The purpose of Amendment No. 2 to Solicitation No. 80AFRC19R0008 is to:


1) Revise the narrative for Table 3 on page 47 of the solicitation amendment; and
2) Incorporate revised J-03 Armstrong Flight Research Center PWS dated 14 August 2019.


Please note the additional narrative included for Table 3 does not impact the quantities listed in Table 2 or Table 4. Revised Attachment J-03 Armstrong Flight Research Center PWS dated 14 August 2019 includes changes to Section 6.0 Performance Elements and Appendix 1 - AFRC Aircraft List.

The purpose of Amendment No. 1 to Solicitation No. 80AFRC19R0008 is to:
1) Revise the solicitation; and
2) Post the solicitation questions and responses.
Large file transfer is an additional submission option to e-mail. The large file transfer instructions are attached. Requests to use large file transfer must be received no later than August 16, 2019 at 12:00 PT and an invitation e-mail will be sent out no later than August 19, 2019 at 12:00 PT.

NASA Armstrong Flight Research Center (NASA AFRC) has a requirement for Aircraft Operations Support services and hereby issues the attached Request for Proposal for Solicitation No. 80AFRC19R0008, which supersedes the previous Sources Sought No. 80AFRC18R0002. In support of this requirement, NASA AFRC intends to solicit and award a single Indefinite Delivery Indefinite Quantity contract utilizing FAR Part 15. This effort will be competed on a full and open basis. The NAICS Code and Size Standard are 488190 and $32.5M respectively.
Requests for documents which are referenced in the solicitation and not available to the general public must be made via e-mail to the Primary Point of Contact. The request must contain the specific document name and number requested, as well as the name of the requestor, company name, and CAGE code.
Questions must be submitted via e-mail to the Primary Point of Contact and received no later than July 24, 2019, 12:00 p.m. Pacific Time. Telephone questions will not be accepted. It is the potential offeror's responsibility to monitor FedBizOpps.Gov for any updates/amendments to the solicitation. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).

This is a draft solicitation for the NASA Armstrong Flight Research Center (AFRC) Aircraft Operations Support (AOS) services. The draft solicitation is issued to allow industry the opportunity to provide questions and/or comments regarding the potential solicitation package. This draft solicitation is issued under Solicitation No. 80AFRC19R0008, which supersedes the previous Sources Sought No. 80AFRC18R0002. Proposals are not being accepted in response to the draft solicitation.


This requirement is anticipated to be a non-commercial procurement utilizing FAR Part 15. This effort is anticipated to be competed on a full and open basis. Please submit comments and suggestions regarding small business subcontracting opportunities for this procurement. The NAICS Code and Size Standard for this requirement are 488190 and $32.5M, respectively. It is the potential offeror's responsibility to monitor FedBizOpps.Gov for updates.

Industry Day will be held as indicated below:

Other Information: Industry Day will consist of a tour of the Armstrong Flight Research Center facilities located at Edwards, CA.


Attendance at Industry Day is recommended; however, attendance is neither required nor a prerequisite for proposal submission and will not be considered in the evaluation. Offerors, individuals, or interested parties who plan to attend Industry Day must complete the attached Visitor Request Form (AFRC Form 10735) and submit the form to Tom Grindle at tom.grindle@nasa.gov no later than April 11, 2019.


The Government is not responsible for the Offerors' inability to obtain clearance within sufficient time to attend the conference. Due to space limitations, representation of any potential Offeror may not exceed three (3) company representatives/persons per Offeror. Any "lobbying firm or lobbyist" as defined in 2 U.S.C. 1602(9) and (10), or any Offeror represented by a lobbyist under the Lobbying Disclosure Act of 1995 shall be specifically identified.


Visitors on NASA Centers are allowed to possess and use photographic equipment
(including camera cell phones) and related materials EXCEPT IN CONTROLLED AREAS. Anyone desiring to use camera equipment during the conference should contact the Contracting Officer to determine if the site(s) to be visited is a controlled area.
All questions during Industry Day must be submitted in writing on Industry Day or e-mailed to Angela Stinchfield at angela.t.stinchfield@nasa.gov no later than May 1, 2019 at 12:00 Pacific Time. The NASA Armstrong Flight Research Center (NASA AFRC) has a requirement for Aircraft Operations and Maintenance Services. In support of the requirement, NASA AFRC intends to issue a Request for Proposal (RFP) to solicit and award a single Indefinite Delivery Indefinite Quantity contract.


The specific requirement is to provide aircraft operations support at NASA AFRC, located on Edwards Air Force Base, California, Building 703 located in Palmdale, California, and other locations designated by the Government. The support shall include, but is not limited to, all Aircraft Maintenance and Modification Services; Maintenance and Repair at Organizational, Intermediate, and Depot levels; Quality Management System; Technical Training; Materials Control; Maintenance Support (Aircrew Life Support, Avionics and Instrumentation, Aircraft Backshop Support, Environmental Testing, Metrology and Calibration, Engine Shop, and Experimental Fabrication); and Flight-line Operations.
