RFP No. 80AFRC19R0008 Aircraft Operations Support

1.0 Introduction

1.1 Background

Aeronautics and Science Research conducted by NASA has directly benefited today’s air transportation system and aviation industry. Tools and technologies developed by NASA have increased the capacity and improved the efficiency, safety, and environmental impact of the air transportation system. NASA continues to research and develop tools and technologies that can be integrated into even more advanced and efficient aircraft and air vehicle systems, including enabling game-changing concepts for the future. To assure continued success of its mission, NASA must develop and implement effective and innovative processes to serve this broad mission, stakeholder, and customer base. This requires working with other NASA Centers, industry leaders, universities, science proponents and others.

1.2 Objectives

The purpose of this contract is to support the operations of all aircraft as assigned by NASA.

Aircraft types include, but are not limited to, motor glider through large commercial, military and experimental one-of-a-kind research aircraft. In particular, this Performance Work Statement (PWS) describes the work to be performed and the deliverables to be provided by the Contractor to NASA Centers as applicable under this Aircraft Operations Support (AOS) contract.

1.3 Scope

The Contractor shall support all NASA assigned and NASA supported aircraft operations, including aircraft maintenance, aircraft modification, and flight-line operations. NASA aircraft are operated to meet both Center and Agency platform, research, and support aircraft requirements. During deployments, NASA may conduct aircraft operations from other facilities, including Contiguous United States (CONUS) and Outside Contiguous United States

(OCONUS).

2.0 General Requirements

The following general requirements shall apply to all functions, services, and products of this contract. Unless specified otherwise herein, the Contractor shall comply with these requirements at the commencement, and throughout the duration, of the contract. All contractor employees shall be capable of effectively communicating in English sufficient to perform the duties as stated in this PWS.

2.1 Contract Administration

The Contractor shall manage its workforce to ensure that quality products and safe operations are provided to NASA and NASA customers in accordance with all applicable regulations and requirements. The Contractor shall provide on-site management and establish management procedures to fulfill the requirements of this PWS. The Contractor also shall be required to interface, as required, with various NASA organizations, other NASA Contractors, NASA Customers and appropriate regulatory bodies.

2.1.1 Business Management

The Contractor shall provide a management team that has sufficient knowledge and breadth of skills to effectively and efficiently manage the range of technical disciplines required under this contract. This team will exercise management and operational control for performance requirements set forth in this PWS.

2.1.2 Staffing

The Contractor shall provide all management, supervision, labor and materials to perform the requirements of this contract.

2.1.3 Compliance with Center Procedures

While on Government premises, the Contractor shall comply with requirements governing the conduct of personnel and the operation of the facility. Such requirements are generally set forth in NASA-wide or local installation management instructions, handbooks, or Announcements. NASA wide Directives are located in the NASA Online Directives Information System (NODIS). This list may be modified whenever the Government deems necessary to include additional issuances pertaining to the conduct of the personnel and the operation of the facility.

2.1.4 Training

The Contractor shall develop, document, and implement a training and certification process that assures all Contractor personnel are properly trained, qualified and certified for the tasks they are required to perform to include the operation of special purpose Government equipment. This training may be available through Government sources.

2.1.5 Contractor Purchases

The Contractor shall not accomplish purchases for which the Government intends to maintain property accountability unless the Contractor purchases are for development of an item which shall be delivered to the Government upon completion of the development by the Contractor. These purchasing functions are limited to necessary and incidental items tied directly to Contractor performance. The Contractor shall not perform purchasing functions or act in any other way as an agent for the government. The Contractor shall not purchase items used by Government personnel in performance of their duties.

2.2 Place of Performance

If other NASA Centers place orders against this contract, then the NASA Center’s task order will define the place of performance for the specific NASA Center’s work. The Contractor may be required to support alternate locations and perform international and/or domestic travel in support of mission requirements.

Core Hours

Contractor employees shall be available during the core hours unless otherwise authorized by the COR or his/her delegated representative to adjust schedule in support of mission requirements. Exceptions to core hours may include weekend hours or alternate shift hours in support of project specific schedules. For OCONUS deployments, the COR or his/her authorized designee, shall determine the work schedule.

Some positions will require occasional instances of unusual working hours, such as requirements for working an extended day, working late (working beyond the mutually agreed ending time for any particular day), or working on a weekend. The Contractor is responsible for adjusting work schedules to their employees for such unusual working hours, altering the start time (for support later than the mutually agreed ending time for any particular day), or some other appropriate adjustment or solution. Core hours at NASA Centers will be provided as needed.

Overtime

Overtime hours are normally required to respond to emergencies, unusually heavy workloads, and unexpected situations that may occur due to unforeseen service requirements.

If circumstances indicate the potential need for overtime in order to accomplish a task such overtime must be authorized in advance by an authorized government representative. If there is a potential for overtime support while on Temporary Duty Assignment (TDY), the Contractor shall secure approval.

Travel

Travel may be required in conjunction with the performance of work requirements.

Allowability of travel costs is determined in accordance with Federal Acquisition Regulations (FAR) 31.505-45, the Federal Travel Regulations (FTR), and the Joint Travel Regulation (JTR). Travel must be coordinated through the COR and is not authorized until approved by the CO. Travel requirements under this contract shall be met using the most economical form of transportation available. All travel should be scheduled sufficiently in advance to be able to allow sufficient time for COR/CO review process.

2.3 Period of Performance

The period of performance is five (5) years from the effective date of this contract.

