About this file

This is a Small Business Participation Commitment Document (SBPCD) template that contractors must submit as part of their proposal to fulfill evaluation Subfactor 3 requirements. The document serves as the primary mechanism for offerors to detail their planned participation and commitment to use U.S. small businesses in performing the basic contract and any future delivery orders or task orders throughout the contract duration.

The SBPCD is structured with two mutually exclusive sections: Section 1 for small business primes and Section 2 for other than small business primes. Offerors must complete only the applicable section. Both sections require disclosure of the percentages of work planned for small businesses versus other than small business entities (totaling 100%), identification of specific small business types (Small Disadvantaged Business, Women-Owned Small Business, HUBZone, Veteran-Owned, and Service-Disabled Veteran-Owned), prime contractor information including CAGE code and NAICS codes, and identification of proposed subcontractors, teaming partners, or joint venture partners with their respective credentials. Additionally, offerors must describe the extent of their commitment to small businesses, specifying whether arrangements are written contracts, verbal agreements, enforceable or non-enforceable terms, mentor-protégé relationships, or joint ventures. The document emphasizes that small business size determinations are based on the NAICS code applicable to each subcontractor's specific work, which may differ from the prime contract's NAICS code, and that businesses qualifying in multiple small business categories may be counted in each applicable category.

Small Business Participation Commitment Document

All Offerors shall submit a Small Business Participation Commitment Document (SBPCD) as outlined below to fulfill the Subfactor 3: SBPCD requirement. The information that you provide on this form will be used to evaluate your proposed participation/commitment to use U.S. small businesses in the performance of the basic contract and any future orders (as a small business prime, joint venture, teaming arrangement, and/or small business subcontractors). The SBPCD is different from the Small Business Subcontracting Plan that is described in Section L paragraph 3.5.5, which is only required for other than small businesses.

This document applies for the duration of this contract. The Government understands that requirements have not been defined for future Delivery Orders/Task Orders. Offerors shall complete this form with their best estimate of any future awards they receive on this contract.

Fill out only Section 1 OR Section 2, as applicable.
