About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 1, seeks multiple awards for anesthesia units including warranty, maintenance, and training for inclusion in the National Equipment Catalog, with proposals due September 11 at 4:00 PM ET and questions due August 21 at 4:00 PM EST. The procurement is an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with a ten-year performance period (five-year base plus one five-year option), maximum contract value of $120 million and guaranteed minimum of $10,000, with one award per original equipment manufacturer or authorized distributor brand, resulting in multiple awards across different anesthesia system manufacturers. The set-aside is unrestricted, though a 100% small business set-aside option is available.
Place of performance is nationwide. All anesthesia units must be FDA-cleared and meet minimum technical requirements in Attachment 3, including diameter-indexed safety systems, hypoxic mixture fail-safe controls maintaining minimum 21% oxygen, continuous positive airway pressure support, respiratory frequency settings of 3–100 breaths per minute, inspiratory gas flow of 1–180 L/min, continuous End Tidal CO₂ monitoring for intubated patients, internal battery backup of at least 30 minutes, FIPS 140-2 or 140-3 certification for 802.11 networking, and integration with Oracle Health's Care Aware Platform or validated anesthesia record-keeping systems (iMDsoft IntelliSpace Critical Care and Anesthesia, Picis Anesthesia Manager, or Innovian Anesthesia). All systems must comply with VA information security directives (including VA Directive 6550) and HIPAA requirements and undergo cybersecurity assessment via an Enterprise Risk Assessment and Manufacturer Disclosure Statement for Medical Device Security (MDS2).
Delivery within 60 days of task order issuance is required with FOB destination and white-glove installation services. Minimum 12-month manufacturer's warranty covering parts, labor, travel, and software updates is mandatory. Post-warranty maintenance agreements must include 2–4 hour response times for qualified personnel and 24/7 customer support. A 3.0% service level agreement fee must be embedded in all pricing. Evaluation emphasizes technical capability as most important, followed by past performance, veterans preference (service-disabled veteran-owned and veteran-owned small business programs), and price. The NAICS code is 339112, Surgical and Medical Instrument Manufacturing. Questions should be directed to Contract Specialist Melanie Stockman at melanie.stockman@va.gov; telephone requests will not be accepted.
