About this file
This is an instruction template for completing the Fully Burdened Labor Rates attachment (Attachment P2) for the Aeromechanics Systems and Engineering RFP (N00421-26-R-1009) issued by the Naval Air Warfare Center Aircraft Division (NAWCAD) at Patuxent River, Maryland. The template provides guidance to prime contractors and subcontractors on how to populate labor rate data across five performance years. Offerors must enter their company name, proposed labor categories from their accounting systems, individual employee designators (using FTE## format), corresponding Government functional area labor categories, and fully-burdened hourly labor rates for each performance period. All rates must be entered in U.S. Dollar format rounded to the nearest cent and must include fringe benefits, overhead, General & Administrative (G&A) costs, subcontractor pass-through rates, and fee, but exclude Other Direct Costs such as materials and travel. The template includes sample labor categories such as Aerospace Engineer (Senior and standard levels), Computer Scientist, Program Manager, Configuration Management Specialist, Program Analyst, and Office Clerk.
This is a single-award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract under a 100% Small Business Set-Aside with a five-year ordering period (January 1, 2027 through December 31, 2031). The contract will utilize Cost-Plus-Fixed-Fee (CPFF) and Cost-Reimbursable line items. Amendment 0004 corrected administrative discrepancies in Section I regarding the ordering period and removed an erroneous clause reference. Offerors must use the government-provided revised labor hour distribution table that breaks down estimated hours into 80% contractor-site and 20% government-site work. The proposal due date was July 6, 2026, at 2:00 PM Eastern Time, with submission required through the Procurement Integrated Enterprise Environment (PIEE) system. The Government's question period closed on June 18, 2026, at 2:00 PM Eastern Time.
