4. MANDATORY SUBMISSION AND TECHNICAL REQUIREMENTS
The overall program will provide a full range of A-E services across the four IDIQ contracts. The following sections outline the mandatory requirements for both submission and contract performance.
4.1 Mandatory Pass/Fail Submission Requirements
To be considered for evaluation, submissions shall meet all of the following requirements. Failure to meet any one of these requirements at the time of submission shall result in the submission being deemed non-compliant and ineligible for further consideration.
• a. Timeliness: The SF330 submission shall be received by the Government no later than 25 June 2026 at 3:00 PM Central Time. Late submissions will not be evaluated.
b. Cybersecurity Compliance (SPRS/NIST SP 800-171): In accordance with DoD policy for safeguarding Covered Defense Information and the phased implementation of the Cybersecurity Maturity Model Certification (CMMC), the following requirements apply:
1. Requirement for the Offeror (Prime/JV): The Offeror shall possess a current, active Summary Level Score in the Supplier Performance Risk System (SPRS) reflecting a self-assessment against the NIST SP 800-171 framework at the time of submission. The Government will verify the Offeror's SPRS status as part of the initial compliance review.
The Offeror shall explicitly list their CAGE code and any applicable SPRS/CMMC unique identifier(s) (UIDs) on the Cover Page of their SF330 Part I submission.
2. Requirement for Subconsultants/Teaming Partners: The mandatory submission requirement above applies only to the Offeror. However, offerors are advised of the flow-down requirement that will apply during contract performance. The Prime Contractor shall be responsible for ensuring that any subconsultant who will process, store, or transmit Controlled Unclassified Information (CUI) during the execution of a task order also meets the appropriate cybersecurity safeguarding requirements (including NIST SP 800-171/SPRS scores and future CMMC requirements) prior to receiving such CUI.
Subconsultants who will not handle CUI are not required to maintain SPRS scores or CMMC certification.
4.2 Technical Performance Requirements
The following requirements are mandatory for the performance of work under the resulting contracts:
a. Design Software & Formatting: All design work performed under these contracts shall be executed using AutoCAD or REVIT, version 2024 or newer. b. Licensure: For work performed in Nebraska, all final design documents shall be signed and sealed by a Professional Engineer or Registered Architect holding a current, active license in the State of Nebraska.
5. SELECTION CRITERIA
Selection of the firm for each of the four contract pools shall be in accordance with RFO 36.602-1 to the most highly qualified firm based upon the criteria below. The evaluation will focus on determining the most qualified firm; price is not an evaluation factor. The U.S. Air Force intends to hold discussions (interviews) with at least three (3) of the most highly qualified firms for each pool. These discussions or interviews shall be solely for the purpose of clarifying information already contained in the SF330 submittal and shall not be used to allow offerors to correct deficiencies or submit new information.
The Government will evaluate each offeror's Standard Form (SF) 330 to assess their qualifications. The evaluation will be conducted using Primary and Secondary factors. Primary factors are significantly more important than Secondary factors. Secondary factors will not be attributed greater significance than qualifications and past performance. Secondary factors will only be applied as tie-breakers to determine the final ranking if two or more firms are considered technically equal after the evaluation of the Primary factors.
A. PRIMARY SELECTION FACTORS
(Listed in descending order of importance)
1. Specialized Experience and Technical Competence: The Government will evaluate the depth and relevance of the firm's project experience as presented in SF330, Part I, Section F, as it relates to the specific pool(s) being proposed. The evaluation of relevance will consider the similarity in project size, scope, and complexity to the work anticipated at Offutt AFB. As part of this assessment, the Government will consider the firm's demonstrated proficiency in using modern design tools (e.g., AutoCAD/REVIT) to develop the clear, accurate, and constructible design packages described in their project examples. A project description that clearly shows how these tools were used to prevent issues (e.g., through BIM clash detection) will be noted as a strength.
Submission Requirements for Projects:
• Offerors shall submit a maximum of five (5) project examples per pool, completed within the last seven (7) years.
• For the purposes of this evaluation, a task order on a previous IDIQ contract is considered a single project. Offerors shall not submit an overarching IDIQ contract itself as an example project; instead, list specific, relevant task orders or stand-alone contract awards.
