About this file

This file contains responses to industry questions submitted regarding the Advanced Propulsion Acquisition Contract (APAC) IDIQ solicitation (FA862626RB002) dated April 7, 2026.

The document addresses three key clarifications for offerors. First, regarding Cybersecurity Maturity Model Certification (CMMC) requirements, the Prime Offeror must provide proof of only the Prime's current CMMC certification in the proposal response, unless the Prime intends to subcontract work under a Delivery Order (DO). Subcontractors must obtain a current CMMC certificate or current CMMC status at the appropriate level prior to award of work in accordance with FAR Clause 252.204-7021. Second, offerors should complete Sections A through J as applicable and proceed with instructions in Section L 3.2.1 and 3.2.2, with Contracting Officer fill-ins to be completed at the time of potential DO/TO award for items such as clauses, pricing, delivery, and packaging. Third, the Government prefers that each volume of the proposal be submitted as a separate PDF file to DoD SAFE rather than a single consolidated PDF, acknowledging that Table of Contents hyperlinks may not function reliably once files are uploaded to the system. These responses clarify proposal submission structure and certification requirements for potential contractors on this Air Force Life Cycle Management Center initiative.

QuestionGovernment Response
Does the Government expect Prime Offeror and potential subs to provide their proof of CMMC Level Certification within the offeror's proposal response, or does only the prime having this certification satisfy the requirement? The Prime Offeror must provide proof of only the Prime's CMMC certification within their proposal, unless the Prime Offeror intends to subcontract work awarded under DO1. Subcontractors are required to have a current CMMC certificate or current CMMC status prior to award of work from the Prime. In accordance with Clause 252.204-7021, Paragraph (f) states the Contractor shall (2) Prior to awarding a subcontract or other contractual instrument, ensure that the subcontractor has a current CMMC certificate or current CMMC status at the CMMC level that is appropriate for the information that is being flowed down to the subcontractor based on the requirements at 32 CFR 170.23.
There are numerous areas in Sections A through J for which completion at this time would be inconsistent with the program and would be more appropriate at the DO/TO level. Can you please clarify?Offerors will fill-out Section A-J as applicable and proceed with the instructions outlined in Section L 3.2.1 and 3.2.2. The CO fill-ins will be completed at the time of any potential award at the DO/TO level (e.g., clauses, pricing, delivery, packaging, or other performance-related inputs).
Section L paragraph 3.1.1 requires a single Table of Contents (TOC) for the entire proposal to be included in Volume I, Section 1. Section L paragraph 2.8 requires submission via DoD SAFE but does not specify whether the proposal should be submitted as a single consolidated PDF or as separate PDF files by volume. To support proper implementation of the TOC hyperlinking requirement, please clarify the expected file submission structure: specifically, whether offerors shall submit a single consolidated PDF encompassing all volumes, or separate PDF files by volume. The Government prefers to have each volume submitted as a separate PDF file to DoD SAFE. The Government understands that TOC hyperlinks are dependent on file co-location and may not reliably function once the Oferror's proposal files are uploaded.
