APPLICABLE.
6.0 GENERAL DESCRIPTION OF WORK
The A-E shall perform all services required to prepare and furnish complete and functional construction documents within the programmed cost and scope.
6.1 Design Changes: The Government reserves the right to make changes through the 35% design phase at no additional cost. Government-imposed changes after the 35% design approval will be subject to negotiation. Changes due to A-E error shall be made at no cost to the government.
6.2 Asbestos: When required by a specific Task Order, the A-E shall perform comprehensive investigative services to determine the presence, quantity, condition, and type of asbestos-containing materials (ACM).
http://www.wbdg.org/
• Level of Investigation: The specific depth of inspection will be defined in the individual TO. The A-E must be capable of performing inspections ranging from limited visual surveys to comprehensive, invasive, and destructive testing
• Sampling and Analysis: Investigations shall include bulk sample collection (per AHERA) and analysis by a NVLAP-accredited facility.
• Abatement Design: Based on the findings, the A-E shall perform all required design services for the safe and compliant abatement of all identified ACM, ensuring the design provides sufficient detail to minimize unforeseen conditions and Requests for Equitable Adjustment (REAs).
6.3 Ozone Depleting Chemicals (ODC): The A-E shall ensure that no Class I Ozone Depleting Substances (ODS) are specified in the design, plans, or specifications. Furthermore, the contract documents shall prohibit the use of construction equipment that employs Class I ODS during project execution without prior written approval from the Contracting Officer.
This requirement is in accordance with the Clean Air Act, Title VI, and all applicable Environmental Protection Agency (EPA) and DoD regulations.
For the purpose of this SOW, Class I ODS include, but are not limited to:
Halons: Halon-1211, Halon-1301, Halon-2402 Chlorofluorocarbons (CFCs): CFC-11, CFC-12, CFC-13, CFC-111, CFC-112, CFC-
113, CFC-114, CFC-115, CFC-211, CFC-212, CFC-213, CFC-214, CFC-215, CFC-
216, and CFC-217

6.5 General Construction Storm Water Permit: The A-E shall include applicable provisions of the Offutt AFB Storm Water permit in the project design to minimize erosion and the discharge of pollutants in construction site runoff.
6.6 Lead-Based Paint: Where construction activities will disturb painted surfaces, the A-E shall perform an inspection for the presence, quantity, and condition of painted surfaces that may contain lead. This will include testing paint films and characterization of waste. The A-E design shall then implement the applicable Air Combat Command guidance for lead-based paint.
6.7 Confined Spaces: The A-E shall determine and identify any workplace that contains a permit-required confined space as defined by OSHA Standard 1910.146.
6.8 Energy and Operating Analysis: The designer shall provide actual or calculated energy consumption rates for the existing and new systems. Additionally, any cost savings between operating, maintaining, or repairing the existing and new systems should be identified (such as manpower savings, annual recurring savings through reduced maintenance requirements, or periodic savings through reduced overhaul or component replacement).
This information and supporting documentation is to be included with the design analysis and will be used by the Air Force to perform a life cycle cost analysis on this project.
Supporting documentation should consist of basic assumptions and engineering calculations to show how the consumption rates or savings are determined. Provide a description of how the savings can be verified (e.g., metering). All information should be provided with readily verifiable documentation and, where possible, rely on industry or Government accepted publications/guidelines or manufacturer's literature.
6.9 Force Protection: The A-E shall ensure that all reasonable and applicable Force Protection features are included in the design, including but not limited to:

6.12 Temporary Utilities: Provide requirements in the specifications for the construction contractor to provide temporary heating, cooling, and electrical power for any associated outages expected to last more than 4 hours during occupied hours. Outage during unoccupied times do not require temporary utilities other than to prevent extreme temperatures from causing damage, freezing temperatures resulting in burst pipes, excessive heat and humidity resulting in condensation or mold growth, and lighting for safety purposes.
7.0 SITE AND UTILITY SURVEYS
When specified in an individual Task Order, the A-E shall be responsible for obtaining all necessary site, topographic, boundary, and utility survey data required for the execution of the design.
7.1 Requirement Trigger: The requirement for, and specific scope of, a site survey will be defined in the individual Task Order. If required, the A-E shall submit the completed survey data no later than the 35% Conceptual Design submittal to ensure the design is based on accurate, verified existing conditions.
7.2 Survey Standards: When a survey is required, the A-E shall ensure all work is performed under the direct supervision of a Professional Land Surveyor licensed in the State of Nebraska. This includes a comprehensive Utility Investigation (e.g., GPR, potholing) to locate and map all existing underground and overhead utilities. All survey data shall be provided in the Government's specified format and tied to the Offutt AFB coordinate system detailed in Section 9.5.
7.3 GPS and Survey Report:
7.3.1 Accuracy: The A-E shall provide survey-grade Global Positioning System (GPS) data at an accuracy level of +/- 2 centimeters.
7.3.2 Methodology: All survey-grade GPS data collection activities, whether Real-Time Kinematic (RTK) or post-processed, require the use of an accurately sighted base station. All base station files must be verified for accuracy. Questions regarding existing local control may be directed to the Offutt GIO (402-294-3296).
7.3.3 Survey Report: A formal Survey Report shall be delivered in both digital and hardcopy format. The report must identify the survey method, equipment list, control points, control diagrams, field data, and calibration documentation. The Survey Report and all associated drawings shall be signed by the licensed Professional Surveyor.
7.3.4 Survey Database: A Survey Database shall be produced for all surveyed points. The preferred deliverable format is an ESRI ArcGIS 10.x Personal Geodatabase.
Acceptable alternatives include ESRI Shapefiles or Autodesk AutoCAD drawings accompanied by a mapped Microsoft Access database. All point processing information must be structured to allow for easy correlation between records in the report and features in the digital files.
