Solicitation #: 47PD0317R0020

Amendment #: 0004

1. The purpose of amendment 0004 is to clarify the bond requirements added in the section I addendum of amendment 0002, provide an updated version of the Section J attachment 1 Electronic Offer Sheet date d 20 Dec 2017, and provide an updated section L to require the bid bond be submitted as a part of the initial offer.

2. The bond requirement of FAR 52.228-1 -- Bid Guarantee is required as part of the initial offer submission in order for the proposal to be determined responsive. Additionally, there should be no ambiguity on any submitted bonds. In the case of a joint venture, the joint venture, not the individual constituent members, must be identified as the bond principal. Any ambiguities may deem an offer non-responsive. Any offer determined non-responsive will not be evaluated and will be eliminated from consideration for award.

3. The bond requirement of 52.228-16 -- Performance and Payment Bonds, Other than Construction, is not required at the time of offer submission. It will only be required from the successful offeror after the award of the base contract.

4. As stated in Amendment 0003, the value of the bonds is based on the base performance period only (1 June 2018 to 31 May 2019). Since only the base period will be executed at the time of contract award, option years are not to be included in the initial bid guarantee or performance bond. The performance bond will be an annual requirement and will be required to be renewed each year prior to the start of any option periods the Government executes.

5. The Amendment 0004 Section J attachment 1 Electronic Offer Sheet dated 20 December 2017 is the version of the Offer Sheet that must be completed and submitted as a part of any submitted proposal. It updates the above standard service pricing calculations to accommodate services that only apply to one building or the other but not both.

6. Section L, paragraphs L.1. and L.12. are updated to include the requirement to submit a Standard Form 24 – Bid Bond as part of the initial price proposal due on the solicitation closing date. These are the only changes made in Section L. The attached Section L replaces the Section L provided in Amendment 0002.

7. The closing date remains unchanged at 9 January 2018, 2:00 PM EST.

8. In case of any conflict between this amendment and the original solicitation (other than those specifically addressed above), the original solicitation language shall take precedence.

L.8. SOLICITATION PROVISIONS

1. FAR 52.215-1 - Instructions to Offerors - Competitive Acquisition (JAN 2004)

A. Definitions. As used in this provision:

● “Discussions” are negotiations that occur after establishment of the competitive range that may, at the Contracting Officer’s discretion, result in the offeror being allowed to revise its proposal.

● “In writing”, "writing", or “written” means any worded or numbered expression that can be read, reproduced, and later communicated, and includes electronically transmitted and stored information.

● “Proposal modification” is a change made to a proposal before the solicitation closing date and time, or made in response to an amendment, or made to correct a mistake at any time before award.

● “Proposal revision” is a change to a proposal made after the solicitation closing date, at the request of or as allowed by a Contracting Officer as the result of negotiations.

● “Time,” if stated as a number of days, is calculated using calendar days, unless otherwise specified, and will include Saturdays, Sundays, and legal holidays.

However, if the last day falls on a Saturday, Sunday, or legal holiday, then the period shall include the next working day.

B. Amendments to solicitations. If this solicitation is amended, all terms and conditions that are not amended remain unchanged. Offerors shall acknowledge receipt of any amendment to this solicitation by the date and time specified in the amendment(s).

C. Submission, modification, revision, and withdrawal of proposals.

1) Unless other methods (e.g., electronic commerce or facsimile) are permitted in the solicitation, proposals and modifications to proposals shall be submitted in paper media in sealed envelopes or packages (i) addressed to the office specified in the solicitation, and

2) showing the time and date specified for receipt, the solicitation number, and the name and address of the offeror. Offerors using commercial carriers should ensure that the proposal is marked on the outermost wrapper with the information in paragraphs (c)(1)(i) and (c)(1)(ii) of this provision.

a. The first page of the proposal must show”

i. The solicitation number;

ii. The name, address, and telephone and facsimile numbers of the offeror (and electronic address if available);

iii. A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item;

iv. Names, titles, and telephone and facsimile numbers (and electronic addresses if available) of persons authorized to negotiate on the offeror’s behalf with the Government in connection with this solicitation; and

v. Name, title, and signature of person authorized to sign the proposal. Proposals signed by an agent shall be accompanied by evidence of that agent's authority, unless that evidence has been previously furnished to the issuing office.

3) Submission, modification, revision, and withdrawal of proposals.

a. Offerors are responsible for submitting proposals, and any modifications or revisions, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that proposal or revision is due.

