About this file
This document is Section L (Evaluation Factors for Award) from the Advanced Propulsion Acquisition Contract (APAC) solicitation, a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) vehicle issued by the U.S. Air Force under solicitation FA8626-25-R-B008, Amendment 1, dated April 15, 2026. The APAC is designed to provide an agile acquisition vehicle for propulsion enterprise program requirements through Delivery Orders (DOs) and Task Orders (TOs), funded through future Air Force, inter-agency, and outside agency funding executed by the Portfolio Acquisition Executive (PAE) for Propulsion. The contract is not to be used for Advisory and Assistance Services (A&AS) requirements.
Proposals are due by 1500 Eastern Time on April 23, 2026, with evaluations conducted on an incremental, first-in first-out basis as proposals are received. The solicitation is open to all contractors providing responsive and qualified proposals, including foreign firms under NISPOM guidelines, though foreign participation may be limited in future DO/TO competitions based on specific requirements. Contractors must submit three distinct volumes: Volume I (Contractual and Administrative Information, not to exceed 4 pages for cover letter and executive summary); Volume II (Technical Proficiency with a 7-page maximum for Sections 1 and 2, plus a fillable Small Business Participation Commitment Document (SBPCD)); and Volume III (Proposal for Delivery Order 01 consisting of a 1-page commitment letter and pricing spreadsheet). All proposals must be submitted electronically via DoD SAFE in searchable PDF format using Times New Roman 12-point font with 1-inch margins. Non-small business offerors must submit a Small Business Subcontracting Plan based on an estimated cumulative order value of $1 billion under NAICS code 336412 (Engines & Engine Parts, 1,500 employees). The initial DO1 will be a virtual Post Award Orientation Conference (PAOC) with a firm fixed price of exactly $1,000, satisfying the minimum order obligation under FAR 16.504(a). Technical evaluation focuses on two efforts demonstrating Technical Capability across designated technical tasks (completed within the past five years) and one effort demonstrating Propulsion Industry Relevance. Proposals must be clear, concise, and avoid elaborate formatting; the Government reserves the right to award based on initial proposals without discussions or negotiations.

1. GENERAL INFORMATION
"Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government intends to award multiple contracts under this solicitation. However, the Government reserves the right to change the total number of contracts awarded, to include no award. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs. "
The primary purpose of the Advanced Propulsion Acquisition Contract (APAC) Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) contract is to provide an agile and rapid acquisition vehicle to acquire propulsion enterprise program requirements. This contract will be used to fill agency needs through execution of Delivery Orders (DOs) and Task Orders (TOs). The APAC IDIQ does not have specific funding allocated to the contract but rather will use future Air Force, inter-agency and outside agency funding which is executed through the Portfolio Acquisition Executive (PAE) for Propulsion's portfolio and other contract customers. Each request for use of this contract vehicle shall be evaluated for appropriateness to include scope and ceiling determinations; this contract vehicle shall not be used for any Advisory and Assistance Services (A&AS) requirements.
All Contractors that provide a responsive and qualified proposal will be eligible for award as long as their proposal is received by the Request for Proposal (RFP) closing date. Duplicate/identical proposals will be considered non-responsive.
The Government intends to conduct evaluations on an incremental, first-in first-out basis as proposals are received; early submission is encouraged. Proposals will be evaluated as soon as the Source Selection (SS) team convenes.
