About this opportunity
The Advanced Propulsion Acquisition Contract (APAC) is a Multiple Award Contract Indefinite Delivery Indefinite Quantity (MAC IDIQ) solicitation issued by the Department of the Air Force, specifically the Air Force Life Cycle Management Center Propulsion Directorate (AFLCMC/LP), to procure advanced propulsion technology development and acquisition services across all lifecycle phases from concept exploration through operations and sustainment. The procurement encompasses research and development, test and evaluation, production and fielding, and modeling and simulation activities to enable the Air Force to rapidly develop novel propulsion capabilities and implement innovative solutions for evolutionary, revolutionary, and disruptive capabilities. Key contract requirements include submission of three proposal volumes addressing technical capability across two different technical task areas, propulsion industry relevance, and small business participation commitment; offerors must maintain current Cybersecurity Maturity Model Certification (CMMC) and complete a Small Business Participation Commitment Document (SBPCD) regardless of company size. Evaluation is based on Technical Proficiency, which comprises three equally-weighted or differentially-weighted subfactors: Technical Capability, Propulsion Industry Relevance, and Small Business Participation, with all offerors receiving acceptable ratings eligible for award to the multiple contract vehicle. The proposal submission deadline is April 23, 2026, at 1500 Eastern Time, with all questions due by April 20, 2026, at 1600 Eastern Standard Time; Amendment 1 was issued April 16, 2026, clarifying Volume II page limitations to seven pages total for Sections 1 and 2, excluding the SBPCD fillable form.
This solicitation contains no small business set-aside designation and is open to all responsive and qualified offerors, including foreign firms and companies under Foreign Ownership, Control, or Influence (FOCI), though foreign participation may be limited in future delivery order competitions. The APAC IDIQ has a total contract ceiling of $16.1 billion with a 15-year period of performance consisting of a five-year base period plus one five-year option period and an additional five-year option period, with minimum guarantee equal to the negotiated price of Delivery Order 1. The initial Delivery Order 1 is a virtual Post Award Orientation Conference with a firm fixed price of exactly $1,000, satisfying the FAR 16.504(a) minimum order obligation, and future delivery orders may utilize multiple contract types including Firm Fixed Price, Fixed Price Incentive Firm, Cost Plus Fixed Fee, and Cost Reimbursement. The contract is estimated based on a cumulative order value of $1 billion under NAICS code 336412 (Aircraft Engine and Engine Parts Manufacturing) with a 1,500-employee size standard and Product Service Code AC15. Performance of work shall take place at Wright Patterson Air Force Base, Ohio 45433, with on-ramp opportunities planned for additional contractors two years after initial award and potentially in years five and seven if the five-year option is exercised.

**Update 4/16/26 - RFP Amendment 1**
The United States Government is issuing a solicitation amendment to the APAC IDIQ for all vendors. The purpose of this action is to give vendors the opportunity to resubmit a proposal due to ambiguity within the requirements. Specifically, these updates were made within the Sections L and M documents.
One point of clarification is the total page count for the Volume II. The page count limitation for Volume II shall be 7 pages total for Sections 1 and 2. The SBPCD Fillable form (Attachment #7) shall be included in its entirety and it will not count towards the total page count. All fillable portions of the form shall be completed by the Offeror. Other than the fillable fields, completed by the Offeror, the form shall not be tailored or modified in any way.
Finally, clarifying potential contradictory language within Section M. The language in Section M, Section 1, Paragraph 2, is amended to change the 'may' statement to a 'shall' to align with. language in Section M, Section 2.1.2.
Any resubmission will supersede the original submitted proposal for consideration under this Request for Proposal. Therefore, any vendor who resubmits their proposal in light of this clarification must resubmit the entirety of their proposal, to include all volumes and/or attachments as described in Section L, for consideration.
Not responding to this amendment will not disqualify an Offeror from consideration for the APAC IDIQ. All offerors shall submit in accordance with the solicitation. The Government will continue to receive proposals until the date and time expressed in Section L.
All questions must be submitted to the government by 20 Apr 2026 at 1600 EST.