• Joint Ventures (JV): Project experience should ideally be submitted for projects completed by the JV entity. If the JV does not have shared experience, projects may be submitted from the individual JV members. In such cases, offerors shall clearly delineate what portion of the work was performed by the JV member. A signed copy of the Joint Venture agreement shall be included with the submission.
Pool-Specific Evaluation Focus:
• For Pool 1 (Specialized): The evaluation will focus on identifying significant project experience in blast analysis, RF shielding, SCIF construction, or other highly specialized fields.
• For Pool 2 (Mechanical & Electrical): The evaluation will focus on identifying a portfolio of work in both mechanical and electrical systems, such as central utility plants, complex HVAC, medium voltage distribution, or mission-critical backup power.
• For Pool 3 (Civil & Structural): The evaluation will focus on identifying a portfolio of work in site design, paving, stormwater management, and structural analysis.
• For Pool 4 (Architecture & Renovation): The evaluation will focus on identifying a portfolio of work in comprehensive architectural design, programming, and interior design, with an emphasis on complex renovation projects.
2. Professional Qualifications: The evaluation will assess the qualifications, competence, professional registration (e.g., PE, RA), and relevant experience of the proposed key personnel as presented in SF330, Part I, Section E. The assessment will focus on the qualifications of the individuals proposed for the project team.
Offerors shall provide a resume in SF330 Section E for each of the key personnel disciplines listed below for the specific pool(s) they are proposing on. Individuals may serve in more than one role if appropriately credentialed and licensed.
• For Pool 1 (Specialized Engineering & Consulting) Required Disciplines:
o Project Manager o Lead Blast/Protective Design Engineer o Lead Radio Frequency (RF)/EMP Shielding Specialist o Lead Secure Facility (SCIF/SAPF) Subject Matter Expert
• For Pool 2 (Mechanical & Electrical Engineering) Required Disciplines:
o Project Manager o Lead Mechanical Engineer (PE) o Lead Electrical Engineer (PE) o Lead Fire Protection Engineer (FPE)
• For Pool 3 (Civil & Structural Engineering) Required Disciplines:
o Lead Civil Engineer (PE) o Lead Structural Engineer (PE)
• For Pool 4 (Architecture & Renovation) Required Disciplines:
o Lead Registered Architect (RA) o Lead Interior Designer (NCIDQ or equivalent)
(Note: Resumes submitted for disciplines not explicitly listed above will not be evaluated under this factor)
Minimum qualifications are not being specified beyond what is implied by the professional title (e.g., a Professional Engineer must hold a P.E. license). The evaluation will be a subjective assessment of the competence and experience demonstrated in the provided resumes.
3. Past Performance: The prime contractor and/or team members must demonstrate successful performance on similar projects that are recent and relevant. The evaluation will assess the firm's record of performance on recent and relevant contracts.
• Definitions: "Recent" is defined as projects performed within the last seven (7) years prior to the closing date of this synopsis. "Relevant" is defined as completed work of a similar nature (including scope, complexity, and professional fee value) to the work in the specific pool being assessed. To be considered relevant, submitted projects must have a professional A-E fee value of $100,000 or greater.
• Method of Evaluation: The evaluation will be based on a subjective assessment by the Evaluation Board of the relevance and ratings of the past performance information. Past performance will be evaluated in terms of: 1) Technical/Quality of Product or Service, 2) Schedule/Timeliness, 3) Adherence to Budget, and 4) Management/Business Relations. A demonstrated history of minimal design-related change orders will be considered a strength.
• Sources of Information: The Government will evaluate past performance data based on the projects presented in SF330, Part I, Section F. However, the Government is not limited to reviewing only the projects submitted by the Offeror. In accordance with R-DFARS PGI 236.602-1, the Government will utilize performance evaluation data from the Contractor Performance Assessment Report System (CPARS) as a primary source of past performance information and will consider, as appropriate, superior performance evaluations on recently completed Department of Defense (DoD) contracts. The Government reserves the right to query CPARS to evaluate the firm's performance on other recent and relevant projects not identified in the SF330. Evaluating past performance may also include customer inquiries, other Government databases, and publicly available sources.
• Non-CPARS Projects: For any project submitted in Section F that does not have a finalized CPARS evaluation (e.g., private industry, state/local government), offerors shall provide the following information in SF330, Part I, Section H:
o Project Name/Client o Project Description o Dollar Value o Key Metrics/Outcomes (regarding quality, schedule, and accuracy of design cost estimates) o Accurate Client contact information (Name, Phone, Email)
• Lack of Past Performance: Offerors without a record of relevant past performance may not be evaluated favorably or unfavorably on past performance.
