Evaluation CriteriaEvaluation Criteria

Exclusions to the page limitation:

• Title Page

• Table of Contents

• Key Personnel Resumes

• Total Compensation Plan

Price Performance Tradeoff (PPTO) will be used

• PPTO process is a best value source selection strategy ‒ Technical acceptable/unacceptable evaluation ‒ Trade-off between past performance and price

Technical Acceptability

• Technical Volume I-A: NASA-wide Performance Work Statement ‒ Technical Approach ‒ Management Approach

• Technical Volume I-B: Armstrong Flight Research Center Task Order ‒ Technical Approach ‒ Phase-In Plan ‒ Management Approach ‒ Staffing Approach ‒ Key Personnel

Both Technical Volumes I-A and I-B must be determined acceptable per the definition below:

Technical Volume I-A MUST be rated “Acceptable” in order for Technical Volume I-B to be evaluated. If Technical Volume I-A is rated “Unacceptable,” the proposal will not be further evaluated

Volume II - Past Performance

• Two aspects to the past performance evaluation:

‒ (1) Relevancy: Performance of the AOS requirement similar or greater in size, content, and complexity

• Three (3) current or past contracts performing the same or similar task within the last five (5) years ‒One (1) of the three can be as a major subcontract and/or team member ‒ (2) Quality: How well the contractor performed on previous contracts

• Government’s evaluation may include questionnaires and CPARS Assessment Reports.

• Assessment of quality and relevancy will result in an overall performance confidence assessment as defined in NFS 1815.305(a)(2)

Volume III - Price

• Price proposal will be determined to be reasonable based on adequate price competition

• This section is to be strictly limited to cost and price information

• Information that can be construed as belonging in one of the other sections of the proposal will be so construed and counted against that section’s page limitation

Volume III – Price (Cont.)

• Provide fully burdened firm-fixed price monthly rate and the extended price for each period

• Evaluation of task order options ‒ The Government will evaluate offers for award purposes by adding the total price for the basic task order requirement, the total price for all task order options, and the 6-month extension

‒ The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced
