequences to other systems. ... The essence of systems thinking is found in the ability to:

– See interrelationships rather than linear cause-effect chains, and

– See processes of change rather than snapshots,

– The facilities engineering model is dependent upon effective partnership with a highly skilled vendor whose objectives are fully aligned with the Government to work successfully

• Nature of our Facilities Engineering expectations (not just maintenance, repair and service calls).

– The facilities engineering model is dependent upon effective partnership with a highly skilled vendor whose objectives are fully aligned with the Government to work successfully.

• Aggregation of services to include multiple buildings and multiple previous stand-alone contracts.

– Reference C.1.1 ‘Service Responsibility Matrix’ of the PBSOW for what are included / excluded systems/equipment.

– No Custodial requirement for the Bostetter Building

– Including vertical transportation in this contract

– Includes all fire protection and life safety systems and equipment

– Waste Hauling IS included for both sites

– Recycling hauling is EXCLUDED for both sites

– Landscaping for both sites is part of the SOW

• Construction support services and Project Management Assistance (QC, design reviews, project management assistance, etc.), Building Commissioning and Recommissioning Services

• Data management (NCMMS, CSD, reference library, etc.)

– Maximo is the GSA standard. Currently in use at AV Bryan. Not in use for

Bostetter.

• Proactive energy management

• Leveraging GSA tools and networks (ION EEM, Google platform, shared documents, etc.)

– GSA will provide the Vendor will GOV laptops and software

• Maintenance program

– Maximo uses the 2012 PM guides: “The current maintenance program embedded in the CMMS is derived from GSA’s Public Buildings Service Operations and Maintenance Standards 2012 Guide. The guide is provided in the Bidder’s Library associated with solicitation of this contract for reference. “

• Quality control

– Contractor must implement an aggressive, comprehensive QC program.

• Repair threshold

– $1000 repair threshold - cost for repair parts and materials only (including any approved subcontracting costs).

• Misc. Tasks/ Handyman Labor

– As part of the monthly price for preventive/predictive maintenance services the

Contractor must provide a total of ten (10) hours and up to $200.00 of parts and supplies per calendar month (hours and dollar amounts are not cumulative to succeeding months)

• Utility hours

– 8 Per month for both sites.

• Custodial and related services

– There is a custodial vendor at the Bostetter site that will stay on and clean the building.

– The CSD will need to coordinate Service Call response with the Custodial vendor at the Bostetter building.

• Productivity standards

– Use the cleanable square footage model to establish baselines for productivity.

• Miscellaneous:

– There is no cafeteria space at Bostetter and no cooking related systems or equipment. There is some of this at AV Bryan.

– No ACM at AV Bryan, there are likely AC Materials at Bostetter. We will provide the asbestos survey to the winning offeror.

– Transition Phase is 60 days. Initial Deficiency List is due 15 days prior to the contract start date.

– C.31.2 “The Contractor shall complete any and all preventative / predictive maintenance tasks having a frequency of annually or multi-year within the first 9 months (first 3 quarters) of the initial contract year…” *Most of the multi-year requirements will be required at both sites.

– There are likely many upcoming projects that will take place at the Bostetter building. The successful offeror will serve as a key team member during these projects.

7. Next, John Remis provided comments labeled expectations moving forward. His comments were as follows:

• The government holds expectation for a high level of performance pointing out that by participating in this solicitation event, and holding the appropriate NAICS classifications, that all vendors are representing themselves as expert in this service arena, regardless of their business classification. (8A.)

• That the government has provided a “defined set of minimum expectations” in the Performance Work Statement (PWS) provided in this solicitation - with critical focus areas delineated in Section C. And that the contractors Management Plan, to be provided during the Source Selection Process, would further define and expand upon such minimums with the contractor providing its’ plan for service actions, activities and programs designed to meet the governments’ needs. That the government can and will incorporate all or portion of the successful bidders Management Plan in the contract award as binding.

• That the government has sought to avert risk to both the government and the successful contractor through:

– The offer and use of these Pre-bid solicitation meetings

– The scheduled Pre-bid building tours offered to all interested bidders

– Clear and concise language utilized through the PWS

– The provision of an extensive bidders library

– A relatively low dollar contractor’s responsible repairs “threshold” vs. the common use of a repairs deductible.

– Establishing a requirement for all annual and multi-year PM activities to be performed / baselined within the first nine-months of the contract offsetting risks associated with potential prior performance issues and or periodicity vagaries.

– Calling out gaps in the quality of the equipment inventory available for the Bostetter building and it’s lack of an established NCMMS program, but offsetting this risk through the inclusion of a phased roll-out specification implementing the NCMMS program and process, noting that the scheduled building coverage hours would exceed any projected PM labor loading requirements for a facility of this size, and providing opportunity for interested contractors to present requests for information on any specific equipment.

• The government’s use of “Best Value” for award as it’s’ acquisitions strategy and its’ potential impact on the contractors submissions. This was further clarified with the statements:

– Submissions should avoid the use of vagaries’ or implied content that do not allow the government the ability to assign value to or provide future enforcement of the statement or activity. For example: If the statement says “we may”, the government must assume that you also “may not”… this will preclude the government from assigning value to the statement and would be presented as unenforceable. Such statements will be considered non-existent in the submission.

– Submissions should quantify levels of service again allowing the government the ability to assign value. For example: “random” inspections… if a random inspection is to be performed it should include minimums as to frequency, type, place and minimum quantity of objects to be inspected – else the government must assume the inspection could ultimately consist of solely one inspection, of one unit, in a single facility, across the breadth of the contract and thus of no value to the government.

– Submissions should clearly present the services, actions and programs that will be taken and stress those that will bring added value to the government and or facility.

– Submissions must include a baseline minimum of items requested and not promise any such items following award. The government cannot assign value for items not submitted for review as portion to the award process and would consider such omissions and promises as being non-submissive.

8. At the conclusion of comments the floor was opened to questions relating to the pre-proposal conference and the upcoming tour of the facilities. No additional questions were fielded that have not already been addressed in the previous paragraphs of these minutes.

9. Prior to closing the meeting, Jeff Gibson provided directions on the conducting of the site visit itself, specifically the timing of where to be at the different facilities to be escorted throughout the facilities. It was re-iterated that no questions were to be answered during the site visit and all questions would need to be submitted in writing so they, and their answers, could be provided to all potential offerors at the same time. Additionally, it was stated the nothing said or seen changed the solicitation. Any required changes of the solicitation would be done by amendment from the Contracting Officer and all amendments would need to be acknowledged by signature in an offeror’s proposal.

10. While not every item was photographed, a sample of different pieces of equipment was photographed by GSA personnel and these pictures will be posted to the offeror’s library along with a variety of other documentation, including equipment inventories.

11. Jeff Gibson concluded the pre-proposal conference.