4) Any proposal, modification, or revision received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and—

5) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of proposals; or

6) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government’s control prior to the time set for receipt of offers; or

7) It is the only proposal received.

a. However, a late modification of an otherwise successful proposal that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

i. Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the proposal wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

ii. If an emergency or unanticipated event interrupts normal Government processes so that proposals cannot be received at the office designated for receipt of proposals by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation, the time specified for receipt of proposals will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

iii. Proposals may be withdrawn by written notice received at any time before award. Oral proposals in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile proposals, proposals may be withdrawn via facsimile received at any time before award, subject to the conditions specified in the provision at 52.215-5, Facsimile Proposals. Proposals may be withdrawn in person by an offeror or an authorized representative, if the identity of the person requesting withdrawal is established and the person signs a receipt for the proposal before award.

8) Unless otherwise specified in the solicitation, the offeror may propose to provide any item or combination of items.

9) Offerors shall submit proposals in response to this solicitation in English, unless otherwise permitted by the solicitation, and in U.S. dollars, unless the provision at FAR 52.225-17, Evaluation of Foreign Currency Offers, is included in the solicitation.

10) Offerors may submit modifications to their proposals at any time before the solicitation closing date and time, and may submit modifications in response to an amendment, or to correct a mistake at any time before award.

11) Offerors may submit revised proposals only if requested or allowed by the Contracting Officer.

12) Proposals may be withdrawn at any time before award. Withdrawals are effective upon receipt of notice by the Contracting Officer.

D. Offer expiration date. Proposals in response to this solicitation will be valid for the number of days specified on the solicitation cover sheet (unless a different period is proposed by the offeror).

E. Restriction on disclosure and use of data. Offerors that include in their proposals data that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, shall ---

1) Mark the title page with the following legend: this proposal includes data that shall not be disclosed outside the government and shall not be duplicated, used, or disclosed --- in whole or in part --- for any purpose other than to evaluate this proposal. if, however, a contract is awarded to this offeror as a result of --- or in connection with --- the submission of this data, the government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. this restriction does not limit the government’s right to use information contained in this data if it is obtained from another source without restriction. the data subject to this restriction are contained in sheets [insert numbers or other identification of sheets]; and

2) Mark each sheet of data it wishes to restrict with the following legend: use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal.

F. Contract award.

1) The Government intends to award a contract or contracts resulting from this solicitation to the responsible offeror(s) whose proposal(s) represents the best value after evaluation in accordance with the factors and subfactors in the solicitation.

2) The Government may reject any or all proposals if such action is in the Government’s interest.

3) The Government may waive minor informalities and minor irregularities in proposals received.

4) The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)).

Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

5) The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit cost or prices offered, unless the offeror specifies otherwise in the proposal.

6) The Government reserves the right to make multiple awards if, after considering the additional administrative costs, it is in the Government’s best interest to do so.

7) Exchanges with offerors after receipt of a proposal do not constitute a rejection or counteroffer by the Government.

8) The Government may determine that a proposal is unacceptable if the prices proposed are materially unbalanced between line items or subline items.

Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.

9) If a cost realism analysis is performed, cost realism may be considered by the source selection authority in evaluating performance or schedule risk.

10) A written award or acceptance of proposal mailed or otherwise furnished to the successful offeror within the time specified in the proposal shall result in a binding contract without further action by either party.

11) If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:

a. The agency’s evaluation of the significant weak or deficient factors in the debriefed offeror’s offer.

b. The overall evaluated cost or price and technical rating of the successful and the debriefed offeror and past performance information on the debriefed offeror.

c. The overall ranking of all offerors, when any ranking was developed by the agency during source selection.

d. A summary of the rationale for award.

e. For acquisitions of commercial items, the make and model of the item to be delivered by the successful offeror.

f. Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.

2. SUBMISSION OF REQUESTS FOR DEBRIEFINGS - GSA’S HOURS OF

OPERATION.

GSA’s hours of operation are 8:00 AM to 4:30 PM. Requests for preaward debriefings postmarked or otherwise submitted after 4:30 PM will be considered submitted the following business day. Requests for post award debriefings delivered after 4:30 PM will be considered received and filed the following business day.

3. FAR 52.222-24 - PREAWARD ON-SITE EQUAL OPPORTUNITY COMPLIANCE

EVALUATION (FEB 1999)

(This provision does not apply to construction). If a contract in the amount of $10 million or more will result from this solicitation, the prospective Contractor and its know first-tier subcontractors with anticipated subcontracts of $10 million or more shall be subject to a preaward compliance evaluation by the Office of Federal Contract Compliance Programs (OFCCP), unless, within the preceding 24 months, OFCCP has conducted an evaluation and found the prospective Contractor and subcontractors to be in compliance with Executive Order 11246.

