About this file
This document is the Source Selection Criteria attachment for an Indefinite Delivery/Indefinite Quantity (IDIQ) architect-engineering contract for Edwards Air Force Base in California (Contract No. FA9301-26-R-0004, effective January 13, 2026). The selection process will evaluate firms based on six equally-weighted primary criteria and two secondary tie-breaker criteria, with at least three of the most highly qualified firms receiving requests for price proposals with 14 calendar days to respond. Negotiations will proceed with the highest-ranked qualified firms, continuing sequentially until the required number of mutually satisfactory contracts are negotiated.
The primary evaluation criteria are: (1) Professional Qualifications and Experience across multiple disciplines including architecture, civil/structural engineering, MEP engineering, fire protection, cost estimating, construction inspection, and surveying, with all project managers and Designers of Record requiring professional registration; (2) Specialized Experience and Technical Competence demonstrated through ten completed projects from the past five years involving military, DoD, or comparable facilities, with preference given to projects on military installations involving anti-terrorism/force protection criteria, building information modeling, and sustainability; (3) Capacity to manage six or more simultaneous projects successfully; (4) Past Performance evaluated through CPARS ratings or Past Performance Questionnaires with emphasis on recent and relevant projects; (5) Knowledge of Southern California locality (Imperial, Kern, Los Angeles, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara, and Ventura Counties) demonstrated through project locations; and (6) Computer-Aided Drafting capability using AutoCAD 2024 or newer. Secondary criteria include office Location proximity to Edwards AFB and Average Volume of Federal Work over three years, with firms having lower federal work volume serving as tie-breakers among equally qualified competitors. All firms must meet minimum "Qualified" ratings on primary criteria or face elimination; those achieving "Highly Qualified" status will be ranked higher within their rating tier.

Attachment 2 - Source Selection Criteria
INTRODUCTION
The selection process will be conducted in accordance with The Selection of Architects and Engineers Statute (40 U.S.C. Chapter 11), Federal Acquisition Regulation (FAR) Subpart 36.6, Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 236.6 and Air Force Federal Acquisition Regulation Supplement (AFFARS) Subpart 5336.6.
Selection of firms for the A-E IDIQ contract will be held with at least three (3) of most highly qualified firms. After evaluation and ranking of firms, requests for price proposals (RFPPs) will be submitted to the three (3) most highly qualified firms, or other quantity of firms determined appropriate by the CO.
Firms receiving RFPPs will have 14 calendar days from the date of RFPP to provide their Price Proposals to the CO. Negotiations will be held with the most highly qualified firms whose price proposals have been received by the CO in a timely manner. If a mutually satisfactory contract cannot be negotiated, or cannot be negotiated within a reasonable amount of time, the CO shall terminate negotiations with that firm and shall issue an RFP to, and enter into negotiations with, the next most highly qualified firm. This procedure shall continue until the appropriate quantity, as determined by the CO, of mutually satisfactory contracts has been negotiated.
SELECTION CRITERIA

CRITERION 4 - PAST PERFORMANCE
Past performance with Government agencies and private industry and CPARS (Contractor Performance Assessment Reporting System) in terms of cost control, quality of work, responsiveness to issues and changes, and compliance with performance schedules (capacity to accomplish the work in the required time), will be evaluated with emphasis on RECENT AND RELEVANT projects submitted on the SF 330s.
Projects constitute as recent and relevant are those that have been successfully completed in the past five (5) years.
Relevancy. The board will consider the relevancy of each performance evaluation on A-E services contracts to the proposed contract, including the type of work, performing office, age of the evaluation, and whether subsequent evaluations indicate a change in a firm's performance.
Past Performance. The board will consider the past performance ratings for projects completed on a military installation and those requiring antiterrorism/force protection (AT/FP) criteria knowledge are considered more relevant.
The Government will consider the performance quality of relevant efforts that are recent. For each recent past performance citation reviewed, the performance quality of the work performed will be assessed for the aspects of performance that relate to this acquisition. The quality assessment consists of an evaluation of the past performance questionnaire responses and/or CPARS information. It may include interviews with Government customers and fee determining officials, interviews with commercial clients, and interviews with DCMA officials or other sources known to the Government.
The quality assessment may result in positive or adverse findings. For adverse information identified, the evaluation will consider the number and severity of the problem(s), mitigating circumstances, and the effectiveness of correction actions that have resulted in sustained improvements.
The board will rate the confidence of the firm based on the ratings of its past performance on the following:
• Past and current customer satisfaction; e.g., overall customer satisfaction, rapport with customer, information sharing, reporting procedures and technology used, meeting design, cost, and schedule goals;
• Performance records, e.g., quality of work as measured over a number of projects completed within/or under budget and within/under schedule:
o Relationship and history of work with proposed consultants, o Quality, cost, and schedule and control procedures and technology used.
o Any contractor client reference or letter of appreciation will also be accepted.
SUBMISSION REQUIREMENTS: Section H of SF 330. For each project provided as experience under CRITERION 2, SUBMIT A COMPLETED CPARS EVALUATION FOR EACH PROJECT LISTED IN SECTION G OF THE SF 330. IF A COMPLETED CPARS EVALUATION IS NOT AVAILABLE, the Past Performance Questionnaire (PPQ) included in this notice is provided for the firm or its team members to submit to the client for each project included.
DO NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE.
IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your SF 330. If the firm is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, firms should complete and submit with their responses the first page of the PPQ, which will provide contract and client information for the respective project(s). Firms may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable) as long as it is on the same form as posted with this Request for Qualifications. Firms should follow up with clients/references to ensure timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the Government's point(s) of contact listed in this Request, prior to the response date.
Firms may provide any information on problems encountered and the corrective actions taken on projects submitted in the SF 330s.
A firm will be considered to have “Highly Qualified” Past Performance when a firm has received evaluations that average above satisfactory without any evaluations below satisfactory.
NOTE: Past performance information for projects listed in the SF 330s may be given greater weight. Past Performance evaluations must be finalized. Interim evaluations will not be considered.
A firm will be considered to have “Qualified” Past Performance when a firm has received evaluations that average satisfactory without any evaluations below satisfactory.
