Due to an error by the Small Business Administration in the determination of eligibility, GSA was required to take corrective actions on the initial award of the subject solicitation. The corrective actions included :
- cancelling (terminating for the convenience of the government) the initial award
- re-opening the solicitation to correct the SBA's determination of eligibility of one of the contractors
- review the ranking of offerors with the change of eligibility
- select and award a new contract in response to the subject solicitation
Based on those facts, contract # 47PD0318D0014 was terminated and contract # 47PD0318D0016 was awarded in its place with the provided details.

The solicitation is expected to be issued soon but to assist in planning and preparation, the Government is confirming the details for the scheduled pre-proposal conference on 14 September 2017.
Note: all contractors wanting to attend the pre-proposal conference must submit a contractor clearance form for each attendee no later than 2:00 PM EST on 7 September 2017 (see below for more details). Contractor clearance forms are being posted with this amendment.

Pre-requisites:
Pre-requisites must be submitted via email to Jeff Gibson at jeffrey.gibson@gsa.com by the date and time identified with each pre-requisite. All received pre-requisites will be acknowledged via reply email with confirmation of information received.
The pre-requisites are:
1. All prospective contractors must submit a "Contractor Security Clearance Request Form" (available in the bidder's library in the FedBizOps solicitation post) for each member of their team attending the pre-proposal conference. Contractors are limited to only sending two (2) members of their team to attend the conference. This pre-requisite is due 2:00 PM EST on 7 September 2017. Acknowledgement reply email will confirm the names submitted for access to the facilities.
2. Initial questions regarding the solicitation. Follow-on questions and questions derived from the pre-proposal conference will be accepted at a later date but questions stemming from the original posted solicitation must be submitted by the pre-requisite due date. This pre-requisite is due 2:00 PM EST on 12 September 2017 (if solicitation is delayed significantly, this will be extended). Acknowledgement reply email will confirm the number of questions submitted.
Limitations:
Due to the expected number of attendees and the limitation of space in some of the areas to be toured, each prospective contractor may only send two (2) attendees. Only two members from each contractor will be granted access; contractors without access will not be allowed access to the facilities and will be unable to attend the briefing or the tours.
Prospective contractors should congregate in the lobby and will be escorted to the meeting room. Since the meeting will begin promptly at 9:00 AM, prospective contractors are encouraged to arrive early. The schedule call for an initial briefing by the government for an hour, followed by a tour of the 2 facilities. A lunch break will be provided between the tour of the facilities. The government intends to hold a short meeting at the end of the tours to gather questions It is highly recommended that prospective bidders attend the pre-proposal conference and associated tour.

The General Services Administration (GSA) MidAtlantic Region intends to solicit proposals for Integrated Facilities Engineering: Operations and Maintenance, Custodial and Related Services at two Federal Courthouses in Alexandria VA and is seeking vendors that may be able to perform this requirement in order to support a competitive procurement. All categories of 8(a) businesses, (including Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns) are encouraged to submit a proposal in response to the expected published solicitation.
The NAICS Code for this procurement will be 561210, Facilities Support Services and the size standard is $38,500,000.00.
Any resulting contract will be a firm fixed price contract and the contract will be utilized by the Richmond Field Office.
This contract will be solicited as a one (1) year contract with four (4) one (1) year option periods for a total potential contract period of five (5) years.
Full maintenance services will include, but are not limited to: the operation, maintenance and repair of HVAC and associated controls, electrical, mechanical, plumbing, fire protection and life safety, vertical transportation, administrative services, architectural and structural systems, and engineering services including repair and alterations projects, project review, management support, and recommissioning services. Additionally, the contract will require custodial and related services including recycling/waste management, IPM, landscaping, and snow removal.
The contract will be acquired using Source Selection procedures as identified in FAR 15.3 with a firm fixed price award to the offerors who provide the best value to the Government. This procurement is set aside for competition among small businesses. Small businesses and all categories of small businesses (women-owned, service-disabled veteran-owned, etc.) are encouraged to participate. The small business size standard for this contract is NAICS Code $38,500,000.00.
Offerors will be evaluated based on technical merit and price proposals. For this procurement, the combined technical evaluation factors are approximately equal to price. The trade-off process under the best value approach will be used. The technical evaluation factors in no particular order of importance are: 1. Prior Experience, 2. Past Performance, and 3. Management Plan.
The Government intends to award the contract approximately March 2018. Additionally, the Government intends to make award without discussion. Therefore, offerors are requested to submit their initial proposals to the Government on the most favorable terms based on technical and price factors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
The solicitation package (including specifications, offer forms, clauses and provisions) will only be available electronically on FedBizOpps. It will be available on or after 29 August 2017. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. The pre-proposal conference and site visits for all buildings are tentatively scheduled for the week of 11-15 September 2017 (GSA is tentatively working logistics to make 14 September the date but cannot yet confirm that date). Please check the solicitation for formal pre-proposal meeting dates and site visits. All contractors planning on attending must submit a "Contractor Clearance Form" no later than 7 September 2017 to be cleared for access to the facilities.