4. FAR 52.237-1 - SITE VISIT (APR 1984)

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

(see paragraph L.6. Inspection of Facility above for available date to visit and tour the facilities)

5. FAR 52.222-46 - EVALUATION OF COMPENSATION FOR PROFESSIONAL

EMPLOYEES (FEB 1993)

A. Recompetition of service contracts may in some cases result in lowering the compensation (salaries and fringe benefits) paid or furnished professional employees.

This lowering can be detrimental in obtaining the quality of professional services needed for adequate contract performance. It is therefore in the Government's best interest that professional employees, as defined in 29 CFR 541, be properly and fairly compensated.

As a part of their proposals, offerors will submit a total compensation plan setting forth salaries and fringe benefits proposed for the professional employees who will work under the contract. The Government will evaluate the plan to assure that it reflects a sound management approach and understanding of the contract requirements. This evaluation will include an assessment of the offeror's ability to provide uninterrupted high-quality work. The professional compensation proposed will be considered in terms of its impact upon recruiting and retention, its realism, and its consistency with a total plan for compensation. Supporting information will include data, such as recognized national and regional compensation surveys and studies of professional, public and private organizations, used in establishing the total compensation structure.

B. The compensation levels proposed should reflect a clear understanding of work to be performed and should indicate the capability of the proposed compensation structure to obtain and keep suitably qualified personnel to meet mission objectives. The salary rates or ranges must take into account differences in skills, the complexity of various disciplines, and professional job difficulty. Additionally, proposals envisioning compensation levels lower than those of predecessor contractors for the same work will be evaluated on the basis of maintaining program continuity, uninterrupted high quality work, and availability of required competent professional service employees. Offerors are cautioned that lowered compensation for essentially the same professional work may indicate lack of sound management judgment and lack of understanding of the requirement.

C. The Government is concerned with the quality and stability of the work force to be employed on this contract. Professional compensation that is unrealistically low or not in reasonable relationship to the various job categories, since it may impair the Contractor's ability to attract and retain competent professional service employees, may be viewed as evidence of failure to comprehend the complexity of the contract requirements.

D. Failure to comply with these provisions may constitute sufficient cause to justify rejection of a proposal.

6. GSAR 552.252-5 - AUTHORIZED DEVIATIONS IN PROVISIONS (DEVIATION

FAR 52.252-5) (SEP 1999)

A. Deviations to FAR Provisions.

1) This solicitation indicates any authorized deviations to a Federal Acquisition Regulation (48 CFR Chapter 1) provision by the addition of "(DEVIATION)" after the date of the provision, if the provision is not published in the General Services Administration Acquisition Regulation (48 CFR Chapter 5).

2) This solicitation indicates any authorized deviations to a Federal Acquisition Regulation (FAR) provision that is published in the General Services Administration Acquisition Regulation by the addition of "(DEVIATION (FAR Provision No.))" after the date of the provision.

B. Deviations to GSAR Provisions. This solicitation recognizes any authorized deviation to a General Services Administration Acquisition Regulation provision by the addition of "(DEVIATION)" after the date of the provision.

C. "Substantially the same as" provisions. Changes in wording of provisions prescribed for us on a "substantially the same as" basis are not considered deviation.

L.11. PHASED EVALUATION PROCEDURE

1. A Phased Evaluation Procedure will be used due to the expectation of receiving a large number of proposals in response to this solicitation. The purpose of this Phased Evaluation Procedure is to reduce unnecessary time and cost to the Government and the offerors.

2. As part of this procedure, offerors will be required to submit only their pricing information and the information associated with Prior Experience and Past Performance (Phase 1of the Technical Proposal) by the closing date for receipt of offers.

3. The specific details for this Phased Evaluation Procedure are as follows:

A. The Government will evaluate the proposals in phases in order to progressively reduce the number being considered for contract award. The purpose of this phased procedure is to reduce the time and cost of source selection, both for the Government and for the competing offerors.

B. The following steps will be taken in the execution of the Phased Evaluation Procedure:

1) The Government will determine the technical eligibility (responsiveness) of each offeror on a pass/fail basis. An offer will be deemed technically ineligible if:

(a) It does not manifest the offeror’s unconditional assent to the terms of the solicitation;

(b) It attempts to impose additional terms or conditions;

(c) The offer’s representations, certifications or other statements indicate the offeroror is not eligible for contract award.

2) Offerors deemed technically ineligible, or non-responsive, will be advised that their offer was deemed non-responsive and the offer is not eligible for award.

