About this file

This is a Questions and Answers document for federal contract solicitation FA9301-26-R-0004. The document clarifies submission requirements and evaluation criteria for an SF330 proposal package related to multidisciplinary architectural and engineering services.

Key clarifications include: ten (10) projects are required in Section F with an increased page limit of 20 pages (up from 8 pages); Section H (Past Performance) page limit increased from 8 to 10 pages to accommodate 10 projects at 1 page per project; SF330 Part II allows one page per proposed teaming partner; the requirement for a "Highly Qualified" rating under Criterion 1 requires separate in-house staff for seven primary disciplines (Urban Planner, Architect, Civil Engineer, Structural Engineer, Mechanical Engineer, Fire Protection Engineer, and Electrical Engineer) for the prime contractor and cannot be modified to allow team coverage; at least three total individuals (not per category) from the listed disciplines must be registered with 10+ years of professional experience and an accredited engineering/architecture degree; Urban Planner must be included in Section E resumes; additional resumes beyond the key personnel list are acceptable to address primary disciplines within a 20-resume limit; AutoCAD 2024 or newer utilization and design capabilities should be documented in Sections F and H with an additional 1-page allowance if needed; Knowledge of Locality should be captured in Section H within currently allotted pages. The overall SF330 Part 1 page limit increased from 55 to 60 pages, with Part II limited to one page for the Prime, one additional page for non-local Prime offices, and one additional page for teaming partners. The submission deadline of March 30th will not be extended.

Question and Answers 3-5

1. In Attachment 6, Submission Requirements, the instructions for Section F (page 2) are “1 page per project, maximum 10,” with a corresponding 8-page limitation.

However, in Attachment 2, Source Selection Criteria, the submission requirements for Criterion 2 (page 6) state “Ten (10) projects are required to be submitted”. Please confirm if 10 projects are required in Section F.

a. 10 Projects are required as stated in the Source Selection Criteria. Please adhere to the Source Selection Criteria over the Submission requirements.

2. In Attachment 6, Submission Requirements, the instructions for Section F (page 2) are “1 page per project, maximum 10,” with a corresponding 8-page limitation. Will the Government please increase the page limitation for Section F to 20 pages (up to 2 pages per project), to allow offerors to adequately address all of the specialized experience and technical competence requirements outlined in Criterion 2 in Attachment 2, Source Selection Criteria?

a. We will increase the page count from 8 to 20 to allow for further detail.

3. In Attachment 6, Submission Requirements, the instructions for the SF330 Part II (page 3) allow 1 page per Part II for each proposed teaming partner. Many companies have multiple office locations, and proposed key personnel from a single company are often based in different office locations. Will the Government please modify this requirement to allow 1 page per Part II for each teaming partner office location that is represented in Section E and Section F?

a. Yes. One page is allowed per each proposed teaming partner in Section II.

4. In Attachment 2, Source Selection Criteria, the requirements for a Highly Qualified Rating for Criterion 1 (page 5) state, “1. The Firm has a separate in-house staff for each of the primary disciplines (Urban Planner, Architect, Civil Engineer, Structural Engineer, Mechanical Engineer, Fire Protection Engineer, and Electrical Engineer.”

Small businesses often do not have all of the listed disciplines in-house. Several of these are specialized disciplines that are typically performed by specialty subcontractors. Will the Government modify this requirement to allow each of the primary disciplines to be covered by the offeror’s team rather than by the prime contractor itself?

a. No, the requirement for “Highly Qualified” rating will not be modified.

5. In Attachment 2, Source Selection Criteria, the requirements for a Highly Qualified Rating for Criterion 1 (page 5) state, “The Team includes at least three individuals (Architect, Civil Engineer, Structural Engineer, Mechanical Engineer, Fire Protection Engineer, and Electrical Engineer) registered to practice with at least 10 years of demonstrated professional experience and an engineering and/or architect degree recognized by accredited U.S. Education Institutions.” Please confirm the requirement is for three total individuals and not three individuals per category (e.g., 3 architects, 3 civil engineers, etc.).

a. It is three total individuals.

6. In Attachment 2, Source Selection Criteria, the requirements for a Highly Qualified Rating for Criterion 1 (page 5) include Urban Planner among the in-house staff for each of the primary disciplines. However, Urban Planner is not included in the list of key personnel (Attachment 2, Source Selection Criteria, Criterion 1, Submission Requirements, page 4). Please confirm if this role is required to be included in Section E.

a. Urban planner must be included

7. Attachment 2, Source Selection Criteria, Criterion 1 (page 4) includes a list of primary disciplines (a-k), many of which are not included in the list of key personnel (Attachment 2, Source Selection Criteria, Criterion 1, Submission Requirements, page 4). Is it acceptable to include additional resumes to address these primary disciplines, as long as we stay within the 20 resume limit?

a. Yes.

8. In Attachment 2, Source Selection Criteria, the requirements for Criterion 6 (page 12) state, “In SF330, Section F and H, provide a short synopsis to clearly indicate if AutoCAD 2024 or newer was utilized for each project and include any other information on design capabilities.” However, the instructions for Section H in Attachment 2 do not include “design capabilities”, and there is no page allocation for this. Please confirm where this should be included within Section H.

a. This should be in addition to the information in these. We can allow 1 additional page if needed.

9. In Attachment 2, Source Selection Criteria, the requirements for Criterion 5 (page 11) state, “The basis of the evaluation will be based on the information in Section H of the SF330.” However, the instructions for Section H in Attachment 2 do not include Knowledge of Locality, and there is no page allocation for this. Please confirm where this should be included within Section H.

a. We believe this should be captured in Section H with the currently allotted pages.

If you have other suggestions, please email the contracting team and we can look into this further.

10. In Attachment 6, Submission Requirements, the instructions for Section H, Past Performance (page 3), state “1 page per project, maximum 10 projects.” If offerors are to include 10 projects, will the Government increase the page limitation for this section to 10 pages, to allow 1 page per project? See comment No. 1 above.

a. We will increase page limit from 8 pages to 10 pages for this section.

11. Attachment 6, Submission Requirements outlines a 55-page limit for the entire SF330 submittal. Please confirm if this includes the Part II, or if this applies to Part I only.

a. With the additional page limits allowed we will be increasing the 55 page limit for Part 1 to 60 total pages. For Part II we will allow no more than one (1) page for the Prime, one (1) additional page for the Prime’s non-local offices that may be tasked to contribute, and one (1) additional page for teaming partners.

12. We would like to submit another RFI regarding Solicitation FA9301-26-R-0004. Due to the multidisciplinary scope of the contract, we are coordinating with several specialized teaming partners to assemble the most qualified team possible. We respectfully request consideration of a brief extension to the submission deadline to allow sufficient time to finalize team coordination and submit the strongest qualifications package

a. At this time there is no anticipated extension to the RFI deadline nor submission deadline of March 30th.
