SCOPE OF ARCHITECT-ENGINEER (A-E) SERVICES:
The overall program will provide a full range of Title I and Title II services. Please note: While the scope of work described below is comprehensive for the overall IDIQ program, the specific services required under any individual task order will be restricted to the disciplines relevant to the specific contract pool. The primary service categories include, but are not limited to, the following:
Title I – Investigative and Pre-Design Services (Type A) This category involves the analysis, investigation, and reporting necessary to inform project planning and design decisions. Services may include feasibility studies and planning reports; site investigations and surveys (including geotechnical, environmental, and utility surveys); design and constructability reviews; third-party peer reviews of existing designs; facility condition assessments; the development of project cost estimates and economic analyses; and Antiterrorism/Force Protection (AT/FP) and security vulnerability assessments.
Title I – Design Services (Type B) This category encompasses all aspects of the design process for projects ranging from repair and renovation to new construction. Core activities include the preparation and/or review of contract plans, technical specifications, comprehensive design analyses, supporting engineering calculations, project schedules, and detailed construction cost estimates. These services will span a variety of professional disciplines, which may include architectural, landscape architecture, interior design, civil, structural, geotechnical, mechanical, electrical, fire protection, communications, security, and environmental engineering. Depending on task order requirements, design deliverables may consist of conceptual sketches, presentation materials like color boards, complete construction documents, Building Information Models (BIM), and/or CAD drawings.
Title II – Construction Period Services This category includes professional services performed during the construction phase of a project to ensure compliance with the design intent. These services may consist of the review of contractor submittals, shop drawings, and Requests for Information (RFIs); conducting site visits and inspections to observe the progress and quality of work; preparing detailed inspection reports; providing technical support for the negotiation of construction contract modifications; and assisting in project closeout activities, including the review of as-built drawings and support for system commissioning.
4. MANDATORY SUBMISSION AND TECHNICAL REQUIREMENTS
The overall program will provide a full range of A-E services across the four IDIQ contracts. The following sections outline the mandatory requirements for both submission and contract performance.
4.1 Mandatory Pass/Fail Submission Requirements
To be considered for evaluation, submissions shall meet all of the following requirements. Failure to meet any one of these requirements at the time of submission shall result in the submission being deemed non-compliant and ineligible for further consideration.
• a. Timeliness: The submission shall be received by the Government no later than the specified closing date and time. Late submissions will not be evaluated.
• b. Geographic Requirement: The Government has determined that a local presence is critical for the successful and timely execution of the work anticipated under this IDIQ. The nature of the anticipated task orders requires frequent, and often impromptu, on-site meetings and site investigations. A readily available local team is necessary to prevent delays in critical design decisions. Furthermore, a thorough understanding of local building codes, permitting processes, soil conditions, and utility infrastructure is critical for efficient and accurate design. Due to the potential for urgent and emergent design requirements, rapid on-site response time is a key factor for successful contract performance.
o Accordingly, the Offeror shall possess and identify in their submission a full-service, non-residential design office located within a 200-mile radius of 106 Peacekeeper Lane, Offutt AFB, NE.
• c. CMMC Certification: In accordance with DFARS Provision 252.204-7025, Notice of Cybersecurity Maturity Model Certification Level Requirements, the full text of which is provided in Section 8, the Offeror shall possess a current CMMC Level 2 (self) certification (or higher) in the Supplier Performance Risk System (SPRS) at the time of submission. The Government will verify the offeror's CMMC status in SPRS as part of the initial compliance review.
4.2 Technical Performance Requirements
The following requirements are mandatory for the performance of work under the resulting contracts:
a. Design Software & Formatting: All design work performed under these contracts shall be executed using AutoCAD or REVIT, version 2024 or newer. Specifications shall be written in SpecsIntact using the latest Unified Facilities Guide Specifications (UFGS). Designs shall also incorporate Offutt’s latest revision of Front-End Specifications.
b. Licensure: For work performed in Nebraska, all final design documents shall be signed and sealed by a Professional Engineer or Registered Architect holding a current, active license in the State of Nebraska.
5. SELECTION CRITERIA
Selection of the firm for each of the four contract pools shall be in accordance with RFO 36.602-1 to the most highly qualified firm based upon the criteria below. The evaluation will focus on determining the most qualified firm; price is not an evaluation factor. The U.S. Air Force intends to hold discussions (interviews) with at least three (3) of the most highly qualified firms for each pool. These discussions or interviews shall be solely for the purpose of clarifying information already contained in the SF330 submittal and shall not be used to allow offerors to correct deficiencies or submit new information.
The selection will be based on the following evaluation factors. Factors 1 through 6 are listed in descending order of importance (Factor 1 is more important than Factor 2, etc.). Factor 7 will only be used as a tiebreaker.
