About this file
This is Amendment 0005 to a Combined Synopsis/Solicitation issued by the Department of the Air Force, Headquarters 55th Wing (ACC) at Offutt Air Force Base, Nebraska for Architect-Engineer (A-E) Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contracts.
The amendment, issued on 17 June 2026, clarifies formatting requirements for Standard Form (SF) 330 submissions in response to an industry inquiry. The Government specifies that the 1-inch margin requirement does not apply to standardized, pre-formatted sections A through G of the GSA SF330 template, allowing offerors to use default margins in these sections to preserve the native document structure. However, the 1-inch margin requirement remains strictly enforced for Section H (Additional Information) and any free-form narrative continuation pages that offerors create and attach to their submissions. This clarification was issued to resolve ambiguity and ensure fair and competitive evaluation across all submissions within established page limits. The SF330 submission deadline remains 25 June 2026 at 3:00 PM Central Time. All other terms, conditions, and deadlines of the solicitation, as conformed in Amendment 0003 and clarified in Amendment 0004, remain unchanged.

AMENDMENT 0005 TO COMBINED SYNOPSIS/SOLICITATION
Solicitation Number: FA4600-26-R-0004 Project Title: Architect-Engineer (A-E) Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contracts for Offutt AFB, NE Date of Amendment: 17 June 2026
1. PURPOSE OF AMENDMENT
The purpose of Amendment 0005 to the subject Combined Synopsis/Solicitation is to accomplish the following:
A. Clarify Formatting Instructions: Provide an official Government clarification regarding the margin requirements for the Standard Form (SF) 330 submission.
Please note: Although the formal period for industry inquiries has closed, the Government is issuing this clarification to resolve a potential ambiguity regarding formatting instructions and to ensure a fair and competitive evaluation process.
All other terms, conditions, and deadlines of the solicitation, as conformed in Amendment 0003 and clarified in Amendment 0004, remain unchanged. The SF330 submission deadline remains 25 June 2026 at 3:00 PM Central Time.
2. QUESTIONS AND ANSWERS (Q&A)
Q7. In question #2 of Amendment 0004, the 1-inch margin requirement was asked about. The answer states that the requirement will remain intact for sections E-H, but sections E, F, and G are also standard SF330 forms with a default margin that is not 1 inch. Can you clarify if sections E, F, and G need to be reformatted to meet the 1-inch requirement?
A: The Government clarifies that the 1-inch margin requirement does not apply to the standardized, pre-formatted blocks of the GSA SF330 template, including all parts of Sections A, B, C, D, E, F, and G. Offerors may use the default margins provided in the standard GSA form for these specific sections to avoid breaking the native structure of the document.
The 1-inch margin requirement remains in effect and will be strictly enforced for Section H (Additional Information) and any other free-form narrative continuation pages that offerors create and attach to their submission. This requirement is enforced to ensure readability and a fair evaluation process across all submissions within the established page limits.