2.4 Government Furnished Property (GFP)

The Contractor shall develop and implement an effective management approach for monitoring and tracking Government Furnished Property if applicable to the task order requirement. The Contractor reports annually any NASA property in Custody of Contractors that has been furnished or that has been acquired by the Contractor under the terms of the contract. The Contractor shall be responsible for safeguarding all government equipment, information and property provided for Contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

2.5 Security

The Contractor shall comply with all NASA, Federal, State and local security requirements. This requirement may be performed at any NASA Center, site or installation as directed by NASA.

2.5.1.Contract Security Classification Specification

The Contractor shall meet the minimum security requirements listed in the Contract Security Classification Specification, DD Form 254.

2.6 Quality Assurance

Quality assurance requirements will be in accordance with Center directives.

2.7 Quality Management System

The Quality Management System processes will be in accordance with applicable Center directives.

2.8 Safety

The Contractor shall implement safety, health and environmental program requirements based on Center directives. The safety of personnel, facilities and operations are paramount in conjunction with fulfilling the mission. It is NASA policy to protect the public, avoid loss of life, personal injury or illness, property loss or damage, or harm to the environment in pursuit of its logistical support to the mission.

3.0 Work Requirements

Section 3 describes the technical requirements to be performed and the deliverables to be provided by the Contractor under the AOS contract. These sub-sections apply to all NASA-related and NASA-designated aircraft. All maintenance shall be performed in accordance with the applicable NASA, Air Force, Navy, FAA, commercial, and any other applicable requirement.

Contractor operations shall include, but is not limited to, servicing, preventive and routine maintenance on NASA-related or NASA-designated aircraft and their respective systems.

Specific requirements will be defined at the task order level.

3.1. Aircraft Maintenance

This Maintenance function is to maintain the airworthiness of NASA-related or NASA-designated aircraft. The Contractor shall maintain all assigned equipment, as described herein on airframes and engines for all platform, research, and support aircraft under this contract. Aircraft maintenance and repair may be at (Organizational [O], Intermediate [I], as well as limited Depot [D] level). All maintenance and inspections shall be performed in accordance with applicable NASA, Air Force, Navy, FAA, commercial, and any other applicable requirements.

3.1.1.Flightline Services

The Contractor may be required to support flightline services on all assigned and transient aircraft in accordance with NASA, Air Force, Navy, FAA and commercial requirements.

This support includes all flight line servicing, aircraft handling, launch, and recovery.

3.1.2.Off Site Recovery

Repairs required on aircraft off site shall be performed by the Contractor when required and authorized by NASA. These off-site locations include both CONUS and OCONUS. The Contractor shall also be required to participate with NASA in emergency recovery operations for any incidents/accidents associated with NASA and NASA supported aircraft.

Participation may require the repair of disabled aircraft, recovery of aircraft or aircraft related hardware from crash sites. The Contractor shall participate in the security and safety of the aircraft as required until the aircraft is returned to the applicable Center.

3.1.3.Maintenance Operations Office

The Contractor may be required to support the Maintenance Operations Office in accordance with AFOP-7900.3-026, Aircraft Documentation.

3.1.4.Engine Shop

The Contractor may be required to support aircraft engine, component and sub-assembly O, I, and D level maintenance and non-standard modifications on NASA operated engines in accordance with NASA, Air Force, Navy, FAA and commercial requirements.

3.1.5.Tool/Chem Crib / HAZMAT Attendant

The Contractor may be required to provide operations for applicable Center Chemical/Tool cribs. The Tool/Chem Crib / HAZMAT (Hazardous Materials) Attendant is responsible for the daily routine of issuing tools/parts and hazardous material.

3.2 Unique Requirements

3.2.1.Technical Training

The Contractor may be required to provide a Technical Training Instructor who shall prepare, schedule and conduct classroom instruction for initial and re-certification training of Government employees and other Government contractor employees requiring training as required by each Center.

3.3 Avionics and Instrumentation

The Avionics and Instrumentation function installs, maintains, tests, troubleshoots, and repairs all on-aircraft electronic and electrical systems. This function also develops, fabricates, tests, modifies, and integrates electronic flight hardware into research and science aircraft and associated payload systems. The specific qualifications required of the technicians will be specified by each Center.

3.4 Experimental Fabrication

The Fabrication function builds and installs flight and non-flight hardware. The Contractor may be requested to provide support in the hydraulic shop, machine shop, sheet metal shop, welding shop and production control.

3.5 Aircrew Life Support

The Life Support function maintains life support and egress systems, as well as providing training required for all flight crew members and ground support personnel. The Contractor may be required to: Inspect, maintain, troubleshoot, modify, pack and adjust life sustaining aircrew equipment which includes, but is not limited to: flight helmets, oxygen masks, parachutes, flotation devices, survival kits, aircrew night-vision goggles, anti-G garments, explosives, ejection seats, canopies, hatches, oxygen systems and Full Pressure Suits.

3.6 Aircraft Records

The Aircraft Records function stores and maintains NASA-required aircraft related documentation and records including the oversight of NAMIS implementation. The contractor may be required to provide aircraft records support.

3.7 Engineering Support

The Engineering Support function accomplishes the calibration and specification validation of research aircraft instrumentation equipment and components. It also performs environmental acceptance testing of electronic and electromechanical equipment. The Contractor may be required to provide engineering support, including but not limited to, the electronics lab, environmental testing, metrology and calibration, and the calibration laboratory.

3.8 Operations Scheduling Officer

The Contractor may be required to provide Operations/Scheduling Support for day to day flight operations both CONUS and OCONUS.
