About this opportunity
The 55th Wing at Offutt Air Force Base seeks qualifications for up to four single-award Firm-Fixed-Price Indefinite-Delivery/Indefinite-Quantity architect-engineer contracts under the Brooks Act, with SF330 proposals due June 25, 2026 at 3:00 PM Central Time. This is a 100% Total Small Business set-aside under NAICS 541330 ($25.5 million size standard).
Place of performance is Offutt AFB and associated off-site facilities in eastern Nebraska. Each contract carries a $49 million ceiling, a five-year base period plus one five-year option period, and a $1,000 minimum guaranteed fee for the base year.
The procurement structures work across four distinct pools, each awarded to a single firm: Pool 1 covers Specialized Engineering & Consulting (blast, RF shielding, SCIF/SAPF, acoustics); Pool 2 addresses Mechanical & Electrical Engineering; Pool 3 encompasses Civil & Structural Engineering; Pool 4 covers Architecture & Renovation. Firms may submit for multiple pools but will receive a maximum of one award.
Mandatory pass/fail requirements include current CMMC Level 2 (self) certification with active NIST SP 800-171 self-assessment score posted in the Supplier Performance Risk System (SPRS) at submission. Firms must use AutoCAD or REVIT version 2024 or newer for design work, SpecsIntact for specifications using Unified Facilities Guide Specifications, and employ Nebraska-licensed Professional Engineers or Registered Architects for final design documents. The geographic requirement for a 200-mile design office radius was removed by Amendment 0003.
Evaluation criteria are weighted: Specialized Experience and Technical Competence (Primary Factor 1); Professional Qualifications of Key Personnel (Primary Factor 2); Past Performance on relevant projects completed within seven years with A-E fees of $100,000 or greater, assessed via Contractor Performance Assessment Reporting System (Primary Factor 3); Knowledge of Locality (Primary Factor 4); Capacity to Accomplish the Work (Primary Factor 5); and Quality Control Program. Secondary tie-breaker factors include Equitable Distribution of DoD A-E Contract Awards and Small Business Subcontracting Commitment. The Government will conduct interviews with at least three most-qualified firms per pool and reserves the right to retain qualification data for future A-E requirements and market research.
Amendment 0006, issued June 22, clarifies that acknowledgment of Amendments 0005 and 0006 is not required; however, offerors must acknowledge receipt of Amendments 0001 through 0004 by signed statement on firm letterhead or within SF330 Part I, Section H, or face offer rejection.
