About this opportunity

The Air Force Test Center (AFTC) at Edwards Air Force Base is seeking multi-discipline Architect-Engineer (A-E) services through a Single-Award, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to provide Title I and Title II design and construction services for projects at Edwards AFB and associated sites in California. Services will include comprehensive master planning, engineering studies and investigations, design of new vertical construction, major facility renovations, and design of infrastructure systems such as electrical, mechanical, and civil engineering. The selection will be conducted using Qualifications-Based Selection (QBS) procedures under the Brooks Act and FAR Part 36.2, with evaluation based on six equally-weighted primary criteria: Professional Qualifications and Experience across multiple disciplines, Specialized Experience and Technical Competence in military and DoD facilities, Capacity to manage multiple simultaneous projects, Past Performance ratings, Knowledge of Southern California locality, and Computer-Aided Drafting capability using AutoCAD 2024 or newer. Interested firms must submit a Standard Form 330 (SF330) electronically via DoD SAFE by May 5, 2026, with the Government down-selecting to the top three rated firms for interviews before final selection and Request for Proposal issuance. Questions regarding the solicitation were due March 11, 2026, and the solicitation has undergone multiple amendments including changes to the seed project scope.

This procurement is designated as a Total Small Business Set-Aside under NAICS code 541310 with a size standard of $12.5 million in annual receipts, with no current incumbent identified. The IDIQ contract has a five-year period of performance from April 1, 2026, through March 31, 2031, with a total ceiling not to exceed $25,000,000, while individual task orders will range from a minimum of $5,000 to a maximum of $5,000,000 and will be priced on a Firm-Fixed-Price (FFP) basis. The contract requires the selected contractor to begin work within 10 days of notice to proceed and complete individual task orders within 180 calendar days, with a liquidated damage rate of $472.49 per calendar day of delay for non-compliance. Performance will occur primarily at Edwards AFB in Stallion Springs, California, with associated work at the Air Force Research Laboratory (AFRL) and Air Force Plant 42 in Palmdale, California. The seed project for evaluation purposes involves a "for construction" design package for the renovation of Building 2412 (DSN DFAC), requiring comprehensive architectural, mechanical, electrical, civil, and fire protection design deliverables over the 180-day performance period.

Latest Amendment:

A discrepancy was noticed on the Source Selection Criteria document. This amendment serves as the correction to that document to ensure the criteria is clearly stated. See updated attachment 2 for updates.

For ease of the use. Attachment 2 was updated to reflect the following verbiage on the selection process:

Selection of firms for the A-E IDIQ contract will be held with at least three (3) of most highly qualified firms. After evaluation and ranking of firms, request for further discussions/interviews will be submitted to the three (3) most highly qualified firms. After these interviews/discussions are held these top three firms will be ranked 1-3. A Request for Proposal will be issued to the top rated vendor and negotiations will occur if needed. If a mutually satisfactory contract cannot be negotiated, or cannot be negotiated within a reasonable amount of time, the CO shall terminate negotiations with that firm and shall issue an RFP to, and enter into negotiations with, the next most highly qualified firm. This procedure shall continue until the appropriate quantity, as determined by the CO, of mutually satisfactory contracts has been negotiated.
