About this opportunity
Mission Installation Contracting Command (MICC) at Fort Knox is conducting an industry feedback period on its draft RFP for comprehensive Transition Assistance Program (TAP) services, with feedback due by May 20, 2026; this is a competitive 8(a) set-aside contract structured as an IDIQ firm-fixed-price award. The solicitation (W9124D26RA041) is restricted to women-owned small businesses and carries a $15 million estimated size standard. MICC explicitly states that no contract will be awarded based on responses to this draft, proposals submitted will not be accepted or reviewed, and the Government reserves the right to revise or decline to issue the formal RFP following this feedback period.
The contract will deliver TAP services supporting approximately 90,000 military personnel annually transitioning from active duty across 48 Army installations (domestic CONUS and OCONUS, including locations in Germany, Korea, Italy, and Alaska) plus a virtual center. Performance includes a three-month phase-in (July 1 – October 3, 2026), nine-month base period (October 4, 2026 – June 30, 2027), and three 12-month option periods. Core deliverables encompass individualized initial counseling, individual transition plan development, pre-separation briefings, capstone counseling, group instruction (1:35 instructor-to-participant ratio, maximum 50 per class), a 24/5 virtual center with specified telephone wait times (15 minutes maximum) and email response standards (2 days), monthly analytics reporting, and biennial symposiums. Special Mission TAP Services—up to ten 3-to-7-day and five 30-day deployments annually—will be negotiated separately via task orders. Contractor staffing requires a Program Manager with Master's degree and PMP certification, Transition Counselors and Financial Counselors with Bachelor's degrees and specialized certifications, all subject to 15-year experience recency. Walk-in clients must be scheduled within 15 minutes; one-on-one counseling within 15 business days of request. Interested parties should submit feedback to Katie Paben (katie.e.paben.civ@army.mil) and Samara Johnson (samara.e.johnson.civ@army.mil).
