About this file

This document is Amendment 0003 to a federal solicitation for Architect-Engineer (A-E) Services issued by the Department of the Air Force, 55th Mission Support Group at Offutt Air Force Base, Nebraska. The amendment revises the Combined Synopsis/Solicitation (Solicitation Number FA4600-26-R-0004) to establish an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract vehicle with four pools for A-E services at Offutt AFB and surrounding areas. The amendment ensures compliance with Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI) 236.602-1 regarding A-E selection criteria.

The amendment introduces substantial changes to eligibility and evaluation criteria. The mandatory 200-mile geographic radius requirement for a firm's primary design office has been eliminated, removing a previous exclusionary gate for eligibility. The evaluation factors have been restructured, with "Knowledge of the Locality" elevated to Primary Factor 4 and "Capacity to Accomplish the Work" moved to Primary Factor 5. Two new secondary factors (tiebreakers) have been established: "Equitable Distribution of DoD A-E Contract Awards" and "Small Business Subcontracting Commitment." Past Performance evaluation criteria have been updated to use the Contractor Performance Assessment Reporting System (CPARS) as a primary source, with "relevant" projects now defined as those with a professional A-E design fee value of $100,000 or greater. Additionally, the Government has reserved the right to retain SF330 submissions and qualification data for market research or source selection on future requirements, including Non-Appropriated Fund (NAF) projects. The proposal submission deadline has been extended from 10 June 2026 to 25 June 2026 at 3:00 PM Central Time. A limited Q&A period has been reopened, with questions restricted to Amendment 0003 changes and due by 11 June 2026 at 3:00 PM Central Time. Offerors must acknowledge receipt of this amendment by signing and returning the SF30 form with their final SF330 submission package.

AMENDMENT 0003 SUMMARY OF CHANGES

Solicitation Number: FA4600-26-R-0004 Project Title: Architect-Engineer (A-E) Services Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contracts (Pools 1-4) Location: Offutt AFB, NE & Surrounding Areas Date of Amendment: 04 June 2026

1. PURPOSE OF AMENDMENT

The purpose of Amendment 0003 is to revise the Combined Synopsis/Solicitation to ensure full compliance with Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI) 236.602-1 regarding Architect-Engineer selection criteria.

Furthermore, this amendment extends the proposal submission deadline, reopens a limited Question and Answer (Q&A) period, and clarifies the Government's right to retain submission data for future requirements.

2. SUMMARY OF MAJOR CHANGES

Offerors are highly encouraged to thoroughly review the conformed Combined Synopsis/Solicitation (Rev. Amendment 0003) attached to this notice. The most significant changes include:

• Removal of Geographic Pass/Fail Requirement: The mandatory requirement for a firm to have a primary design office within a 200-mile radius of Offutt AFB has been deleted.

A firm’s physical address is no longer a go/no-go exclusionary gate for eligibility.

• Revision and Reordering of Selection Criteria (Section 5): The Evaluation Factors have been restructured and reordered.

o Reordering of Primary Factors: "Knowledge of the Locality" has been elevated in importance to become Primary Factor 4. Consequently, "Capacity to Accomplish the Work" is now Primary Factor 5.

o New Secondary Factors: "Equitable Distribution of DoD A-E Contract Awards" and "Small Business Subcontracting Commitment" have been established as Secondary Factors (Tiebreakers).

• Update to Past Performance Criteria: The Past Performance evaluation criteria have been updated. The Government will now use the Contractor Performance Assessment Reporting System (CPARS) as a primary source and consider superior performance on recent DoD contracts. Furthermore, the definition of a "Relevant" project has been clarified to mean projects with a professional A-E design fee value of $100,000 or greater.

• Retention of Qualifications Data: A clause has been added to the Submission Instructions explicitly notifying offerors that the Government reserves the right to retain SF330 submissions and qualification data to update A-E qualification files. This data may be used for market research or source selection on future requirements, including Non- Appropriated Fund (NAF) projects.

Note to Offerors: For ease of review, all revisions, additions, and deletions introduced in Amendment 0003 have been highlighted in yellow within the attached Conformed Combined Synopsis/Solicitation document.

3. SUPERSESSION OF PREVIOUS Q&A (AMENDMENT 0001)

IMPORTANT NOTICE TO OFFERORS: Due to the removal of the 200-mile geographic restriction and the restructuring of the evaluation criteria, several Government responses provided in the Amendment 0001 Q&A document are no longer valid.

• All questions and Government responses from the Amendment 0001 Q&A pertaining to the definition, enforcement, or application of the 200-mile geographic radius are hereby rescinded and superseded by this amendment.

• In the event of any conflict between information provided in the Amendment 0001 Q&A and the terms of this Amendment 0003, the Conformed, Combined Synopsis/Solicitation for Amendment 0003 shall govern.

4. EXTENSION OF PROPOSAL DEADLINE:

Due to the substantial nature of these changes, the deadline for the submission of SF330 packages has been extended.

• Old Deadline: 10 June 2026 at 3:00 PM Central Time

• NEW DEADLINE: 25 June 2026 at 3:00 PM Central Time

5. REOPENING OF QUESTION & ANSWERS (Q&A) PERIOD:

The Government is reopening the period for industry questions for a limited time.

• Restriction: Questions MUST be limited solely to the changes and new criteria introduced in Amendment 0003. Questions regarding unaltered portions of the solicitation will not be addressed.

• Q&A Deadline: All questions must be submitted in writing via email to Blaine Terry, Contract Specialist, at blaine.terry.2@us.af.mil and Cassandra Janousek, Contracting mailto:blaine.terry.2@us.af.mil

Officer, at cassandra.janousek@us.af.mil no later than 11 June 2026 at 3:00 PM Central Time. The Government will compile and post answers via SAM.gov shortly thereafter.

6. ACKNOWLEDGEMENT:

Offerors must acknowledge receipt of this amendment (and all prior amendments) by signing and returning the SF30 form with their final SF330 submission package. Failure to acknowledge this amendment may result in the rejection of the offer.