4. Knowledge of the Locality: The evaluation will assess the offeror's demonstrated knowledge of the local region and their logistical capability to provide rapid, on-site support to Offutt AFB, NE.
• Local Knowledge: Offerors must demonstrate a thorough, practical understanding of local and state building codes, permitting authorities, regional geological/soil conditions, and local utility infrastructure. Higher evaluation ratings may be given to firms that demonstrate recent, successful performance navigating these specific local conditions on similar projects.
• Responsiveness: Because anticipated task orders will require frequent, and often impromptu, on-site design charrettes, site investigations, and immediate physical responses to emergent design issues, the Government will evaluate the Offeror's proposed methodology and logistical capability to deploy qualified key personnel to Offutt AFB rapidly. Offerors must clearly detail how they will prevent project delays caused by travel or remote coordination.
• Submission Instructions: Offerors shall provide a dedicated narrative addressing this factor in SF 330, Part I, Section H (Additional Information). To support this narrative, offerors are encouraged to cross-reference relevant local projects presented in Section F and local key personnel presented in Section E.
5. Capacity to Accomplish the Work: The evaluation will assess the firm's ability to accomplish the work in the required time, considering their present workload and the availability of the project team, as detailed in SF330, Part I, Section G. The assessment will specifically consider the firm's demonstrated ability to manage multiple projects simultaneously and successfully absorb expanded workloads while maintaining strict quality and cost controls. The ability of the prime contractor to self-perform critical aspects of the work rather than relying heavily on subcontractors will be considered a strength.
6. Quality Control Program: The Government will evaluate the firm's proposed quality control program to be used for all deliverables under this contract. The evaluation will assess the management approach, specific processes for ensuring technical accuracy, and how the program extends to any subcontractors. Offerors should detail their quality control processes in SF330, Part I, Section H.
B. SECONDARY SELECTION FACTOR (TIEBREAKER)
(These factors will be used as "tie-breakers" only if two or more firms are considered technically equal after the evaluation of all Primary Factors. They are listed in descending order of importance.)
1. Equitable Distribution of DoD A-E Contract Awards:
In accordance with R-DFARS PGI 236.602-1(a)(6)(A), the Government will consider the volume of work awarded by DoD to the firm during the previous 12 months to ensure an equitable distribution of contracts. The Government will give preference to the offeror with the lower volume of verifiable DoD A-E prime contract awards received during the previous 12 months.
• FPDS Data Verification: The Government will independently extract and verify this data utilizing the Federal Procurement Data System (FPDS). Offerors do not need to submit this data but may provide a list of DoD prime contract awards received within the last 12 months in SF330, Part I, Section H for verification purposes.
• Targeted Firms: In evaluating the equitable distribution of work, the Government will actively consider and favor:
o Firms that have not had prior DoD contracts.
o Small business concerns o Historically Black Colleges and Universities and Minority Institutions
(HBCU/MI).
o Small Disadvantaged Business (SDB) concerns and joint ventures with SDB participants.
• Strict Exclusions: In accordance with R-DFARS PGI 236.602-1(a)(6)(A)(2), the
Government will not consider:
o Awards to overseas offices of the firm for projects located outside the United
States, its territories, and possessions.
o Awards to a subsidiary of the firm if that subsidiary is not normally subject to the management decisions, bookkeeping, and policies of the holding or parent company, or if the incorporated subsidiary operates under a firm name different from the parent company.
• Limitation: The Government will not reject the overall most highly qualified firm solely in the interest of equitable distribution of contracts.
2. Small Business Subcontracting Commitment
In accordance with R-DFARS PGI 236.602-1(a)(6)(C), the Government will evaluate the extent to which potential contractors identify and commit to utilizing small businesses as subcontractors.
The evaluation will assess the offeror's commitment to:
• Small Business (SB) concerns
• Small Disadvantaged Business (SDB)
• Historically Black Colleges and Universities and Minority Institutions
(HBU/Mis) as subcontractors.
Offerors shall clearly document these commitments, including proposed subcontractor names and anticipated percentages of work, in SF330, Part I, Section H.
