About this file

This file is a Q&A document providing government responses to industry questions regarding the Advanced Propulsion Acquisition Contract (APAC) IDIQ solicitation (FA862626RB002). The responses clarify proposal formatting and evaluation requirements for potential offerors.

Regarding proposal structure, the government confirmed that the completed Small Business Subcontracting Plan (SBPCD) counts against the 12-page limit for Volume II, reducing the available pages for Subfactors 1 and 2 efforts to 6 pages combined since the form itself occupies 6 pages. On scope questions, the government indicated that propulsion design and prototyping efforts, including low noise counter-rotating ducted fans, fall within the solicitation requirements as described in Sections L.4.1.1.11 and L.4.1.1.8. The government clarified that offerors must submit only 3 detailed efforts total: 2 efforts for Subfactor 1 (covering only 2 Task Areas, not all available Task Areas) and 1 effort for Subfactor 2 addressing general propulsion-relevant technologies. The government also affirmed that all awardees will receive fair consideration for future Funding Opportunity Announcements (FOPRs) regardless of which Task Areas they addressed in their initial proposal, ensuring equal access to follow-on opportunities across the contract.

QuestionGovernment Response
Does the completed SBPCD (Attachment #7) count against the 12-page limit for Volume II, or is it excluded from the page count similar to the Table of Contents and Glossary of Abbreviations and Acronyms as described in Section L, paragraphs 2.4 and 2.5?The SBPCD does count against the 12-page limit for Volume II. The fillable form is 6 pages; therefore, Subfactors 1 and 2 efforts are limited to 6 pages combined.
In accordance with the Distribution D statement, we respectfully request authorization to share the Statement of Work (SOW) for Delivery Order (DO) 1 document to our internal international affiliate to ensure compliance with the requested scope of work.Per the SOW Cover Page, distribution is limited to U.S. DoD Contractors only.
Scope-related: Is your solicitation focused on only Aircraft propulsion or are Solid Rocket Motors are included in your requirements? Can you confirm low noise counter rotating ducted fans fall within the scope of the IDIQ?Please refer to Section L, 4.1.1.11, Propulsion Design: Examples include conceptualization, analyses, or studies relating to air-breathing or alternatively powered propulsion, and 4.1.1.8, Prototyping: Examples include design and assessment of new capabilities of hardware, software, or processes, testing and validation of a prototype in a relevant environment.
Please confirm your office is only expecting three detailed efforts total; two for Subfactor 1 (which would assumedly cover as many of the Task Areas as possible) and one for Subfactor 2 (general propulsion-relevant technologies).Correct. Only 3 detailed efforts total - 2 efforts for Subfactor 1 and 1 effort for Subfactor 2. Only 2 Task Areas are required for Subfactor 1, not "as many of the Task Areas as possible."
Please confirm anyone selected for award will be given a fair opportunity to be considered for each FOPR regardless of the Task Areas addressed in their detailed effort explanationsYes, all future FOPRs will be open to every Offeror who is awarded a contract regardless of the Task Areas submitted in their proposal
