About this file

This is a Government Responses to Industry Questions document addressing clarifications on the Advanced Propulsion Acquisition Contract (APAC) MAC IDIQ solicitation (FA862626RB002). The document provides official answers to eight questions submitted by potential offerors regarding proposal formatting, organizational conflict of interest requirements, solicitation document access, technical capability submissions, pricing/performance inputs, template versions, and the scope of propulsion work covered under the contract.

Key clarifications include: Table of Contents must be electronically linked to proposal content with no bookmarks or cut sheets required; Organizational Conflict of Interest Mitigation Plans are only required if a potential, perceived, or existing OCI exists; an editable version of the SF-33 form was provided on April 1, 2026 for offerors to complete Sections A-J and K, with CO fill-ins to be completed at award; offerors must submit exactly two separate efforts demonstrating technical capability, though more than two may be described without additional credit; all pricing, delivery, packaging, and performance-related inputs will be defined exclusively at the Delivery/Task Order level rather than at the IDIQ level; the SBPCD template (Attachment 7) is the correct five-page fillable form uploaded to SAM.gov; and propulsion work encompasses a broad definition including air-breathing and alternatively powered propulsion conceptualization, analyses, and studies beyond aircraft propulsion alone.

QuestionGovernment Response
Can more information be provided on formatting requirements for "tab indexing" from Section L, para 2.4?The pages listed in the Table of Contents must be electronically linked to the associated content for the page in the proposal. There is only one Table of Contents required for the entire proposal, contained in Volume 1 Section 1. No bookmarks or cut sheets should be included in the proposal.
Can the government please confirm that an Organizational Conflict of Interest (OCI) Mitigation Plan is only required to be submitted with an Offeror’s proposal if there is a potential, perceived or existing OCI?There is no requirement to submit an Organizational Conflict of Interest Mitigation Plan if there is no potential, perceived, or existing organizational conflict of interest.
Would the government please provide an unlocked/editable version of the Solicitation file so Offerors are able to prepare the SF-33, Sections A – J Fill Ins, and Section K? Please advise on how to proceed to fulfill the requirements in Section L 3.2.1 and 3.2.2.The Government has provided an editable version of the SF33 on 1 April 26 for Offerors to fill-out as applicable and proceed with the instructions outlined in Section L 3.2.1 and 3.2.2. The document's content remains unchanged. The CO fill-ins will be completed at the time of any potential award.
In Section L, para 4.1 (related to technical capability), it says to describe in detail two separate efforts, then goes on to say (last sentence) that a minimum of two different efforts shall be addressed and submitted. If we have more than two efforts that fit the technical capability task(s), are we encouraged to submit more than two efforts? Or are we limited to only two under Volume II Section 1?Offerors must submit two (2) separate efforts that demonstrate technical capability. While describing more than two (2) efforts is permitted, two efforts meet the requirement, and no additional credit is given for more than 2 efforts.
Please confirm whether offerors are required to complete any contractor-specific fields within Sections A–J that involve pricing, delivery, packaging, or other performance-related inputs at the IDIQ level, or if such elements will be addressed exclusively at the Delivery/Task Order level. All pricing, delivery, packaging, or other performance-related inputs will be defined exclusively at the Delivery/Task Order level.
After reviewing the Question and Answers files provided, the response to the 1st question on March 19th xlsx and additionally the 7th question asked from Mach 27th xlsx indicate that the SBPCD (Attachment 7) is 6 pages in length, although the file uploaded in SAM.gov is 5 pages in length. Can you please confirm the SBPCD Template (Attach 7) is the correct version AFLCMC LPA is expecting on SAM.gov and it is a 5 page fillable form? The SBPCD template (Attach 7) uploaded to SAM.gov is the correct version and is a five (5) page fillable form.
Is the APAC MAC IDIQ being offered exclusively to aircraft propulsion or is their a broader definition? Please refer to Section L, 4.1.1.11, Propulsion Design: Examples include conceptualization, analyses, or studies relating to air-breathing or alternatively powered propulsion.
