About this file
This document is a Questions and Answers (Q&A) response for Solicitation Number N0042126R1009, issued by the Navy. The Q&A addresses 23 clarification inquiries from potential offerors regarding proposal submission requirements, facility clearances, staffing qualifications, pricing methodology, and evaluation procedures.
Key clarifications include: the proposal submission deadline of July 6, 2026 will not be extended despite two Federal Holidays in the preparation period; Top Secret access requirements will be defined at individual Task Order level, with Key Personnel staffed per Section L requirements; the Prime Contractor's primary off-site performance facility must be within 20 driving miles of NAS Patuxent River, but subcontractors outside this radius may participate if the overall team meets SOW requirements; the NAICS code will be administratively updated to 541715; all official changes will be posted to both PIEE and SAM.gov with PIEE documents taking precedence in case of discrepancy; the incumbent contract number is N00421-21-D0003; the fully burdened labor tripwire is defined in Section M paragraph M-3.3.2; and offerors must price Government-site and Contractor-site hours separately using a revised Section L Table 4 that breaks down estimated labor hours into 20% Government-site and 80% Contractor-site splits for all five years. Administrative corrections to templates, including Attachments P1, P2, P3, and P4, have been made via Amendment 0001, and all proposal volumes including Past Performance documentation are due by the official proposal deadline with no early submission advantage or disadvantage.

Box 5 and Box 9
Considering the release date of June 4, 2026, and the proposal submission date of
July 6, 2026, during which there are two
Federal Holidays, would the Government kindly consider extending the submission deadline due to the holidays and the complexity of the response?
No extension will be granted at this time.

SOW
Section A, Paragraph 7
(Top Secret facility and personnel clearance requirements) Attachment
6, Statement of Work, Paragraph 3.1.2.1 (20% on-site / 80% contractor-site work performance)
The solicitation requires a Top Secret facility clearance and identifies certain personnel as requiring Top Secret or
Secret clearances. However, the
Statement of Work does not clearly identify which specific tasks, labor categories, or work products require access to Top Secret information. To support accurate staffing, facility, and pricing assumptions, please identify the
SOW paragraphs, task areas, or anticipated task order activities that are expected to require personnel holding Top
Secret clearances and/or access to Top
Secret information.
The specific tasks requiring TS access will be defined at the individual Task
Order level. Offerors should staff their
Key Personnel in accordance with Section
L to ensure they have the capability to respond to such task orders. The requirement in SOW paragraph 3.1.2.1 applies to the Prime Contractor's primary off-site performance facility. This does not preclude the use of subcontractors located outside of this 20-mile radius, provided the overall team can effectively meet all SOW requirements.
3 SOW
In the SOW is a requirement for the contractor to be within 20 miles of PAX and a statement that all provisions flow down to all subcontractors.Does that mean that the main offices of all subcontractors must be within 20 miles of
PAX?
Does that preclude a subcontractor located outside this 20-mile radius from being part of a team? Can a subcontractor send engineers to perfrom work on-site at
NAS Patuxent River as a option?
The requirement in SOW paragraph
3.1.2.1 for the contractor's site to be within 20 driving miles of NAS Patuxent
River applies to the Prime Contractor's primary off-site performance facility where the majority of the SOW tasks are executed. It does not mean that all subcontractor facilities must be located within this 20-mile radius, provided the overall team can effectively meet all
SOW requirements.

Attachme nt P1
It appears that none of the Government
Instructions were completed in the attachment. Will this be done and an update posted to both PIEE and SAM?
P1 template is provided by the
Government for the Offeror to populate, develop, and submit as part of their
Volume 3 (Price/Cost) proposal. It is the sole responsibility of the Offeror to complete these spreadsheets with their proposed direct labor rates, indirect rates, escalation, and fee in accordance with the
Section L instructions. The Government has provided all necessary baseline parameters (such as the estimated labor hours in Section L, Table 4 and the labor rate ranges in Attachment P5). No further
Government-filled data is required for these templates to be functional.
8 General Where and when will all questions be posted?
All questions and their official
Government answers are being provided in this amendment, posted to both PIEE and SAM.gov on or about June 19, 2026
9 General
If any other discrepancies are found between PIEE and SAM after the question period closes, which will take precedence?
In accordance with standard Federal
Acquisition Regulations, the official, signed PDF solicitation documents and subsequent amendments (SF 33 and SF
30) take precedence over any plain-text description, synopsis, or metadata fields on either website. To the extent there is any system-level discrepancy between the portals, PIEE is the official System of
Record for this procurement. Offerors must rely on the files and instructions posted in the PIEE Solicitation Module.

