About this file

This file is a responses to industry questions document dated April 21, 2026, addressing submission requirements for the Advanced Propulsion Acquisition Contract (APAC) IDIQ solicitation (FA862626RB002). The Government clarifies that offerors who have already submitted proposals do not require resubmittal unless they believe their proposal does not fulfill the requirements of Sections L and M. The Government cannot identify which proposals are deficient, placing the responsibility on offerors to self-assess compliance. Any offeror who submits a revised proposal must resubmit their entire proposal including all volumes and attachments to supersede the original submission.

The Government emphasizes that non-response to the April 16, 2026 amendment will not disqualify offerors from award consideration, and all proposals will be evaluated in accordance with Sections L and M of the solicitation. The APAC IDIQ is an Indefinite Delivery Indefinite Quantity contract designed to support the Air Force Life Cycle Management Center Propulsion Directorate (AFLCMC/LP) in developing advanced propulsion technologies across all lifecycle phases from concept through sustainment. Key amendments clarified that Volume II page limits are 7 pages total for Sections 1 and 2 (excluding the SBPCD Fillable form), and language in Section M, Section 1, Paragraph 2 was amended from "may" to "shall" for consistency. The deadline for all questions is April 20, 2026 at 1600 EST, with proposals continuing to be received until the date and time specified in Section L.

QuestionGovernment Response
Is a resubmittal required based on the new deadline? At this time, the Government cannot identify which proposals do not fulfill the requirements of the solicitation.

All Offerors should verify that their proposal fulfills the Sections L and M requirements and limitations. Any Offeror who has submitted a proposal and think their proposal fulfills all of the requirements of the solicitation do not need to resubmit.

Any Offeror who has already submitted a proposal and does not respond to this amendment will still be evaluated in accordance with Sections L and M for the APAC IDIQ. All Offerors who have already submitted a proposal and do not re-submit, submit a new proposal, or re-submit a revised proposal prior to the deadline specified in Section L will be considered for award.