This is the same as any evaluation and not unique to the phased approach.

Notification will be made via formal letter from the Contracting Officer.

3) After the evaluation of offers based on technical eligibility, the Government will evaluate the Prior experience and Past Performance of the remaining offerors. Any offerors whose lack of experience or past performance ratings makes them highly unlikely to receive the award will be notified of this via formal letter. The letter will require the offeror to notify the Contracting Officer if they want to continue to the next phase of evaluation.

4) After conducting the initial evaluations described above, the Government will perform a price analysis, comparing the prices of the remaining offers to each other and to the Government estimate. Any offeror, whose prices are extremely non-competitive compared to a majority of other offers, will be notified via formal letter their offer is highly unlikely to receive the award.

The letter will require the offeror to notify the Contracting Officer if they want to continue to the next phase of evaluation.

5) After conducting the initial evaluations described above, the Government will request and evaluate proposed Management Plans. Management plans will only be requested from those offerors who were not previously told they were highly unlikely to receive the award; exception: management plans will also be requested from offerors who notified the contracting officer they wanted to continue the process even though they had been informed their offer was highly unlikely to receive the award. The request to those who were previously notified they were highly unlikely to receive the award will include a reminder they are not likely to receive an award and are not obligated to submit a management plan. All offerors will be given approximately ten days to prepare and submit the Management Plan.

6) The final award decision will be made after evaluating the remaining proposals based on Prior Experience, Past Performance, Management Plan and Price.

4. The decision to notify any offeror they are highly unlikely to receive the award through this

Phased Evaluation Procedure will not constitute the establishment of a competitive range, as described in FAR 15.306(c), and it will not obligate the Government to conduct discussions or to invite or entertain proposal revisions. However, the Government reserves the right to establish a competitive range and conduct discussions if it decides this would be in its best interest.

L.12. FORMAT OF PROPOSALS AND SUBMISSION REQUIREMENTS

1. Offerors will be required to submit electronic proposals as delineated below. The initial submittal will include the price proposal and phase 1 of the technical proposal and is what is required to be submitted by the closing date for receipt of offers.

2. All phases of the technical proposal shall be separate from the price proposal and shall not contain any price information. All offers shall be submitted on a flash drive (preferred) or CD. Proposals shall be formatted so as to be printable on non-reduced 8-1/2” x 11” pages using font size 12 with 1” margins on all four sides (formatted to be printable but printed copies should not be submitted; all proposals must be submitted electronically). Any forms and charts shall be clearly labeled and referenced and are not subject to the font size limitation.

3. The technical proposal must be submitted in two phases. In phase 1 of the technical proposal, the offeror must submit technical information addressing only Prior Experience and Past Performance. Phase 1 is what must be submitted by the closing date for receipt of offers. Upon request, offerors will submit information addressing the Management Plan (phase 2 of the technical proposal). Offerors will be given 10 days from time of request to submit the Management Plan information.

4. With respect to the Management Plan, there is a size limitation of eighty (80) pages. If a proposed Management Plan is in excess of 80 pages, only the first 80 pages will be read.

This limitation is not intended to imply the Government is expecting proposals to be of a particular length. Instead, offerors are encouraged to make their proposals only as voluminous as is necessary to respond to the preparation instructions set forth in the solicitation.

5. The pricing proposal will consist of the following:

A. Signed Standard Form 33 and acknowledgment of all amendments B. Completed electronic offer sheet C. Representations and Certifications D. SF LLL and SF LLL-A forms, as required E. GSA Form 527: Contractor’s Qualifications and Financial Information F. Contractor’s Responsibility Questionnaire G. Standard Form 24: Bid Bond

6. [REMOVED]

7. Number of Copies: 1 electronic submission on a flash drive (preferred) or CD. The initial submission due by the closing date and time for receipt of offers should include all nine (9) applicable items listed in section L.1. This copy should be delivered to:

GSA, PBS, Acquisition Division, 3PQXA, Attention: Jeff Gibson 100 S Independence Mall W #5, 2nd Floor Philadelphia, PA 19106

The date and time for Phase 2 of the technical proposal (the Management Plan) will be established at a later date. When due, this should also be an electronic submission on a flash drive (preferred) or CD. The copy of Phase 2 should also be delivered to the same address listed above.

8. The proposal should clearly demonstrate that the offeror has a thorough understanding of the requirement. Mere statements made by the offeror that he/she understands, can or will meet the solicitation requirements or paraphrasing the solicitation or parts thereof will be considered inadequate. Phrases such as "Standard procedures will be employed" or "well known techniques will be used" will also be considered inadequate. Clarity and completeness of the description of the offeror’s approach to the project is essential.

