About this file
This is a Questions and Answers document from the April 26, 2026 amendment cycle for the Advanced Propulsion Acquisition Contract (APAC) IDIQ solicitation (FA862626RB002). The document addresses three key clarifications submitted by industry regarding proposal submission requirements and compliance obligations.
The first question addresses Cybersecurity Maturity Model Certification (CMMC) requirements, clarifying that the Prime Offeror must maintain current CMMC status for all information systems used in contract performance that process, store, or transmit Federal Contract Information (FCI) or Controlled Unclassified Information (CUI). Prior to awarding subcontracts, the Prime must ensure subcontractors have current CMMC certificates at levels appropriate for the information being flowed down, in accordance with Clause 252.204-7021 and 32 CFR 170.23. The second question seeks clarification on Sections A through J completion requirements, with the Government confirming that offerors shall complete these sections as applicable per instructions in Section L paragraphs 3.2.1 and 3.2.2, while Contracting Officer fill-ins (such as clauses, pricing, and delivery details) will be completed at the Delivery Order/Task Order level. The third question addresses proposal file submission structure for the Table of Contents hyperlink requirement, with the Government clarifying its preference for each volume to be submitted as separate PDF files to DoD SAFE rather than a single consolidated document, acknowledging that hyperlink functionality may be compromised when files are uploaded separately.

| Does the Government expect Prime Offeror and potential subs to provide their proof of CMMC Level Certification within the offeror's proposal response, or does only the prime having this certification satisfy the requirement? | The Prime Offeror must have and maintain for the duration of the contract a current CMMC status for all information systems used in performance of the contract, task order, or delivery order that process, store, or transmit FCI or CUI. In accordance with Clause 252.204-7021, Paragraph (f) states the Contractor shall (2) Prior to awarding a subcontract or other contractual instrument, ensure that the subcontractor has a current CMMC certificate or current CMMC status at the CMMC level that is appropriate for the information that is being flowed down to the subcontractor based on the requirements at 32 CFR 170.23. |
| There are numerous areas in Sections A through J for which completion at this time would be inconsistent with the program and would be more appropriate at the DO/TO level. Can you please clarify? | Offerors will fill-out Section A-J as applicable and proceed with the instructions outlined in Section L 3.2.1 and 3.2.2. The CO fill-ins will be completed at the time of any potential award at the DO/TO level (e.g., clauses, pricing, delivery, packaging, or other performance-related inputs). |
| Section L paragraph 3.1.1 requires a single Table of Contents (TOC) for the entire proposal to be included in Volume I, Section 1. Section L paragraph 2.8 requires submission via DoD SAFE but does not specify whether the proposal should be submitted as a single consolidated PDF or as separate PDF files by volume. To support proper implementation of the TOC hyperlinking requirement, please clarify the expected file submission structure: specifically, whether offerors shall submit a single consolidated PDF encompassing all volumes, or separate PDF files by volume. | The Government prefers to have each volume submitted as a separate PDF file to DoD SAFE. The Government understands that TOC hyperlinks are dependent on file co-location and may not reliably function once the Oferror's proposal files are uploaded. |