1. Specialized Experience and Technical Competence: The Government will evaluate the depth and relevance of the firm's project experience as presented in SF330, Part I, Section F, as it relates to the specific pool(s) being proposed. The evaluation of relevance will consider the similarity in project size, scope, and complexity to the work anticipated at Offutt AFB. As part of this assessment, the Government will consider the firm's demonstrated proficiency in using modern design tools (e.g., AutoCAD/REVIT) to develop the clear, accurate, and constructible design packages described in their project examples. A project description that clearly shows how these tools were used to prevent issues (e.g., through BIM clash detection) will be noted as a strength.
Submission Requirements for Projects:
• Offerors shall submit a maximum of five (5) project examples per pool, completed within the last seven (7) years.
• For the purposes of this evaluation, a task order on a previous IDIQ contract is considered a single project. Offerors shall not submit an overarching IDIQ contract itself as an example project; instead, list specific, relevant task orders or stand-alone contract awards.
• Joint Ventures (JV): Project experience should ideally be submitted for projects completed by the JV entity. If the JV does not have shared experience, projects may be submitted from the individual JV members. In such cases, offerors shall clearly delineate what portion of the work was performed by the JV member. A signed copy of the Joint Venture agreement shall be included with the submission.
Pool-Specific Evaluation Focus:
a) For Pool 1 (Specialized): The evaluation will focus on identifying significant project experience in blast analysis, RF shielding, SCIF construction, or other highly specialized fields.
b) For Pool 2 (Mechanical & Electrical): The evaluation will focus on identifying a portfolio of work in both mechanical and electrical systems, such as central utility plants, complex HVAC, medium voltage distribution, or mission-critical backup power.
c) For Pool 3 (Civil & Structural): The evaluation will focus on identifying a portfolio of work in site design, paving, stormwater management, and structural analysis.
d) For Pool 4 (Architecture & Renovation): The evaluation will focus on identifying a portfolio of work in comprehensive architectural design, programming, and interior design, with an emphasis on complex renovation projects.
2. Professional Qualifications: The evaluation will assess the qualifications, competence, professional registration (e.g., PE, RA), and relevant experience of the proposed key personnel as presented in SF330, Part I, Section E. The assessment will focus on the qualifications of the individuals proposed for the project team.
3. Past Performance: The prime contractor and/or team members must demonstrate successful performance on similar projects that are recent and relevant. The evaluation will assess the firm's record of performance on recent and relevant contracts.
• Definitions: "Recent" is defined as projects performed within the last seven (7) years prior to the closing date of this synopsis. "Relevant" is defined as completed work of a similar nature (including scope, complexity, and dollar value) to the work in the specific pool being assessed.
• Method of Evaluation: The evaluation will be based on a subjective assessment by the Evaluation Board of the relevance and ratings of the past performance information. Past performance will be evaluated in terms of: 1) Technical/Quality of Product or Service, 2) Schedule/Timeliness, 3) Adherence to Budget, and 4) Management/Business Relations. A demonstrated history of minimal design-related change orders will be considered a strength.
• Sources of Information: The Government will evaluate past performance data based on the projects presented in SF330, Part I, Section F. The Government will primarily review the Contractor Performance Assessment Reporting System (CPARS). Evaluating past performance may also include information provided by the firm, customer inquiries, Government databases, and publicly available sources.
• Non-CPARS Projects: For any project submitted in Section F that does not have a finalized CPARS evaluation (e.g., private industry, state/local government), offerors shall provide the following information in SF330, Part I, Section H:
o Project Name/Client o Project Description o Dollar Value o Key Metrics/Outcomes (regarding quality, schedule, and accuracy of design cost estimates) o Accurate Client contact information (Name, Phone, Email)
• Lack of Past Performance: Offerors without a record of relevant past performance may not be evaluated favorably or unfavorably on past performance.
4. Capacity to Accomplish the Work: The evaluation will assess the firm's ability to accomplish the work in the required time, considering their present workload and the availability of the project team, as detailed in SF330, Part I, Section G. The assessment will specifically consider the firm's demonstrated ability to manage multiple projects simultaneously and respond to expanded or short-notice task orders while maintaining quality and cost controls. The ability of the prime contractor and its proposed team to provide services across the entire required geographic area will also be considered. The ability to self-perform critical aspects of the work will be considered a strength.
5. Knowledge of the Locality: The evaluation will assess the offeror's demonstrated knowledge of the geography, climate, local codes, and geology of the Offutt AFB region, as supported by project narratives provided in SF330, Part I, Section F.
6. Quality Control Program: The Government will evaluate the firm's proposed quality control program to be used for all deliverables under this contract. The evaluation will assess the management approach, specific processes for ensuring technical accuracy, and how the program extends to any subcontractors. Offerors should detail their quality control processes in SF330, Part I, Section H.
7. Volume of DoD A-E Contract Awards (tiebreaker): This factor will only be used as a tiebreaker to distinguish between firms deemed technically equal after evaluation of all other factors. The tiebreaker will be based on a preference for the offeror with the highest total number of verifiable DoD A-E prime contract awards (excluding task orders) received by the offeror in the last seven (7) years. Firms shall not submit data for this factor. The Government will independently verify this information using the Federal Procurement Data System (FPDS) and other government databases if a tiebreaker situation arises.