Marketing brochures count against the page limitation and should only be submitted if they are necessary to support the content of the technical proposal.

L.13. AWARD

1. Contract award shall be made to the offeror whose proposal is considered to be the best value to the Government considering price and technical factors.

2. The Government intends to evaluate proposals and award a contract without discussions with offerors (other than exchanges conducted for the purpose of minor clarifications). However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Therefore, each initial offer should contain the offeror's best terms from a price and technical standpoint.

L.14. TECHNICAL EVALUATION FACTORS

The Government will evaluate each offeror's technical proposal and price proposal in accordance with the evaluation factors in Section M of the solicitation. Past Performance and Prior Experience are equal in importance and, when combined, are approximately equal in importance to Management Plan. The technical evaluation factors, when combined, are considered to be approximately equal in importance to price. These factors and their associated submission requirements are set forth below:

1. PRIOR EXPERIENCE

A. This criterion will measure the breadth, depth and relevance of an offeror’s prior experience in performing projects similar in size, scope and complexity to the one described in this solicitation. Such projects must have involved operations and maintenance as well as custodial and related services. Prior experience by predecessor companies and or affiliated key personnel and subcontractors may be considered.

Previous projects may have been governmental (federal, state, or local) or private sector contracts. Experience on similar projects for the Federal Government is considered an asset.

B. By the closing date for receipt of proposals, the offeror is requested to submit a detailed descriptive listing of three (3) projects at a minimum and five (5) projects at a maximum performed within the past seven (7) years that are similar in nature to the one described in this solicitation. For joint ventures, or any major subcontractor arrangements, the teaming agreement between both parties should be submitted detailing ownership stakes, roles and responsibilities. Projects may be submitted for the joint venture as an entity or for an individual member of the joint venture. Prior experience working together in a joint venture minimizes risk to the Federal Government.

C. More recent performance may be deemed to have greater importance than less recent performance. “Similar” is defined as projects comparable in terms of such factors as square footage, duration, complexity and age of equipment and systems, makeup and mission of buildings and their occupants, types of services performed or level of Contractor responsibility and authority. For ongoing contracts, the Contractor must have a minimum of six (6) months experience performing the services at those location(s) by time of the closing date of this solicitation in order for those contracts to be evaluated as part of the offeror’s relevant prior experience. The detailed description submitted for each project should include, as a minimum, the following information:

1) Type of facility, number and geographical locations of associated buildings, scope of work, nature of tenant mission and population, square footage, complexity of equipment, age of facilities.

2) Estimated annual dollar value of contract.

3) Description of services provided and the offeror’s level of responsibility and authority on the project.

4) List of subcontracted services and subcontractors used, along with estimated annual cost of each subcontracted service.

5) Type of contract (e.g. cost reimbursable, incentive fee, award fee, time and materials, fixed price, etc.).

6) Date of contract start and completion, including options.

7) Name, title, address, phone number, and email of customer contact. It is incumbent on the offeror to ensure the customer information is current and accurate.

8) Name, title, address, phone number, and email of the building's owner or a representative of the owner who can attest to the quality of the services provided.

It is incumbent on the offeror to ensure this information is current and accurate.

D. Contractor must complete and include the provided prior experience cover sheet (included as attachment 2 in Section J of the solicitation). The cover sheet will provide for a summary of the information above; submittal of the cover sheet does not eliminate the requirement for the contractor to submit detailed information further describing the project. Additional pages can be attached to the cover page if more space is required;

however, the cover page is intended to be a summary only, more detailed information describing the project is still required.

E. ALTERNATE: Contractors may submit their Prior Experience securely online.

Contractors interested in using this option should email jeffrey.gibson@gsa.gov. The title of the email must be “47PD0317R0020 AV Bryan & Bostetter Courthouses CFM Prior Experience”. The body of the email should state the name of the company and provide an email list of any people they want to have access to their individual prior experience folder. Once the email is received, a secure individual folder will be created for that contractor and access will be granted to only the individuals listed in the original email. Once granted access, these individuals will receive an email with the link to the folder. Within the folder will be a version of the prior experience cover sheet that can be filled in and submitted online. The form may be copied for each of the 3 to 5 projects the contractor intends to submit. The contractor will also be able to upload into the folder the additional information to accompany each of the cover letters. Please make sure it is clear in the title of each file uploaded what cover letter it should be associated.

2. PAST PERFORMANCE

A. This criterion will evaluate the quality of an offeror’s past performance in performing services for projects similar in size, scope and complexity to the one described in this solicitation.
