About this file
This is Amendment 0002 to a Combined Synopsis/Solicitation for Architect-Engineer (A-E) services issued by the Department of the Air Force, 55th Mission Support Group at Offutt Air Force Base, Nebraska under solicitation number FA4600-26-R-0004. The amendment, dated 12 May 2026, clarifies ambiguous language regarding the submission deadline that was published in Amendment 0001's Questions and Answers document.
The final and definitive deadline for receipt of all SF330 submissions is 10 June 2026 at 3:00 PM Central Time. The Government has extended this deadline to provide adequate administrative time for offerors to achieve compliance with the mandatory cybersecurity requirement: possession of a current, active Summary Level Score in the Supplier Performance Risk System (SPRS) reflecting a self-assessment against the NIST SP 800-171 framework. This pass/fail requirement must be met at the time of submission; the Government will not accept plans or schedules for future compliance. The amendment corrects the answers to Question 12 and Question 19 from Amendment 0001 by removing references to a "30-day extension" while maintaining the actual extended deadline. Offerors must acknowledge receipt of both Amendment 0001 and Amendment 0002 by including a statement of acknowledgment on the Cover Page/Letter of their SF330 Part I submission, or their submission may be deemed noncompliant.

AMENDMENT 0002 TO COMBINED SYNOPSIS/SOLICITATION
Solicitation Number: FA4600-26-R-0004 Project Title: Architect-Engineer (A-E) Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contracts for Offutt AFB, NE Date of Amendment: 12 May 2026
1. PURPOSE OF AMENDMENT
The purpose of Amendment 0002 is to correct ambiguous language regarding the submission deadline that was published in the Amendment 0001 Q&A document. This amendment clarifies the Government's intent and establishes the final and definitive deadline for this solicitation.
A. Clarification of Submission Deadline: The final deadline for receipt of all SF330 submissions remains 10 June 2026 at 3:00 PM Central Time, exactly as it was printed in the conformed synopsis provided with Amendment 0001.
B. Correction to Q&A Document: The answers to Question 12 and Question 19 in the Amendment 0001 summary document are hereby amended to remove the phrase "30-day extension." See Section 2 below for the corrected language.
All other terms, conditions, and clarifications established in Amendment 0001 remain in full force and effect. No other documents are being replaced with this amendment.
2. CLARIFYING QUESTIONS AND ANSWER
The following answers from Amendment 0001 are hereby replaced in their entirety to eliminate confusion regarding the submission deadline.
Correction to Q12:
A: The Government will not waive or reduce the cybersecurity requirement. As clarified in previous answers and in Section 4.1.c of the amended solicitation, the requirement is for a current, active Summary Level Score in the Supplier Performance Risk System (SPRS) reflecting a self-assessment against the NIST SP 800-171 framework. This remains a mandatory, pass/fail requirement at the time of submission.
However, the Government acknowledges that this requirement requires administrative lead time for offerors to complete the self-assessment and for the score to populate in SPRS. To

promote maximum competition among small businesses and allow adequate time for compliance, the Government has extended the deadline for receipt of SF330 submissions.
The final, definitive deadline for receipt of all SF330 submissions is 10 June 2026 at 3:00 PM Central Time.
Correction to Q19:
A: No. The Government will not accept a plan or schedule for future compliance in lieu of the mandatory requirement.
As established in Section 4.1.c of the Combined Synopsis/Solicitation, possessing a current, active Summary Level Score in the Supplier Performance Risk System (SPRS) reflecting a self-assessment against the NIST SP 800-171 framework is a mandatory, pass/fail requirement at the time of submission.
The Government requires this foundational cybersecurity compliance upfront to ensure all awardees are immediately capable of executing the sensitive requirements of this IDIQ program. Awarding a contract with the stipulation that the firm cannot handle CUI until an undetermined future date Please note that the Government has extended the final submission deadline to 10 June 2026 at 3:00 PM Central Time (as detailed in the conformed synopsis attached to Amendment 0001) to provide industry with additional administrative time to ensure their SPRS records are active.
No further relaxation of this requirement will be considered.
3. ACKNOWLEDGEMENT OF AMENDMENTS
Offerors MUST acknowledge receipt of ALL amendments (Amendment 0001 and Amendment 0002) by including a statement of acknowledgment (e.g., "Receipt of Amendments 0001 and 0002 is hereby acknowledged") on the Cover Page/Letter of their SF330 Part I submission.
Failure to acknowledge all amendments may result in the submission being deemed non-compliant.
