About this opportunity
The U.S. Department of Transportation (DOT), Office of the Senior Procurement Executive, is seeking Armed Security Guard Services for three DOT headquarters facilities in the Washington, D.C. area: the DOT Headquarters Complex, Federal Aviation Administration's Orville Wright Building, and Wilbur Wright Building. The procurement requires contractors to provide comprehensive security services including access control, visitor processing, screening operations, patrol and response, security operations center management, and other protective services using fully trained and qualified armed security officers. Proposals will be evaluated on a best value basis, with contractors required to demonstrate compliance with Federal Protective Service A-9 standards and maintain professional security operations 24/7. The solicitation was initially posted as a draft on June 10, 2025, with questions due within 10 calendar days to jason.bush@dot.gov and melinda.riddick@dot.gov, though Amendment #2 indicates the procurement has been moved to GSA e-Buy platform as RFQ 1772059.
This is a competitive 8(a) set-aside procurement under NAICS Code 561612 (Security Guards & Patrol Services) with a $25.5 million size standard, requiring all prime offerors to be SBA-Certified 8(a) Program Participants. The current incumbent appears to be Bering Global Solutions, LLC (later Bering Straits Professional Services), as evidenced by the collective bargaining agreement with security officers earning $36.08 per hour as of October 1, 2023, with scheduled increases to $38.08 effective December 1, 2024, and $39.60 effective December 1, 2025. The contract is structured as a firm fixed-price arrangement with an anticipated start date of October 1, 2025, including a 30-day transition period, followed by a base year through September 30, 2026, and four option years extending the total potential contract duration through September 30, 2030. Performance will occur at the three DOT facilities in Washington, D.C., with security operations requiring armed officers, specialized equipment including firearms and communication systems, and adherence to comprehensive training and qualification requirements.