The instructions say that "The number of
FTE's must coordinate with the submitted
P-6 for evaluation." There is no P-6 in the RFP, should we use the table under
SOW para 3.3.3 or are submitted
Attachment P-1?
This is a typo in the instructions. The reference to "P-6" should be to Attachment P1. Offerors shall ensure the number of personnel proposed aligns with the labor hours in the Attachment P1
Cost Summary Spreadsheet. The instruction sheet will be administratively corrected in Amendment 0001.
Attachme nt P2
The instructions for J-N say, "(SEE TAB
Functional Labor Hrly Tripwire for reference)." There are no other tabs in
Attachment P2. Will the government provide this information?
This is a typo in the instructions. The fully burdened labor tripwire is defined in Section M, paragraph M-3.3.2. There is no separate tab. Offerors should reference
Section M for this information. The instruction sheet will be administratively corrected in Amendment 0001.

Experience/Education
Paragraph
The Master's degree substitution criteria outlined in seciton 3.3.2 is not applicable to the three Senior Aerospace Engineer
Key positions. In order to inccrease competition, would the government consider allowing the Bachelor's degree plus 4 years additional work experience substitution in lieu of a Master's degree as it allowed for the remaining Aerospace
Engineer positions.
No. Due to the critical nature of the work and the required level of expertise for these Key Personnel positions, the
Government will not change the minimum education and experience requirements as stated in the SOW.

Section L, Part A, Section
4, Subsection 4.4
Section L, Subsection 4.4 encourages
Offerors to submit the Past Performance
Volume information fourteen (14) days prior to the proposal due date. Since the solicitation establishes a single proposal due date in Block 9 of the SF 33, please confirm that Offerors submitting all proposal volumes, including the Past
Performance Volume, by the official due date and time will receive equal consideration and evaluation, regardless of whether the Past Performance Volume was submitted fourteen (14) days in advance. Further, please clarify whether the Government intends to begin evaluating past performance information prior to the proposal due date.
The reference in Section L, paragraph 4.4 encouraging early submission of the Past
Performance Volume has been removed via Amendment 0001. All proposal volumes, including the Past Performance
Volume, are due on the date and time specified in Block 9 of the SF 33. All offerors submitting compliant proposals by the official due date will receive equal consideration. The Government will not begin evaluating past performance information prior to the official proposal due date.

Section L, Part A, Section
4, Subsection 4.4
Section L, Subsection 4.4, encourages
Offerors to submit the Past Performance
Volume fourteen (14) days prior to the proposal due date, while also instructing
Offerors to request that Assessing
Officials return completed CPAQs within two weeks of receipt. Please clarify the
Government's expectations regarding the timing of CPAQ submissions.
Specifically, if an Offeror elects to submit its Past Performance Volume on the official proposal due date identified in
Block 9 of the SF 33, will CPAQs received after the encouraged fourteen
(14) day early-submission date, but prior to or after the proposal due date, be accepted and considered by the
Government? Additionally, please confirm that Offerors will not be adversely evaluated if Assessing Officials require the full two-week response period contemplated by the solicitation and, as a result, do not submit CPAQs prior to the encouraged early-submission date.
As stated in the previous response, the '14-day early submission' language has been deleted from Section L via Amendment
0001. The Government's expectation is that all CPAQs should be submitted by the Assessing Officials directly to the
Government POCs no later than the official proposal due date specified in
Block 9 of the SF 33. Offerors will not be adversely evaluated for utilizing the full proposal preparation period.

Section L, Part B, Section
B.4, Subsection B.4.4, Paragraph B.4.4.2
For pricing purposes, please clarify whether Offerors are to propose each labor category in Table 4 using
Government Site rates, Contractor Site rates, or a blended approach. While the
SOW states that approximately 20% of the effort will be performed at NAS
Patuxent River and 80% at the
Contractor's site, the Government
Estimated Labor Hours table does not identify the applicable work location for each labor category. Does the
Government intend to revise the pricing template to identify the appropriate site designation for each labor category to ensure a common basis for pricing?
Offerors shall NOT propose a blended rate. To ensure a fair and defensible cost realism analysis in accordance with FAR
15.404-1(d), offerors are required to price
Government-site and Contractor-site hours separately. Accordingly, Amendment 0001 hereby provides a revised Section L, Table 4, which explicitly breaks down the estimated labor hours for each category into the
20% Government-site and 80%
Contractor-site split for all five years.
Offerors shall use this revised table, provided in the updated 'Attachment 05 -
Sections L&M (Revised),' as the common basis for preparing their cost proposals.
The Cost Summary Spreadsheet
(Attachment P1) should be populated to reflect this site-specific pricing
File details come from the government source that posted it. Updated .
