metering). All information should be provided with readily verifiable documentation and where possible rely on industry or Government accepted publications/guidelines or manufacturer's literature.

i) Force Protection (FP): The Architect-Engineer (A-E) shall ensure that all reasonable Force Protection features are included in the design; some examples and areas of concern follow:

1) For facility Heating, Ventilation, and Air Conditioning (HVAC) systems, deny terrorists' ability to introduce chemical and/or biological agents through fresh air intakes as a possible health threat to building occupants. Investigate locating intakes as high as possible near the top edge of the building and providing heavy gauge expanded metal grates over the louver blades to preclude direct access. Provide proper filters behind louvers with good access for maintenance. Install leak-proof dampers in the fresh air ducts that can be closed by the system manager if a chemical and/or biological threat is apparent. If necessary, a roof-mounted fresh air intake is permitted if it is not visible from the front of the building and is located where there is the least chance of roof leaks. Mechanical and utility rooms must be designed with controlled access and should be constructed of heavy reinforced materials to deter terrorist attacks. Air handling units must be located in a mechanical room.

2) For utility plant designs the A/E shall research the use of reinforced enclosures, standoff fencing, low profile buildings, sensors/alarms, etc., to preclude easy access by terrorists and unauthorized personnel.

3) For new buildings the A/E shall research and incorporate all Force Protection requirements for various occupancy ratings, building set-backs and construction.

j) Mechanical Systems: Provide Direct Digital Controls (DDCs) to provide real-time data accessing control. Director of AF Civil Engineer Center has directed BCE to standardize HVAC chiller systems. The acquisition of new HVAC chiller systems thru maintenance, repair, and construction will comply with this directive. The standard manufacturer for Offutt AFB is Daikin (McQuay).

k) Energized Systems: Provide lock-out tag-out procedures for all energized systems. Lock-out tag-out procedures shall be included in the O&M manuals and affixed to the equipment.

l) Temporary Ureilites: Provide requirements in general mechanical and electrical specification sections requiring contractor to provide temporary heating, cooling, and electrical power for any associated outages expected to last more than 4 hours during occupied hours. Outage during unoccupied times do not require temporary utilities other than to prevent extreme temperatures from causing damage, freezing temperatures resulting in burst pipes, excessive heat and humidity resulting in condensation or mold growth, and lighting for safety purposes.

6. INSPECTIONS AND ADMINISTRATION

a) During project preparation, the A-E may be called upon to attend fact-finding meetings and design review conferences. The A-E shall prepare and transmit written memoranda of all meetings and pertinent instructions to the CO for the record.

The A-E will develop the specific information needed (at no additional cost to the Government) to enable the Government to issue an addendum to the IFB/RFP to assure all bidders are equally informed. [This does not pertain to scope changes or user requested changes].

b) The A-E shall be required to provide written rationale for bid results that are 10% greater or 15% lesser than the Government Estimate for which he/she was responsible. Pertinent factors (bid climate, material shortages, labor availability, local construction activity, etc.)

will be addressed individually. A recommendation will be provided by the A-E as to advisability to award contract or re-bid in the case of higher bid results. Additional information requested herein will be at no extra cost to the Government.

c) During construction of the project, the A-E shall be responsible for answering questions and providing clarifications of the design documents to the government, should apparent design discrepancies arise. Should errors or omissions surface during construction, the A-E shall provide necessary site consultations and required documents (at no additional cost to the Government) to make a Change Order to the Construction Contract. The Offutt AFB Contracting Officer will issue the actual Change Order. This in no way limits the future liability of the A-E where the contract design is deficient either by design error or by omission. All questions will be answered through the Contracting Officer or designated representative.

d) When alterations are required due to Addendum/Change Orders as requested by the Contracting Officer or designated representative, the A-E shall make necessary changes or additions to the specifications/drawings, including appropriate title block notations. When requested to alter the project documents, the A-E shall do so in the least amount of time possible to avoid causing delay of the construction.
