Solicitation No. 80AFRC19R0008

QUESTIONS AND ANSWERS

1) The DRFP states that "Past performance regarding predecessor companies, affiliates, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will not be rated as highly as past performance information for the principal Offeror." The DRFP specifies 37 different and 69 total aircraft, and 11 different engine models. It appears that only the incumbent contractor will be able to rate in the Very High or High Level of Confidence areas. Please clarify the Government's intent. (Ref Solicitation Page 47)

Answer: This acquisition will be conducted under full and open competition pursuant to FAR Part 15 “Contracting by Negotiation.”

2) 7 Key Personnel positions are specified in the Instructions to Offerors. The Key Personnel qualifications are all TBD. Given the criticality of these positions, we request these qualifications during this DRFP time in order to assure that our candidates meet or exceed all of the Government's required qualifications. (Ref Solicitation Page 40, Attachment J-02 AFRC PWS, Para. 5 Page 24)

Answer: Finalized key personnel position requirements as listed in Attachment J-02 AFRC PWS will be posted with the solicitation.

3) Proper staffing is very important to provide a compliant proposal submittal, but the Labor Classifications are TBD. We request these classifications during this DRFP time in order to assure that our candidates meet or exceed all of the Government's requirements. (Ref Solicitation, Attachment J-02 AFRC PWS, Appendix 4 Page 31)

Answer: Finalized labor classifications as listed in Attachment J-02 AFRC PWS, Appendix 4 will be posted with the solicitation.

4) Will Government be providing industry access to a technical library containing AFOP- 7900.3-026, Aircraft Documentation? If not, will Government share an electronic version of AFOP-7900.3-026, Aircraft Documentation? (Ref Attachment_J-01-NASA_wide- PWS, Page 5, Section 3.1.3)

Answer: Documents will be provided upon request.

5) What is the anticipated percentage of workforce that is required to have a security clearance?

Answer: Anticipated percentage of the workforce required to have security clearance will be based on the requirements set forth in the PWS and DD254.

6) The reference paragraph, gives the offeror the impression that this request for proposal is Lowest Price Technical Acceptable (LPTA) and not Price Performance Trade-off best value as stated on page 44, Section M. Does the same criteria apply for the submission of the “Small Business Subcontracting Plan” after contract award for a Competitive Price Performance Trade-off best value competition? (Ref Solicitation, pg 42, para. (d)(b))

Answer: NFS Clause 1852.219-73 Small Business Subcontracting Plan (May 1999) will not be included in the final solicitation.

7) The reference paragraph does not provide small business concern goals as part of the solicitation. Is any award criteria weighed on the offeror on the value and scope of small business participation? (Ref Solicitation, pg 42, para. (d)(b))

Answer: Not at this time.

8) Will certified training courseware be provided for the instructor led training? (Ref PWS NASA-wide AOS, pg 42, para. 3.2.1)

Answer: For the AFRC requirement, the Offeror will be required to send Technical Training instructor to both an external IPC approved certification course and to NASA Workmanship training courses at NASA JPL (to be certified as a Level B instructor).

Refer to NASA STD 8737.6., Implementation Requirements for NASA Workmanship Standards. Training courseware (e.g., slides, exams, etc) will be provided for use by the Technical Trainer during those external instructor courses. Other Centers may have different procedures in place and training will be in accordance with each task order.

9) Is the offeror expected to develop courseware for the conduct of training or only develop a process for training and certification? (Ref PWS Armstrong Flight Research Center (AFRC), pg 3, para. 2.1.4)

Answer: Both. The offeror must have a process for training and certification of its personnel however that process may take advantage of government provided training courses (e.g., SATERN training). For any training not available through the government the offeror may be required to either develop courseware or assist the government in the development of courseware.

10) What is the acquisition timeline?

Answer: Potential Offerors should monitor the FBO website for any information related to this acquisition.

11) During Industry Day, the Government stated that the hangar at AFRC, Edwards AFB, is vastly different in tempo, size, and facility capabilities in comparison to hangar 703 in Palmdale, CA. Will the Government provide contractors access to the 703 hangar in Palmdale, CA to further understand the requirements needed of each hangar?

Answer: No.

12) Will the Government release the Key Personnel descriptions and labor category descriptions so that offerors can provide the best personnel for this contract?

Answer: See answers to Questions 2 and 3.

13) During Industry Day, the Government stated that a new requirement of the AOS contract is for a specified group of contractors to have and maintain clearances. Will the Government identify which positions these are, and the level of clearance required?

Answer: See answer to Question 5.

14) What is the predicted growth of the AOS opportunity over the performance of the contract?

Answer: The increase and decrease in scope will be based on mission requirements and are not pre-defined for this requirement.
