About this opportunity
The Naval Air Warfare Center Aircraft Division (NAWCAD) at Patuxent River, Maryland, seeks aeromechanics systems and engineering research, development, and technical support services via a competitive single-award IDIQ contract with proposals due July 6, 2026, at 2:00 PM Eastern Time. This is a 100% small business set-aside foreclosing competition outside that category.
The contract will have a five-year ordering period (January 1, 2027 through December 31, 2031) with an optional six-month extension. The Government intends to award a Cost-Plus-Fixed-Fee and cost-reimbursable IDIQ with a maximum contract value of $48 million. Work is performed at a contractor facility within 20 driving miles of NAS Patuxent River (80% of effort) and at the Government site (20% of effort). The procurement requires NAICS 541715 (Research and Development in the Physical, Engineering, and Life Sciences), PSC R425, and carries a small business size standard of 1,000 employees.
The scope includes development of technical and performance requirements for flight control systems, flying qualities and performance assessment, control law algorithm design and integration, acceptance and environmental screening procedure review, and engineering analysis of fleet engineering investigations. The Government estimates 240,000 direct labor hours across five years with other direct costs of $1,762,500 ($352,500 annually for travel and materials). Three senior aerospace engineer key personnel are required—two with Top Secret clearance at Patuxent River and one with Top Secret clearance at a remote location. All contractor personnel must hold Secret or Top Secret security clearances. The contractor must obtain a Top Secret facility security clearance and comply with NIST SP 800-171 cybersecurity requirements verified through SPRS posting. A labor cost tripwire of $420,000 annually per fully burdened employee applies. Contractors must comply with the 50% limitation on subcontracting per FAR 52.219-14 and cannot compete if they are system prime contractors on F/A-18, F-35, V-22, CH-53E/K, H-60, P-8, E-2, MQ-4C, or MQ-25 programs.
Evaluation employs best-value trade-off methodology with technical (45%), past performance (35%), and price/cost (20%). Past performance must be recent (within five years) and relevant (efforts valued at $1.5 million or more annually involving aeromechanical engineering with classified workforce management). Proposals are limited to 22 pages for understanding of work and sample tasks plus 10 pages for the staffing plan. Cost realism analysis applies to all cost-reimbursement CLINs. Questions closed June 18, 2026. Four amendments have been issued addressing industry questions, providing corrected labor hour distribution tables (80% contractor-site, 20% government-site), omitted exhibits, and corrected templates. The incumbent contract is N00421-21-D0003. Proposals must be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE).
