About this file
This document is a technical exhibit specifying prescribed delivery methods for Transition Assistance Program (TAP) client services based on client tier assignment and military rank.
The exhibit establishes three client tiers with differentiated service delivery requirements. Tier 1 clients (all ranks) and Tier 2 clients (various enlisted, officer, and warrant officer ranks) receive most services asynchronously, including EISA, Pre-Separation Briefing, My Transition Brief, MOC Crosswalk, Financial Planning for Transition Class, and Education Track services. However, both tiers receive synchronous delivery for Financial Counseling/Budget Review, Education Counseling, Capstone Counseling, Follow-Up Counseling, CSP Briefing, and CSP Counseling. Tier 3 clients (all ranks) receive all services synchronously except EISA, which is asynchronous. The IIC service is consistently synchronous across all tiers and ranks. The contractor must use this exhibit as the baseline for prescribing delivery methods but must accommodate client preferences if an asynchronous-assigned service is requested via synchronous delivery. Critically, the contractor shall not encourage, recommend, influence, or force clients prescribed synchronous delivery methods to receive services asynchronously. This document serves as a template or exhibit reference rather than a standalone solicitation.
